SUBJECT: Approve the appointment of Shelly Grace and reappointment of Robert Schwenk
to the Citizens Participation Advisory Board (CPAB)
Statement of Issue:
The Citizens Participation Advisory Board (CPAB) is an advisory board to the City Council, and
makes recommendations for allocation of Community Development Block Grant (CDBG) funding.
The City Council is asked to approve the appointment of Shelly Grace and the reappointment of
Robert Schwenk through September 30, 2015.
Financial Impact:
Not applicable.
Recommended Action:
Approve the appointment of Shelly Grace and the reappointment of Robert Schwenk to the Citizens
Participation Advisory Board for a term expiring September 30, 2015 as recommended by City
Council Liaisons Boardman, Hardy and Shaw.
Alternative Action(s):
Do not approve the appointment and reappointment and provide further direction to staff.
Analysis:
The Citizens Participation Advisory Board (CPAB) is the advisory group responsible for making
recommendations for the City's allocation of Community Development Block Grant (CDBG)
program funding. The purpose of the CPAB is to provide citizen participation and. coordination in
the City's planning processes on an annual basis for CDBG funding, which includes holding public
hearings on community needs, review of applications for funding from potential subrecipients, and
development of recommendations to the City Council for the dissemination of CDBG funding each
year.
At the meeting of November 3, 2014, the City Council adopted Ordinance No. 4035, amending the
Huntington Beach Municipal Code, thereby changing the composition of members of the CPAB to a
total of seven, and changing the appointment process to provide one (1) appointment each for the
seven (7) members of the City Council, effective October 1, 2015. Therefore, the appointment and
reappointment requested is proposed to be effective immediately upon approval and continue only
through September 30, 2015 so that the necessary CPAB business can be conducted without
interruption from potential lack of quorums prior to the new Ordinance becoming effective.

There are currently five (5) active members of the CPAB, and (1) member, Robert Schwenk, whose
term has expired but who has requested reappointment. Staff advertised the availability of
positions on the CPAB and received one application from Shelly Grace, a resident of the City for 46
years. Ms. Grace is a registered nurse who currently works as a Nurse Investigator with the State
of California, Department of Social Services with an emphasis on the protection of children. Ms.
Grace's civic interests include mental health awareness and she is involved with her church as well
as serves as a mental health awareness consultant. Due to the timing of the new Ordinance which
creates the City Council appointment process as of October 1, 2015 and the need to have as many
CPAB members as possible with the start of the new cycle of CPAB review, Staff is proposing that
Ms. Grace be appointed for a term ending September 30, 2015. Staff provided the Liaison
Committee with the application and reappointment request with the recommendation to appoint
Shelly Grace and reappointment of Robert Schwenk.
