SUBJECT: Approve appointment and reappointments to the Children's Needs Task
Force (CNTF) as recommended by City Council Liaisons Barbara
Delgleize and Billy O'Connell
Statement of Issue:
There is a need to fill student and adult community representative vacancies for the Children's
Needs Task Force. The City Council liaisons met to review potential appointments and have made
recommendations accordingly.
Financial Impact: Not applicable
Recommended Action:
A) Approve the reappointments of adult representatives Tiffany Johnson and Phyllis Lembke to a
second four-year term of September 1, 2015, to August 31, 2019; and,
B) Approve the reappointments of student representatives Erika Augenstein, Daryn Nguyen to a
second one-year term of September 1, 2015, to June 30, 2016; and,
C) Approve the appointment of student representative Dawit Habteab to a first one-year term of
September 1, 2015, to June 30, 2016.
Alternative Action(s):
Do not approve appointments to the Children's Needs Task Force and direct staff accordingly.
Analysis:
Student terms on the Children's Needs Task Force are for one year with a two-year maximum.
There are four student vacancies on the Children's Needs Task Force.
The Children's Needs Task force (CNTF) is seeking the appointment of both new and returning
members. There are currently two adults, Tiffany Johnson, and Phyllis Lembke, and two students,
Erica Augenstein and Daryn Nguyen, seeking reappointment due to term expirations. These
members have expressed their desire to be reappointed for a second term. Additionally, there is
one new student candidate, Dawit Habteab, applying for appointment to the CNTF due to
vacancies. Each of these new and returning candidates demonstrates a committed interest in the
welfare of children and the community. After review by Council Liaisons Barbara Delgleize and
Billy O'Connell, each has been found suitable for appointment to the CNTF. A short biography of
each individual is listed below:

Adult Candidates
Tiffany Johnson is a long term resident with strong ties to the community having graduated high
school in Huntington Beach before pursuing graduate studies. She has a strong desire to be
involved in serving the needs of youth in our community.
Phyllis Lembke is a long term resident of Huntington Beach and original task force member. Her
contributions and support of task force activities prove to be an asset to the group, our youth, and
the community.
Student Candidates
Erica Augenstein and Daryl Nguyen have served as effective student representatives for their first
year on the CNTF. They have shown enthusiasm and support, and desire to continue to contribute
to the activities of the CNTF.
Dawit Habteab brings volunteer experience in human relations through AIDS walk events. In
addition, he mentors younger students who find themselves in bullying situations and is a good role
model for our youth community. Mr. Habteab is interested in reaching out to the community and
bringing awareness to the subject of childhood obesity.
