STATEMENT
OF ISSUE.:
Proposal
for cleaning of
the existing 54 inch storm drain from the south side
of Ocean
View High
School to south
side of Slater Avenue at Central Park.
RECOMENDATION :
1. Approve the proposal
for cleaning of storm drain.
2. Adopt
resolution for
emergency work.
3. Award
a contract to
Empire Pipe Cleaning and Equipment, Inc.
ANALYSIS:
The subject storm drain is approximately 1750 feet long and is silted up between 2 and
3 feet in several. locations, which obstructs the flow of water during a rain storm.
By cleaning the 54 inch storm drain, the flow of water will not be obstructed and chances
of flooding will be decreased. During the rain storms in January and February 1980,.
the Beach View Mobile Park was flocded several times and had to be evacuated during one
storm. Therefore, the City was subject to several. law suits.
The Department of Public Works has contacted several contractors which do this type of
work and received only one bid from Empire Pipe Cleaning, Inc. at a cost of W,062.00.
Due to the rainy season approaching, it is recommended that Empire Pipe Cleaning be
authorized to commence the work as soon as possible.
FUNDING SOURCE:
Funds for this project will come from rederal Disaster Assistance Administration in the
amo,int of $66,834.00 in June of 1.980, $50,125.00 is on deposit in the City Treasurer's
Office, and $16,708.50 will be paid upon completion. Interim funding of $9,936.50 is
to be made from contingency funds.

After reviewing your prints and our visual inspection, we
are going to quote two prices.
One price if there is a manhole at Station 10 + 40, -and one
if there is not. The reason for this is the considerable
distance in length between manholes if there is no manbole
access at Station 10 + 40.
Empire Pipe Cleaning and Equipment, Incorporated does quote
a net price of $60,062.00 if there is manhole access at
Station 10 + 40. We quote a price of $65,422.00 if there is
no access.
I would like to thank ,you and the City for the opportunity

It has been ascertained that very few qualified contractors
are presently available with the necessary equipment to perform
the work required before seasonal rains begin to avert a repeti-
