Wilson, City Manager PREPARED BY: Janeen Laudenback, Director of Community Services SUBJECT: Approve appointments to the Children's Needs Task Force (CNTF) as recommended by City Council liaisons Barbara Delgleize and Billy O'Connell Statement of Issue: There are currently eight (8) vacancies on the Children's Needs Task Force due to term expirations and unscheduled resignations. There is a need to reappoint three (3) student representatives and fill five (5) adult representative vacancies to the Children's Needs Task Force. Financial Impact: Not applicable Recommended Action: A) Approve the reappointments of student representatives Erika Augenstein and Daryn Nguyen to a third one-year term of September 1, 2016, to August 31, 2017; and, B) Approve the reappointment of student Dawit Habteab to a second one-year term of September 1, 2016, to June 30, 2017; and, C) Accept the resignation of Marlene Mcllroy and approve the appointment of adult representative Jennifer Kinkel to fill the partial term of September 1, 2013, to August 31, 2017; and, D) Approve the appointment of adult representatives Michelle Edelson, Meagan Kinsey, Steven McCloskey, and Deborah Reisdorph to a first four-year term of September 1, 2015, to August 31, 2019. Alternative Action(s): Do not approve appointments for the Children's Needs Task Force and direct staff accordingly. Analysis: Student terms on the Children's Needs Task Force (CNTF) are for one-year with a four year maximum. The by-laws state that the CNTF may consist of up to one-third students for the 13 member task force, totaling four possible openings. There are currently three student members seeking reappointment. The fourth potential open position will be filled by an adult representative as allowed by the bylaws. The CNTF is seeking the appointment of five (5) new members: One to serve a partial term as vacated through resignation; and four (4) to fill full -term vacancies. The vacancies were posted on the City's website, at the libraries, and on the posting -board at City Hall. Item 2. - 1 HB -18- Dept. ID C316-022 Page 2 of 2 Meeting Date: 9/19/2016 There are currently five (5) adult candidates seeking appointment to the CNTF: Jennifer Kinkel, Michelle Edelson, Meagan Kinsey, Steven McCloskey, and Deborah Reisdorph. After review by City Council Liaisons Delgleize and O'Connell, these candidates are being recommended for appointment to the CNTF. A short biography of each applicant is listed below: Student Candidates Erica Augenstein and Daryl Nguyen have effectively served as student representatives. They have shown enthusiasm, support, and a desire to continue to contribute to the activities of the CNTF. Dawit Habteab has served one-year on the CNTF. He has participated in events and is always eager to take part in the bi-monthly meetings. He has shown a desire to continue to contribute to the CNTF and looks forward to joining one of the many worthwhile focus groups that are dedicated to children's needs. Adult Candidates Jennifer Kinkel has demonstrated a committed interest in the welfare of children and the community through her education and employment background as the Director of Early Childhood Education with the Huntington Beach School District. She enjoys participating with organizations that serve children both locally and county -wide, and is interested in collaborating, communicating, and connecting with community members in order to best serve the children of Huntington Beach. Michelle Edelson's background consists of 24 years as an educator supporting and guiding youth toward a path of learning and achievement. She specializes in peer mediation and crisis intervention. She believes that it is important to give back to the community and support our children, their endeavors and activities. Meagan Kinsey also has an educator's background, including early childhood education in Title 1 schools. Additionally, Ms. Kinsey holds a law degree and specializes in child -centric laws, including special education, foster children, charter schools, and educational policy. She is knowledgeable of the Brown Act and community governance requirements and structures. She is a credentialed teacher with training in play -based learning and early childhood education. She feels that her combined experience with her interest in children's issues and serving the community will help her best serve the needs of the CNTF. Stephen McCloskey has a financial background and is interested in giving back to his community by ensuring that kids have the proper tools they need to make a difference in the lives of others and learn how to stay ahead of the ever -changing world. He is also interested in philanthropic fund raising to support those who need it. Deborah Reisdorph maintains a law degree with 22 years as an attorney with cases pertaining to adoption and child custody, and completed the Washburn School of Law, Gang Intervention Program. Special interests include professional speaking, community engagement, and she has a volunteer "can -do" attitude. She is the founder and Executive Director of BARE (Bully Awareness Resistance Education, Inc.). She feels that the youth of our community are the leaders of tomorrow, and through the CNTF, she hopes to provide leadership and advocacy for them.
