Gates, City Attorney SUBJECT: Approve for introduction Ordinance No. 4141 amending Huntington Beach Municipal Code Chapter 2.64 relating to the Community Services Commission Statement of Issue: Upon direction of the City Council at the August 21, 2017, meeting, the composition of the Community Services Commission is to be changed from 13 members to seven members, with six additional members appointed by City Council to act in an advisory, non-voting capacity. Financial Impact: N/A Recommended Action Approve for introduction Ordinance No. 4141, "An Ordinance of the City of Huntington Beach Amending Chapter 2.64 of the Huntington Beach Municipal Code Relating to the Community Services Commission." Alternative Action(s): Do not adopt Ordinance No. 4141 "An Ordinance Amending Chapter 2.64 of the Huntington Beach Municipal Code Relating to the Community Services Commission." Analysis: The City Council has determined that the composition of the Community Services Commission should be changed from 13 members to seven members, with an additional six advisory, non-voting members. The six school districts in the City are each to appoint one advisory, non-voting member to be ratified by the City Council. Staff has included three additional draft versions of the Ordinance Amending Chapter 2.64 of the Huntington Beach Municipal Code Relating to the Community Services Commission for additional consideration. One version eliminates district appointees; one version keeps six advisory members, but all are appointed by the City Council; one version allows each district to appoint an advisory member and eliminates the one-year term. SECTION 2. Section 2,64.040 of the .untington Beach Municipal Code is hereby amended to react as follows: 2.64.040 One-Year Members The City Council shall appoint six advisory, non-voting members, one from each elementary, high school and public"community college district having facilities within the City. Each district may recommend to the Council, on or before the third Monday in June of each year, one or more/advisory, non-voting members, who are residents of the City of Huntington Beach, to represent their district as advisory, non-voting members. At least one of said advisory,non-voting members recommended by a district shall be appointed by the Council�for a one-year term which will terminate on July I the following year. In the Aent that any district shall not make such recommendations to the Council by the first day of July, then the Council may appoint a qualified person to a one- year teen to represent such school district on the commission. SECTION 3. This ordinance shall become effective 30 days after its adoption. Proposals for Amendments to HBMC 2.64 In addition to the included Proposed Amendment that changes the composition of the CSC from 13 members to 7 members, with 6 advisory non-voting members appointed by the School Districts, Staff has included the following 3 alternative drafts of the Ordinance: Option 1: Eliminates all School District appointees; Option 2: Maintains the additional 6 advisory non-voting members, but said members are appointed by the City Council; Option 3: Allows each district to appoint an Advisory Member at _ their discretion and eliminates the one-year term. —`� J. �6 NI
