Statement of Issue:
The Citizens Participation Advisory Board (CPAB) may have up to 15 members. There is
one vacancy on the board. City Council may appoint a member to serve on the board.
Funding Source: Not Applicable.
Recommended Action: Motion to:
1. Approve the appointment of Terry Hoffman to the Citizens Participation Advisory Board
(CPAB) for the partial term that ends September 30, 2009.
Alternative Action(s): None.
Analysis:
The Citizens Participation Advisory Board (CPAB) may have up to fifteen (15) members.
The CPAB strives to represent the diverse views on the socioeconomic issues- related to
low/moderate income individuals. To that end, low-income residents and members of
minority groups are encouraged to apply to the City for appointment to the CPAB when
vacancies arise, so that members of minority groups can be substantially represented.
There is one vacancy on the board.
The purpose of CPAB is to provide citizen participation and coordination in the City's
planning processes for the CDBG Program. Along with staff, the Board shall assess the
needs of the community particularly that of low and moderate income households,
evaluate and prioritize projects pertaining to the required plans and provide
recommendations to City Council on such plans and projects.

Chapter 2.1 of the Huntington Beach Municipal code, Operating Policy for Boards and
Commissions, provides for service limitations where "no person who has been a member
for more than two (2) years of a term to which some other person was appointed a
member shall be appointed to the same board for more than one (1) further consecutive
term." Another policy of Chapter 2.1 is to stagger the appointments so that the majority of
terms end in odd numbered years following the election for four (4) council members and
remainder of the terms in odd numbered years following the election of three council
members.
Currently, six members' first terms and three members' second terms will end on
September 30, 2011; two members' first term and one member's second term will end in
September 2009 and two in November 2010. To achieve the staggering of terms in the
appointment schedule, staff recommends this appointment to be for a partial term that
ends September 30, 2009, thereafter allowing for re -appointment of two consecutive four
year terms.
The posting of this unscheduled vacancy was conducted in compliance with the Maddy Act
and the recruitment to fill the vacancy was published in the Huntington Beach Independent.

Why Do You Wish to Serve on a Volunteer Citizen's Body?
Tohelp serve the community and its members to assess the services that are available to its members. Personal
interest and experince with low income as a child on welfare, mother on social sercuity with no assets who spent her
last days on hospice in my home. I am a female hispanic who was adopeted at 3 days old. I know that if the poor are
given the opportunity thur education and jobs they can improve their lives. I am amazed with community develoment
and how goverments ultimate goal is to know and serve the communities needs, I am a native Calfornian and have
seen the population grow yet community services such and hospitals and housing diminish.
