SOILS TLSTING The sETnq`o any ma vrii lls or of any portion of the job under construction shall be at t. s option of the Director of Public Works or his authorized agents. The contractor shall. furnish, without charge, any materials requested for tasting in accordance with Section 6 of the State Standard Specifications, Page -1- 4 . The contractor: shall also, provide access to any area of the job for testing purposes and shall furnish, without cw., any assistance necessary to perform the testing. The charges for normal testing will be paid by the City of Huntington Beach. Normal testing shall be deemed to be the testing as required by the State Standard Specifications and/or the inspector. A maximum total project allowance of 10% will be considered a normal or acceptable failure rate on the first test and one re -test will be pairs for by the City on this basis. Multiple testing in excess of two for one location or in excess of 10% of the total project test will be charged against the contractor either as a billing or as a deduction from contract payment. The contractor shall notify the Directur of Public Works of the readiness of any ph,3se of construction to be tested and shall not proceed with any subsequent phase of work until the results of the test are known and approved. Testing shall be performed by a private laboratory, selected by the Director of Public Works. SECTION V ., INSPECTION The contractor shall recognize the Director of Public Works of the City of Huntingtc reach as the project engineer who shall be in charge of and authorize the inpec tion of the project. The contractor shall provide access at all times to any area of the project for inspection purposes and shall furnish, without cost, any assistance necessary to complete required inspections. The contractor shall examine all material furnished by the owner at the time and place of delivery, and shall reject all defective material. Any defective material furnished by the owner and not rejected by the contractor, and discovered prior to final acceptance of the work, will be replaced with sound material by the owner and the owner will furnish such additional material and supplies as may be necessary to install such replace) material. Care Cast iron pipe, fittings, valves, hydrants, asbestos cement pipe, and other accessories shall, unless other- wise directed, be unloaded at the point of delivery, hauled to and distributed at the site of the project by the contractor; they shall at all times be handled with care to avoid damage. b. At site of Work ' In distributing the material at the site of the work, each piece shall be unloaded opposite or near the place where it is to be laid in the trench. Page -9- C. General All pipe shall be laid and maintained to the required lines and grades; with fittinggs, valves, and hydrants at the required locations; anti with joints centered and spigots home; and with all valves and hydrant stems plumb. b. Deviation with Water Superintendent's Consent No deviation shall. be made from the required line or grade except with the written consent of the Water Superintendent. Should the requested deviation require additional pipe or fittings, additional compensation shall be allowed therefore. c . Depth of Pipe Cover All pipe shall be laid to the following minimum: depthss For pipe diameters of 4" to B" - a depth of 36 inches of pipe cover; for pipe diameter of 10" - a depth of 42 inches of pipe cover; for pipe diem tear of 12" a depth of 48" inches if pipe cover; and for pipe diameter of 14" and greater a depth as designated on the plans but not to be legs than 49 inches of pipe cover. The depth shall be measured from established street grade or the surface of the proposed permanent improvement to the top of the barrels of the pipe. B. Excavation of Trench 1. Lights shall also be placed along excavations from sunset each day to sunrise of the next day until such excavation is entirely refilled, compacted and paved. All excavations shall be fenced in such a manner as to prevent persons from falling, walking, or otherwise entering any excavation in any street, roadway, or any other area, public or private. 2. Width The trench width may vary with and depend upon the depth of trench and the nature of the excavated material encounteredi but in any case shall be of ample width to permit the pipe to be laid and jointed properly and the backfill to be placed and compacted properly. The minimum width of trench at the top level of the pipe shall be 20 inches for 8" A.C.P. and 24 Inches for lx" A.C.P. The maximum, trench width at the top level of the pipe shall be 32 inches for 8" A.C.P. and 36 inches for 12" A.C.P. If sheeting is used, maintain the minimum trench width inside the faces of the sheeting. Page -11- 3. Pipe Foundation The trench, unless otherwise specified, shall have a flat bottom conforming to the grades to which the pipe is to be laid. Any part of the trench excavated below grade, as a result of negligence of the con- tractor, shall be corrected with approved material, placed and compacted in layers under the direction of the Water Superintendent. When the bottom uncovered to sub -grade is soft and in the opinion of the Water Superintendent cannot support the pipe, a further depth and/or width shall be excavated and refilled to pipe foundation grade as required, or other means, as directed by the Water Superintendent, shall be adopted to assure a firm foundation for the pipe and extra compensation shall be allowed there- fore. Trench sheeting shall remain in place until the pipe has been laid, tested for defects and repaired if necessary, and the earth around it compacted to a depth of two (2 ) f set over the top of the pipe. 4. Flow of Drains and Sewers Maintained Adequate provisions shall be made for the flow of sewers, drains and water courses encountered during construction, and the structureA which may have been distrubed shall be satisfactorily restored upon completion of the work. 5. Property Protection 'trees, fences, poles, and all other property shall be protected unless their removal is authorized; and any property damaged shall be satisfactorily restored by the contractor. 6. Interruption of. Water Ser,rice No valve or other control on the existing system shall be operated for any purpose by the contractor without approval of the Water Superintendent; and all consumers affected by such operation shall be notified by the contracto:: at least one Maur before the operation and advised of the probable time when the service will be restored. 7. De -Watering The material through which the trench or structure is excavated shall be de -watered by means of a well point system, or other pumping facilities acceptable to the Water Superintendent, to a minimum depth below subgrade of 18 inches. The trenches and other excavation shall be kept entirely free of water while pipe or concrete is being placed, and until the concrete or mortar has had its final not, or the pipe joints have been completed. Page -12- The contractor shall dispose of the water from the work in a suitable manner without damage to adjacent property. Conveyance of water shall be such as not to interfere with traffic flow. No water shall be drained into work built or under construction without prior con- sent of the Water Superintendent. Upon written approval of the Orange County Sanitation District (O.C.S.D.), water may be disposed of into a sewer system at a paint designated by the O.C.S.D. Water shall be de -sanded before disposal in the sewer system. C. Preparation of Trench Bottom and iavino Asbestos Cement Pi 1. Trench Bottom The trench bottom shall be prepared for the laying of pipe and fittings in accordance with the acceptable and recommended procedures outlined in the pipe manufacturers installation guide. 2. General Proper implements, tools, and facilities satisfactory to the Water Superintendent shall be provided and used by the contractor for the safe and efficient execution of the work. All pipe, fittings, valves, hydrants and accessories ahall be carefully lowered into the trench by means of derrick, rope, or other suitable equipment in such manner as to prevent damage to pipe and fittings. Under no circumstances shall pipe or accessories be dropped or dumped into the trench. 3. inspection of Pipe and Accessories The pipe and accessories shall be inspected for defects prior to lowering into trench. Any defective, damaged or unsound pipe shall be repaired or replaced. 4. Pipe Kept Clean All foreign mattes or dirt shall be removed from the interior of pipe before lowering into position in the trench. Pipe shall be kepi.: clean by means approved by the Water Superintendent during and after laying. 5. pipe Lay in_g All asbestos -cement pipe shall be handled, assembled, and bedded in accordance with the instructions in the pipe manufacturer's installation guide. Any Uavlation from the procedures outlined in this manual shall be approved by the Water Superintendent. Page -13- 6. Floating Pipe Whenever water is excluded from the interior of the pipe, adequate backfill shall be deposited on the pips: to prevent floating. Any pipe which has floated shall be removed from the trench and be relaid as directed by the Water Superintendent. 7. Unsuitable Conditions for Jointi.n-g Pile No pipe shall be laid in water, or when in the opinion of thy: Water Superintendent the trench conditions or the weather are unsuitable for such work. D. Setting Valves, Valve Boxes, Fittings and Blow Offs 1. General Gate valves and cast iron pipe fittings shall be ,,et and jointed to the asbestos cement pipe in accordance with the instructions in the pipe manufacturer's installation guide and in accordance with any instructions of the fittings manufacturers. 2. Valve Boxes and Valve Pits Valve boxes shall be firmly supported, and maintained centered and plumb over the wrench nut of the gate valve, with box 1/4" above the surface of the finished pavement or at such other level as may be directed. All geared valves and such other valves as may be designated shall be set in masonry valve pits with the wrench nuts readily accessible for operation throughout the manhole opening. Pits shall be constructed in a manner tha-` will permit minor valve repairs and to afford protectio;; to the pipe from impact where it passes through the pit walls. 3. Thrust Blocks Thrust blocks shall be applied at bends, valves and tees, and where changers in pipe diameter occur at seducers. or in fittings. Thrust block bearing surfaces shall be calculated from the directions and tables in the pipe manufacturer's installation guide and any special directions of the Water Superintendent. Hydrostatic Tests 1. PiRe L•u be Tested All pipe including the services shall be tested. This may be accomplished bY testing the main line and the services at the same time. Or by testing the main lice and then retesting after the services have been connected. The entire system need not be tested at the same time. Portions of any valved section may be tested separately as permitted by the inspector. Page -14- 2. pressure During Test Unless otherwise specified by the Water Superintendent an average hydrostatic pressure of 150 pounds per square inch for a period of three hours shall be used in the following manner. The line shall be completely filled with water at least 24 hours before testing. The pressure shall be built up by means of a pump to 160 pounds per square inch. The pressure shall be allowed to drop to 140 pounds per square inch beforr being pumped back to 160 pounds per square inch. The pressure at the start and end of the test shall be 160 pounds per square inch. The pump, pipe connection and all necessary apparatus shall be furnished by the contractor. 3. Expelling Air. Before Test Before applying the specified test pressure, all air shall be expelled from the pipe. To accomplish this, tape shall be made, if necessary, at points of highest elevation, and afterward tightly plugged. 4. Examination Under Pressure Any cracked or defective pipe, fittings, valves or hydrants discovered in consequence of this pressure test shall be removed and replaced by the contractor with sound material, 5. Permissible Leak+ age No pipe installation will be accepted until the leakage for individual joints shall be .020 gallons per joint, per 3 hours, per inch of pipe diameter at 150 pounds per square inch. Tests shall be made only after completion of partial backfill. The pipe joints shall remain exposed until completion of the hydrostatic test. Test shall include all cervices to property line. should any test of a section of pipe line disclose joint leakage greater than that permitted, the contractor shall at his own expense locate and :repair the defective joints until the leakage is within permitted allowance. G. LeakaZe Defined Leakage is defined as the quantity of water pumped into the section of pipe being tested to maintain tree specified test pressure. • Leakage shall be measured by pumping from a calibrated tank. F. Backfill of Excavations 1. Backfill Procedure at Pipp Zoae Selected backfill material free from rack or boulders shall be deposited in the trench simultaneously on both sides of the pipe for the full width of the trench and Page: -15 - thoroughly compacted to d minimum relative compaction of 90% to an elevation of at least 12 inches above the top of the barrels of the pipe, leaving the joints exposed for examination during the pressure test specified. 2. Procedure Above Pipe Zone The remaining portion of the trench to within 12 inches of the roadway subgrade or ground surface, as the case may be, shall be backfilled, compacted by approved methods to obtain a minimum relative compaction of 90%. Back - filling shall be done with good sound earth, sand or gravel, and no oil cake bituminous pavement concrete rock or other lumpy material. Material of perishable] spongy or otherwise improper nature shall not be used in backfilling and no material greater than 4 inches in any dimension shall be placed within one foot of any pipe, manhole or structure. 3. procedure at Street Zone The top 12 inches below the roadway subgr.ade or ground surface, as the case may be, shall be compacted by approved hand, pneumatic, or mechanical type tampers to obtain a relative compaction of 95%. The material for this backfill may contain stones ranging in size up to 2 inches in diameter; in quantity not exceeding 20% of the volume where said coarse materials are well dis- tribu�—d throughout the finer material and the specified compaction can be obtained. 4. -Imported Backfill MateriaL Whenever the excavated material is not suitable for backfill., the contractor .shall arrange for and furnish suitable imported backfill material which is capable of attaining the required relative compaction at his own expense. He shall disposes of the excess trench excavation as specified. The backfilling with imported material shall be done in accordance with the :methods described herein. G. Compaction 1. Unless otherwise directed by the Water Superintendent, trench,backfill shall be compacted in accordance with Section 19 of the State Standard Specifications] except that ponding, jetting, or flooding shall not be permitted. 2. Backfill shell be placed in horizontal layers not exceeding eight inches in depth and shall be moistened and throughly tamped, rolled, or otherwise compacted to a minimum of 90% of ma►cimvm density to a depth of 12 inches below the pavement structural section and 95% from Page -16- 12" below the pavement structural 3ectlon to the pavement structural esction. 3. The contractor is hereby made aware of the minimum testing which will be performed at the direction of the Water Superintendent. Trenches will be tested in horizontal increment spacing not to exceed 200 lineal feet and in vertical increment spacings not to exceed two feet commencing one foot above the top of the pipe. Testing in the vertical increments will not necessarily be at the name locattions# 1A the tests may be staggered at the option of the Inspector. The contractor shall perform all work necessary to attain the required compaction. H. Pavement Replacement �� 1. General The work to be done under this section consists, in general of the furnishing of all labor, materials, and equipment necessary to repave the trench and excavation areas in accordance with tha following special provisions. 2. Preparation Prior to Pavi.nn err a. Compaction The contractor is hereby made: aware of the minimum testing which will be performed at the direction of the Water Superintendent as specified herein. b. Final Saw - Prior to commencing the operations of placing and compacting aggregate base, the contractor will be required to perform any sawcutting necessary to provide straight aided rectangular area. 3. Structural Section ot• R_ squired Replacement a. Pavement replacement within Newland Street and Graham Street: shall be 311 asphalt concrete with SS-1 seal coat an 10" aggregate base with MC 250 prime coat. b. Pavement replacement within Edison Avenue shall be 2" asphalt concrete with SS-1 seal coat on 4" aggregate base with MC. 250 prime coat. c . Seal Coat Seal coat work shall consist of furnishing and applying a seal coat of bituminous binder without screenings and shall be applied in accordance with Sections 37 and 39 of the StAndard Specifications. The material placed shall be mixing type emulsior of Grade SS-1, or as specified by the Director of Public Works. e. Finishinq Rea, a+ way Finishing roadway work shall consist of final clean-up of the job of all rubbish, excel© i:iaterials, temporary structures, and equipment and other similar cleanup or grading work. All shall be done in accordance with Section 22 of the Standard Specifications. I. Chlorination of Cortpleted Pi L..ine Before being placed in service, all new water distribution systems, or extension to existing systema, or any valved section of such extension or any replacement in the existing water distribution system shall be chlorinated with Dry Ilypochlorite or approved alternative method. 1. bogie The minimum dosage of calcium hypochlorite powder con- taining 70 percent available ehlorinp. shall be one pound for each 1,680 gallons of water pipe capacity treated; chlorine yielding compounds other than calcium hypochlorit• powder may, on approval of the Water Superintendent, be used in amounts proportional to their available chlorine content. For any method used the minimum residual chlorine content after 24-hours shall be 50 parts per million in all parts of the system. Page - 19. J. 2. 3. 4. The contractor shall make arrangements with the Huntington Beach Water. Department for locations to get construction water. Payment for water and the method for measurement must be arranged for prior to taking any water from the Huntington Beach system. Any fire hydrant used for service must be supplied with an approved eddy valve and inspected by the Water Department before actual use. Final acceptance of �.he project will be held up until the Director of Public V,:,rks has confirmation, from the Water Superintendent, that the contractor has made payment for all water suppliers from the City system. Page -21- SCHEDULE 8 SPECIAL PROVISIONS GENERAL PHASING TRAFFIC CONTROL, AND COOPERATION WITH OTHERS SECTION I. GENERAL The work to procedures covered unddr this schedule general, of the project work schedules and phasing areas, traffic control within or near the project, requirements. SECTION II. PROJECT SCHEDULES A. General consist in of work and cooperation The contractor shall be expected to prepare a detailed schedule of his proposed prosecution of the several locations and varied items of wont on this project. This schedule shall be written or prepared in chart form and shall be furnished, within seven (7) days after the contract execution, to the Director of Public Works in triplicate for approval, The schedule shall be expected to have estimated completion dates for each related group of times. The contractor shall prepare the schedule in such a manner so as to basically conform to the phasing requirements described in Section 3 hereinafter following. B. Pre -Jab Conference Due to the several locations involved, a project pre --job conference will be scheduledrand notification of which shalt be sent to the contractor from the director of public Works. The meeting will be threefold in purpose as outlined below: 1. Discussion to clarify any questionable areas of the work as existing in the field, detailed on the plans, or specified therefore, within these Special Provisions, including if desirable to the parties present, a walk or drive through the project limits. 2. A briefing of the basic schedules of progress required and a reading and/or, explanation of the approved detail schedules as submitted by the successful prime or general contractor to whom the contract is awarded. 3. Introductions and acquaintance of the key project personnel. a. The City will furnish the contractor a list of the various inspectors, and any other personnel who will have direct responsibilities with the project. Page -22- b. Contractor is expected to be represented at the meeting by his assigned superintendent and foreman, and attendance by the representative of the various major subs -trade phases of this project, will also be appreciated SECTION III. PROJECT PHASING A. General Procedural phasing of this project is expected to be in the normal order of the various trades involved. However, in order to complete: the project within the contract alloted time, it will be required to proceed with several schedules of work simultaneously. The contractor shall make provisions for the furnishing of that material, labor, and equipment to pursue such operations without additional com- pensation to the contract bid. H. Specified Phasing_ This work shall consist of the necessary combin ation of the above basic schedules to most the following requirements% 1. The work shall be scheduled in such a manner so as to have least possible interruptions to access and to utility servicet to general public and the specific users along the project route. The owners shall be given advance notice of any necessary break in service and an expected time or date or reconnection. The items con- cerned are electrical, wateare sewer, and gas services, together with traffic movements. Z. The contractor shall treat each area of work ass an individual insofar as safety is concerned. Barricading shall be provided, prior to work commancement, in sufficient quantity and quality no as to be in conformance with the Huntington Beach Standards, State Safety, directives of the inspector and/or Huntington Beach Traffic Division of Public Works. Vertical cuts for structure construction shall be fenced to afford protection for the general public, primarily pedestrians and children. SECTION IV. TRAFFIC CONTROL AND P-ROJECT SAFETY The work shall consist in general of maintaining traffic control and safety throughout the limits of the project, including affected adjacent arenas utilised by construction traffic. This work shall conform to these specifications, general orders of the State Department of Industrial Safety, Sections 7,81 and 10 of the State Standard Specifications, and directives ox instructions from the Director of Public Works. All work, materials, and procedures shall be done per the directives and requirements of the City Traffic gnginear, n gage -24 SCHEDULE C PAYMENT SECTION I. GENERAL Payment for items of work described under this schedule shall be paid for as follows: A. The furnishing and installing of the asbestos cement water main including excavation, bedding., backfill, compaction, testing for leakage, pavement replacemnt, and all other appurtenances shall be paid for at the contract unit price bid per linear foot. B. The installing of the asbestos cement water main including excavation, bedding, backfill, compaction, testing for leakage, pavement replacement and all other appurtenances shall be paid for at the contract price unit Lid per linear foot. C. The furnishing and installing of fire hydrants shall be paid for at the contract unit price bid per each. D. The installing of fire hydrants (including thrust blocks) shall be paid for at the contract unit price bid per each. E. The installing of the 2" blow off (including thrust blocks) shall be paid for at the contract unit price bid per each. F. CONTRACT BONDS The Contractor shall furnish the two P id and sufficient bonds in accordance with the requirements of the State Contract Act, the Improvement Act of 1911, or the Municipal Improvement Act of tg13, whichever Act is applicable. Said bonds shall be cash, cashier's check, certified check, surety bonds or instruments of credit from orte or more financial institutions, subject to State or Federal regulation. One of the said bonds shall he executed in a sum equal to 1007. of the contract price to guarantee the faithful performance of said contract by the Contractor. The other bond shall he executed in a sum equal to at least 50% of the contract price to guarantee payment of the claims of laborers or mechanics who perform work under the contract, and the claims of persons who furnish materials, supplies, manufactured articles, equipment or machinery used or consumed by the contractor in the performance of the contract. CONFORMITY WITH PLANS AND ALLOWABLE DM A M ON Finished surfaces in all cases shall conform with the lines, grades, cross-section, and dimensions shown on the approved plans. Deviations from the approved plans, as may be required by the exigencies of construction. will be determined in a'!I cases by the Director and authorized in writing. 5-e. COORDINATION OF PLANS AND SPECIFICATIONS These general requirements. specifications, special provisions, the plans, and all supplementary documonts are essential parts of the contract, and a requirement occuring in one is as binding as though occuring in all. Public Works, representative prellminary material samples of the character and qu,11lity pres- cribed shall bt submitted, by the Contractor. prodgcer or manufacturer of all materials to he used in the work, for such testing or examination deemed neces- sary by the Director of Public Works. All tests of materials furnished by the fontrartor shall be made in accordance with commonly recognised standards of national organization, and such spatial methods and teats as are prescribed in these specifications. The Contractor shall furnish at no cost to the (:Ity, such samples of materials as are requested by the Director of Public Works. No mat*rlal shall be used until it has been approved by the Director of Public Works. Materials requiring test shall br delivered in ample time before intended use, to allow for testing and none may be used before recelpt of approval. All approvals or decisions will be rendered in writing. Samples that are of value after testing shall remain the property of the Contractor. 6-d. DEFECTIVE MATERMS All materials not conforming to the requirements of these specifications shall be considered as defective, and all such materials, whether in place or Page 10 not, shall be rejected and shall be removed immediately from the site of the k*ork unless otherwise permitted by the Director of Public Work.n. No rejected material, the defectl of which have been subsequently corrected. shall he used until approved in writing by the Director of Public Works. Upon failure on the part of the rontr4ctor to comply with any order of the Director of Public_ Works made under the- provisions of this article, the Director of Public Works shall have authority to remove and replace defective material and to deduct the cost of removal and replAcement from Any monies due to become due the Contractor. 7. LEGAL RELATIONS AND RESPONSIBILITIES 7-a. GENERA. COMPi.IANCE WITH LAW The Contractor shall keep informed and observe, and comply with, and cause all of his agents and employees to observe and comply with, all preva+ling Federal, State and Municipal Laws, Ordinances, Rules and Regulations which in any way affect the conduct of the Mork of this contract. If any conflict arises between provisions r,f the plans and specifications and any such law above referred to, then the Contractor shall notify the City st once in writing. The Contractor shall protect and indemnify the CI ty or any of its officers. agents, and employees against any claim or liability arising from or based on the violation of any such law, ordinance, rule or regulation, whether by himself or his agents employees. 7-b. REGISTRATION OF CONTRACTORS Before submitting bids. Contractors shall be licensed in accordance with the provisions of Article 1. to 9 inclusive of Chapter 9, Division 3 of the Business and Professions Code of the State of California and Amendments thereof, providing for the registration of Contractors, and defining the term Contractor; providing a method of obtaining licenses to engage in the business of contractinil and fixing the fees for such licenses= and prescribing the punishment for viola- tion of provisions thereof, as amended. 7-c. PERMITS AND LICENSES 'Vile Contractor shall procure all permits and licenses, pay all charges and fees, and give all notices necessary and incidental to the due and lawful prosecution and completion of the work. 7-d.
