STATEMENT OF ISSUE:
newly revisP Emergency Preparedness Coordination Agreement has been developed to
provide improved disaster coordination between the cities of Orange County am. tFe County of
Orange and'is being circulated to all agencies for approval.
RECOMMENDATION:
Approve the Emergency Management Agreement for the purpose of improving coordination
between all governmental agencies within the County of Orange.
ANALYSIS:
new nifi,d Orange County and Cities Emergency Management Agreement has been
developed by the Emergency Management Coordinators within the County to p.ovirk► for
improved emergency preparedness and coordination between all governmental agencies.
The major change is in the elimination of a service fee for this coordination by the County and
to stress integmted coordination planni-:� with emphasis for emergencies to be hcMied at the
local level. Also, the development of 11he plans and the actual coordination to take place will
be redirected to staff workers rather than elected officials. The final policy determinations
will be made by the elected officials.
FUNDING SOURCE:
None required.
ALTERNATIVE ACTION:
o not ratify the greernent and restrict planning and coordination to the local level only.

RECOMMENDED NEW AGREEMENT
SUMMARY OF MAJOR'CHANGES FROM OLD UNIFIED AGREEMENT
3/2/81
1. Service fee eliminated.
2. Text realigned and reworded to emphasize local authority and local responsibility,
3. Text; realigned and reworded to stress coordination and integrated planning among
Cities and County.
4. Simplified woring used to describe County services.
5. Wording added to express agreement of Cities to promote cooperation among Cities and
County.
6. Term "emergency" or "emergency management" substituted for old term "disaster."
7. Totally reconstruc;:ed and redefined the Organization established by the Agreement:
a) Now appoints EMD Manager instead of Chairman of the Board as County Representative.
'b) Now provides for clerical support to the Organization.
c) Eliminated requirement that City Representative be a Councilmember or City Manager.
d) Eliminated requirement that City Representative be appointed bV City Council.
(Now permaissive rather than mandatory).
e) Eliminated stipulation that Chairman of the Board would be the President. Now
provides for election of all Officers by the membership.
f) Eliminated office of Secretary.
g) Now, expressly permits other public and private agencies to participate as non-

I,6m sure you are aware of our interest in the new Unified Emergency Manaaement
Agreement'be'twe,en the County. of Orange and our cities. In order to encourage
tjrnely ratification of this agreement by the cities, we are sending you two (2)
copies of the Agreement and a copy of Board of Supervisors Resolution No. 81-1104.
Please execute both copies and return them to the Emergency Management Uivision.
One copy will be returned to your city, so that you'll have an original executed
version for the record.
The Orange County -Cities Emergency Management Organization was formed to improve
col�nty-city coordination in disaster planning, and in answer to the recommendations
of the Blue Ribbon Committee on Emergency Preparedness and Civil Defense, which was
the subject of my letter to you on September 3, 1980. A subco mittee of the Organiza-
tion reviewed the old Unified Agreement and recommended major revisions including
the elimination of annual fees.
This revised agreement was approved by the County Emergency Management Council and
submitte'd'to each City Manager for review and approval. A majority of the cities
have responded favorably either directly or through their representatives in the
Emergency Management Organization. Consequently, the Organization voted to approve
the now agreement, and recommended that it be forwarded to the Board of Supervisors.
On July 14, 1981, the Board unanimously approved the revised agreement by Resolution
No, 81-1104. The Board also rescinded the original Agreement dated December 5, 1972.
County officials are very encouraged by the response to this effort at improving
Countywide emergency planning and believe that it will prove advantageous to all
of our citizens. Action to ratify and return the enclosed copies of the agreement
at your earliest convenience will be appreciated. If you have any questions, please

RESOLUTION OF THE BOARD OF SUPERVISORS OF
ORANGE COUNTY, CALIFORNIA
July 14, 1981
On motion of Supervisor Clark, duly seconded and carried, the
following Resolution was adopted:
WHEREAS, the Blue Ribbon Committee on Emergency Preparedness and
Civil Defense recommended to the Board of Supervisors that the fees paid
annually by the Cities for services rendered by the County, in accordance
with the terms of the existing Unified Orange County --Cities Disaster
Agreement, should be eliminated from the Agreement, and
WHEREAS, the newly constituted Orange County -Cities Emergency
Management organization has accomplished a thorough review and revision
including retitling, of the aforesaid Agreement to clarify the purposes
of the Oxganization, and to simplify the administration of the County -
Cities emergency preparedness function, as well as to eliminate all
."fiscal provisions from the Agreement, in accordance with the Blue Ribbon
Committee recommendation, and
WHEREAS, the aforementioned revision, newly titled the Unified
Orange County -Cities Emergency Management Agreement, has been reviewed
and approved by the Orange County Emergency Management Council,
NOW, THEREFOREr BE IT RESOLVED as follows:
1. The Unified Orange County -Cities Emergency Management Agreement
dated July 14, 1981 is hereby approved, and
2. The Chairman is hereby authorized to execute the same on
behalf of the Board, and

13 or war -caused disasters, hereafter referred to as "emergencies."

19 B. LOCAL AUTHORITY: In the event of an actual, or threatened

22 C. COUNTY SERVICES: COUNTY will provide the following services
23 to CITIES:
24 1. Upon request by CITY, assist in the preparation, development
25 and support of all aspects of an emergency management pro-

2 xo gram for that CITY.

28 shall provide for the needs of the unincorporated areas of 1

the COUNTY, and will take into account and be coordinated

with ''the needs of CITIES in the event of an emergency.

Provide assistance during emergency incidents:

a. When confined to one CITY, COUNTY will, if requested,

offer assistance within the limits of .its capabilities

and will, if requested, coordinate assistance furnished
7
by other CITIES.

b. When affecting an area greater than one CITY, COUNTY

will, if requested, offer assistance within the limits
10
of its capabilities and will, if requested, direct and
11
coordinate the assistance furnished by other CITIES.

c. Notwithstanding any of the above, fire and law enforce-
13
ment assistance shall be provided by COUNTY pursuant to
14
applicable mutual aid agreements.

Maintain a current resource listing of the facilities,

Provide technical assistance -in obtaining any federal or

CITIES SHALL:

each CITY of an emergency iraanagement program which shall be

E. COORDINATION: It shall be the responsibility of the Orange

County Emergency Management Division to coordinate the efforts of the

parties to this Agreement for the accomplishment of its purposes.

F. ORGANIZATION: There is hereby established the Orange County -
Cities Emergency Management Organization, hereafter referred to as

"Organization."

1. Membership in the Organization shall consist of COUNTY and

all CITIES within the C.iunty which are signatories to this
11
Agreement.

2. The Manager, Emergency Management Division shall be the
13
COUNTY representative member, and shall provide clerical

support for the Organization.

4. Ex officio representatives from other public and private

that are of mutual concern to some or all jurisdictions.'
b. Identify and examine areas of common concern' -and
coordinate the development of appropriate plans and
programs.
c. Assist in the coordination of an annual training exer-
cise which will be aimed at strengthening a specific
aspect of the CITY -COUNTY disaster response relationship
d. Encourage plans and programs leading toward an integrate(
Countywide preparedness for. emergencies.
e. Promote public education and individual emergency
prep:redness within the COUNTY and CITIES.
f. Review legislation impacting emergency plans and pro-
grams and propose concepts for new legislation.
g. Provide technical advice to any requesting member
jurisdiction.
h. Review proposals of emergency mutual aid plans and
agreements and recommend further review and approval
of such proposals to member jurisdictions.
9. During calendar year 1981, the Organization shall meet
monthly. Thereafter, regular meetings shall be held
quarterly. In addition, special meetings may be called by
the President.
10. The Organization has no authority to bind the COUNTY or any
CITY to any financial arrangement.
G. EFFECTIVE DATE: This Agreement shall take effect when executed
by COUNTY and a majority of the Cities in Orange County. Thereafter, any
City in orange County may become a party hereto by executing this Agree-
ment.
