Mayor Pro Tern Green has a conflict and is unable to participate. Councilmember Devin Dwyer has agreed to take her place on the committee. To that end, I make the following motion: MOTION: Approve appointment of Councilmember Devin Dwyer to replace Mayor Pro Tern Green on the newly created Downtown Ad Hoc Committee. Xc: City Council City Clerk City Administrator / - -.5- - 0"'/ /54� V�-� 0 0A III �J) CITY OF HUNTINGTON BEACH City Council Interoffice Communication To: Honorable Mayor and City Council Members From: Gil Coerper, City Council Member Date: December 8, 2008 Subject: CITY COUNCIL ITEM FOR DECEMBER 15, 2008, CITY COUNCIL MEETING — DOWNTOWN AD HOC COMMITTEE STATEMENT OF ISSUE: There are approximately 35 establishments that sell alcohol in a'/ mile radius in the downtown area. For many years, on Friday and Saturday nights after 10:00 p.m., the volume of intoxicated individuals and their level of intoxication cause problems within the establishments as well as on the streets and sidewalks. These issues are not confined to weekends during the summer months and holidays. It requires the use of significant public safety resources to respond to the problems and does not create a family -friendly environment for either the locals or the visitors to our community. There have been different efforts at finding solutions to this problem. I propose that an ad -hoc committee of downtown business owners, City Council Members, and members from the community at large, be created to work with staff to make recommendations to the full Council on potential solutions. RECOMMENDED ACTION: Establish an ad -hoc committee consisting of Mayor Pro Tem Cathy Green and City Council Member's Joe Carchio and Don Hansen. That the ad -hoc City Council Members appoint six members at large from the community and six BID members (restaurant/retail) to focus on improving the environment in the downtown area during the summer months, holidays, and weekend nights. xc: Fred A.
