MEETING — RECONSIDERATION OF DOWNTOWN ECONOMIC
DEVELOPMENT COMMITTEE
STATEMENT OF ISSUE:
On November 17, 2008, the City Council voted to establish an ad -hoc committee for the
Downtown area to address the various issues related to public intoxication both within
establishments, streets, and sidewalks. The ad -hoc committee was to focus on
improving the environment in the Downtown area during the summer months, holidays,
and weekend nights.
The City Council also voted to abolish the monthly Downtown Economic Development
Committee (DTEDC). I feel that the DTEDC is important and improves the
communication in a multiple range of issues that are specific to the Downtown area.
The Committee had worked through multiple issues over the last eight years and should
not be abolished. It was not my intent for the proposed ad -hoc committee to replace the
DTEDC but to focus on the one issue. After further consideration and discussions with
business and property owners within the Downtown area, I would like the City Council to
reconsider and re-establish the DTEDC.
RECOMMENDED ACTION:
Reconsideration of the creation of the new Downtown ad -hoc committee and the
dissolution of the Downtown Economic Development Committee.

COUNCIL MEETING — DOWNTOWN AD HOCOMMITTEE
There are approximately 35 establishments that sell alcohol in a'/ mile radius in the
downtown area. For many years, on Friday and Saturday nights after 10 p.m., the
volume of intoxicated individuals and their level of intoxication cause problems within
the establishments as well as on the streets and sidewalks. These issues are not
confined to weekends during the summer months and holidays. it requires the use of
significant public safety resources to respond to the problems and does not create a
family -friendly environment for either the locals or the visitors to our community.
There have been different efforts at finding solutions to this problem. I propose that an
ad -hoc committee of downtown business owners, City Council Members, and members
from the community at large, be created to work with staff to make recommendations to
the full Council on potential solutions.
Establish an ad -hoc committee consisting of three Council Members, six members at
large from the community, and six BID members fairly representing each of the first
three blocks of Main Street (retail and restaurant), to focus on improving the
environment in the downtown area during the summer months, holidays, and weekend
nights.

23. (City Council) Submitted by Councilmember Cathy Green and
Councilmember Gil Coerper requesting the City Attorney to prepare an
ordinance revising the Municipal Code to discourage door-to-door
solicitation at the discretion of the homeowner.
Recommended Action:
Direct the City Attorney to prepare an ordinance revising the solicitation sign
language.

24. (City Council) Submitted by Councilmember Gil Coerper requesting that
Council establish an ad -hoc committee to focus on improving the
environment in the downtown area during the summer months, holidays,
and weekend nights.
Recommended Action:
To eliminate the Downtown EDC and form Est an —ad —hoe standing
committee consisting of three Council Members, six members at large from the
community appointed by Council as a whole, and six BID members fairly
representing each of the first three blocks of Main Street (retail and restaurant),
to focus on improving the environment in the downtown area during the summer
months, holidays, and weekend nights, to meet at a time convenient for
everyone.
