SUBJECT: Approve the Environmental Board appointment of Melissa Stern and the
reappointments of Sue Gordon and Kim Nicolson as recommended by City
Council Liaisons Mayor Hardy and Councilmember Delgleize
Statement of Issue:
There is currently one vacant position on the Environmental Board. After review of submitted
applications, Melissa Stern is being transmitted for consideration for appointment to the
Environmental Board and the consideration of reappointment of Sue Gordon and Kim Nicolson for a
second term to the Environmental Board.
Financial Impact:
Not applicable.
Recommended Action:
Approve the appointment of Melissa Stern to the Environmental Board for a first term to expire June
30, 2018, as recommended by City Council Liaisons Mayor Hardy and Councilmember Delgleize.
Confirm the reappoint of Sue Gordon for a second term to expire June 30, 2017, and reappoint Kim
Nicolson for a full second term to expire June 30, 2019.
Alternative Action(s):
Do not approve the appointment and direct staff how to proceed.
Analysis:
Environmental Board member Robert Schaaf has been serving a third term that was never
advertised. Therefore, staff is recommending that Melissa Stern fill the remainder of this term
which will end on June 30, 2018. This would serve as her first term as there are three years
remaining.
While staff was reviewing existing Board Member terms it was discovered that Sue Gordon's
second term was never confirmed. This action will formally confirm her second term. Additionally,
on June 15, 2015, staff presented a Request for Council Action reappointing Kim Nicolson to the
Board. At the time staff was under the impression that Ms. Nicolson would be entering her third
term. This was not the case as her first term was not considered a full term since she filled a
vacancy with less than two years remaining in that term. Therefore, Ms. Nicolson is eligible to
serve a full second term ending on June 30, 2019.

These vacancies were posted, according to the Maddy Act, at City Hall and on the City's website.
Staff reviewed all of the applications with the City Council Liaisons Hardy and Delgleize and their
selections are reflected in this item.

As a current teacher at Ocean View High School In Huntington Beach, I believe i would be a valuable asset to
Ilia community. Every day I witness the strengths and weaknesses of out community. Ocean View High School
is a Title I school due to (Is high number of students on free and reduced lunch and as such I frequently witness
the repercussions of such staggering statistics. Watching our students thrive in the classroom yet stovggle to
cops with an unfortunate home life to motivation enough to help Improve Huntington Beach for everyone.

While working at Montclair High School I created a Sisterhood Academy to target struggling youth and provide
leadership opportunities to students who were gonoraily bypassed. Through Ilia Sisterhood Academy students
worked vdlh a range of phllanihroples Including Ronald McDonald House, house of Ruth, and more. My ability
to orchestrate a Ilfe-altering club and connect to these youth Is ono example of my strong commitment to
helping others and Improving our community.

As a native to orange County, I have a vested Interest In helping the citizens of this area and ensuring that
future generations have the same opportunities [ experienced grovring up. Over the past few years i have been
fortunata to work In the polittcaf arena through internships and positions with the Democratic Party, as well as In
our nations school system toaciring to a variety of students Including amajority low-income students. Currently,
I am working al Ocean View High School In Huntington Beach with a range of students from world -travelling AP
students to ESL students in tenth grade with a second grade reading level. Through my work at the high school
level I have seen studonts who suffer from physics( and emotional abuse, psychiatric problems, and various
other Issues that plague our society. Willi this knowledge and my commitment to helping these populations,
know that I can be of great assistance to the Huntington Beach. As a property owner and teacher in this city, I
have a vested Interest in making sure our city continues to be one of [he best places to live In California.
