My name is Sharon Dana, and I live in the Huntington Shorecliffs Mobile Home Park here in Huntington Beach. I am writing regarding the proposed changes to the Mobile Home Advisory Board. I am the President of GSMOL Chapter 571, and am a director on the Huntington Shorecliffs HOA. I have been attending the Mobile Home Advisory Board meetings for several years, and have applied and been nominated to be a member of the Board representing Mobile Home residents. It is my belief and opinion that this Board is important because of its representation of the mobile home community in Huntington Beach. Mobile Home living has it's own issues--there are the Mobile Home Residency Laws, and there are specific California Civil Codes relating to mobilehomes, the management of mobilehome parks, various HCD rules and regulations, and homeowner/management issues. The Huntington Beach Mobile Home Advisory Board works as a sounding board at the city level to resolve issues related to park management, mobilehome residency laws and city and state laws and regulations. It's connection to the City is vital. I should not become an independent board with no ties to the City. Nor should it join the Council on Aging--with which it has no ties. Many Parks are family Parks and the Council on Aging would not be a good representative. The Mobilehome Advisory Board should be retained and strengthened, not gutted and forced out of existence. Kellee Fritzal, representing the City Staff, assured the IRC on August 2, 2011 , that there would be no huge cost savings (in staff time and materials) by eliminating or merging the MHAB (since the board only meets quarterly). Page 2 Sharon Dana Huntington Shorecliffs Mobilehome Park September 6,2011 IRC STUDY SESSION--RE: MHAB Mobilehome Park Owners have chosen to not participate in the last few years. Park ownership has changed. It is no longer a Mom and Pop business. It has become big business, with ownership in many instances now comprised of large corporations. The resident manager has become no more than on office manager--someone to answer the phone, collect the rent, and field complaints which are passed on to the management companies, that truly represent the owners. I think that allowing the change of "Park Owner, or their appointed Representative" would hopefully be a help to bring Park Owners back to the Board if they can choose someone to represent them. Perhaps a list could be generated by the HB Park owners of acceptable representatives from which members to the Board could be chosen and approved by the City Council. It is also important to maintain the current composition of the Board now made up of 9 members--3 resident members, 3 at large members of the community, and 3 Park owners, hopefully changer to Park owners or Park representatives. The at large members provide an impartial group to weigh the concerns of the homeowners and the Park Owners. This give the Board community involvement. Without the at large members there would definitely be problems running and chairing the meetings. Their input is invaluable. I also feel that because the Board meets only once each quarter, for a total of 4 meetings a year, that term limits should be kept to a 4 year term. It really takes some time to become familiar with the issues faced in Mobilehome Parks. Thank you. OL Sharon L. Dana
