accountinq Cor Stage 8 described in Clause. VI herein.

2,5111 any funds which are In excess of ultimate project cost on a proportionate basis to
26 "DISTRICT" and shall, in turn, refund to OCITY" its prorated share of any refunds
2 7 received within Ill days after receipt the,eol by 'DISTRICT" In a ratio equal to 1hat

2 "CITY" agrees, in recognition of "DISTRICT's" financial assistance under
3 the terms of this agreementt to allow residents of "DISTRICT" to utilize public
dt beaches of "CITY" on an equal basis with "CITY" residents and without discrimination

12 or wrongful act or omission by "DISTRICT", its officers, agents, employees or

following Resolution was adopted:
BE IT- RESOLVED that the Clerk of this Board is hereby authorized
to sign the Agreements on behalf of the Board of Supervisors, and the
Harbors, Beaches and Parks District, dated June 14, 1983, with the
City of Huntington Beach, the City of Newport Beach, Surfside Storm
Water Protection District and the California Department of Boating and
Waterways respectively for funding the local agencies' $1,288,500 por-
tion of the $7,995,000 Federal Beach Erosion Control Project, Stage 8.

STATEMENT OF ISSUE
In an ongoing effort to prot�ct beaches against erosion by ;,.raves and
shore currents, the federal government is authorized by law to assist
states and political subdivisions thereolp. The Army Corps of Engineers
has ddvised the county that approximately $7,995,000 will be expended

on.a. sand -replenishment project to be accomplished in stages Lro,
Anaheim Bay Harbor to the west 4etty of upper Newport. Beach Harbor.
The city's share in this project is *470,300.
RECO1,*1ENDATION
Approve the Federal Beach Erosion Control Project Agreement., Stage 8,,
and authoriza the Mayor to ex�acute same.
ANALYSIS
The ci*%,-y entered into a verbal agreement, with coastal. cities, the county
and the Army Corps of Engineers in 1963 to allow the county to serve
as lead agency in dealing with the Army Corps on beach erosion projects
in the county. The coastal beachez, derive their sand from the various
rivers and tributaries In Orange and Los Angeles counties. Over the
years, flood control projects, jetties and harbor developmenr, have
inhibited the coastal littoral drift currents t-,hat distribute sand up
and down the coast, therefore, requiring periodiC replenishment. From
1964 through 1978, there have been Seven sand replerishment projects:
Stage 1, completed in June 1064, placed 4 ril.ilion cubic yards of
sand, dredged from the U.S. 'Naval Weapons Station Harbor,, to provide
a feeder beach 500 feet wide and 2 -Milv-, long in the Surfside-gunset
Beach area. Total cost $2,159,000. Huntinp
,ton Beach's share was
$193300.
Stage 2 Involved two contracts. The first, completed in February
1968,.included the placement of 494,000 cubic yards of sand on the
bp,ach between 32nd and 50th Streets ir, Newport Beach and the con-

Street. The second contract completed -I- November 1968, pr.ovided
an additional -440,000 cubic yards of sand In the upcoast area and

the condtruction of a 190 foot steel sheet -pile groin at 441-1)

Newport.Beach. Total cost t-,700.,000. Huntington Beach's share
was $6,275.
Star,e 3 provided for the construction of four i-.:,ck groins arid
the placement of 750,000 cubic yards of sand ia Newport Beach.
Sdnd fill was.obtained from the Santa Ana River Cnannel as part
o f a flood control channel restoration project. 1.1ork was con,-
pleted in January 19'10. Total cost $600,000. Huntington Beach's
share was $5,376.
Stage 4A provided for the add.-1tiona! placement --)-L 2,300,000 cubic -
yards of sand on the Surfside-Sunset Beach area to maintain a
500 foot wide by 6,000 foot long fe-eder beach. Source of material
was from the U.S. Naval Weapons Station 14a.-bor. Work was completed

beach Immediately downceast of the rlver. Work wac completed in
the spring of 1973. Total cos-1 $1,526,000. F.untington Beach's
share was $13,5573.
Stage 7 was a sand monitoring praFvam of approximately flvc years
in duration. It IS still In progress to place 1,500,G00 cubic
yards of acceptable beach mat.erial sou%:he�ast% oil P-riaheirr, Bay jetty
to form a feeder beach 6,000 feet long. and 250 fe,�t. wide. Total
cost $3381103000. Huntington Beach's share was 1,2'1,760.
In that Stage 8 is a continualt-fon of thia sand monitoring prograin,
and the fact that if the citty, should ever need replenishr'.1ent of sand,

STATEMENT 01: ISSUE:
In the 1978/1979 budget, funding for the City's participation with the
Orange County liarbor,-- and Beaches and Parks Mstrict for a federal
beach erosion control project was included in the -imount of $37,163.
Attached is an agreement between the City and the Harbors, Belaches, and
Parks District that cal.1s for the City t.o pay S23,760 to participa---c in
t.he program.

The agreement revisions incorporate the planned 5-year erosion monitoring program
and resolution of the status of the Stage 4b and 5 project.
I am advised by Mr. Ben Nolan, City of Newport Beach Public Works Director, that
he will be reco=-ending that the City of Newport Beach Counc1l execute a similar
agre . emenL, making tile base for ccst calculation 80,000 lineal feet of shoreline
within the project area and putting tile city on record as accepting the Stage 4b
and 5 projects.
Please have your governing body execute the original and 4 copies of the agreementl
returning them to this office. We will then place then before the Board of Super-
visors for execution and thereafter forward a fully executed copy to you for your
