Good evening, Mayor Pro Tern Hansen,
My husband and I sat in the first row(staff seats—oops!) of the City Council meeting tonight. We were there,we
thought,to show support for the continuation of the Mobile Home Board. Obviously,we don't know much about it...
I became so in sync with you as far as the plastic bags! What a waste of$40,000! Thank you very much. And I had no
idea that was even happening! Boy, that must get very old very quickly to be voted down 4-3 every time there is
disagreement...
When we got to the vote of the Mobile Home Board, I was so surprised that before I came there tonight, I thought I was
for keeping the Board, but hearing the three (outnumbered) arguments against it, I must agree with you! Since it was
voted in favor of, and that's what I went to the Council meeting to do, I am going to get more involved in the Mobile
Home Board and see what really happens... All I know as a mobile home resident is that the owners are sticking it to us
in every possible way. But if Huntington Beach voters voted down rent control,that is where the problem lies.
We live in the Rancho Huntington Mobile Home Estates. I am totally anti-union. We do have a new"big company"
owning our park now, since they (IMO) illegally purchased it under the table from our previous mom-n-pop operation
and sent residents a flyer after the sale had occurred... Residents have no say in anything, and the manager is absolutely
useless. Rents go up almost monthly for incoming new residents, meaning there's no way for people to sell their
homes... People can't afford the rents, much less the payment they would make to buy the homes! And these are all
seniors, mostly on fixed incomes. I thought the Mobile Home Owners Board was a good thing. By listening to you, I'm
not so sure... The owners are going to do whatever they want anyway and this Board does not seem to be residents'
friend!
Anyway, I am writing simply to tell you I will be voting for you in future elections,along with Mayor Carchio and Mr.
Harper. I haven't been involved in local elections up until now, but your willingness to be the "common sense factor" in
decisions was so evident during the two times I went to Council meetings(only on September 19th and tonight)that it
spurred me to write you. I have never written a councilmember before.

Dear Mayor Carchio,
The Manufactured Housing Educational Trust (MHET) does not support the continuance of the city's Mobile
Home Advisory Board. It is a total waste of taxpayer resources to continue to provide staff support and other
city resources to a committee that is dysfunctional, at best.
The proposed ordinance keeps the same 9 member make up with one change - allowing park owners to have
designees that does not have to live in the city represent them on the Board. Given that the Board has operated
with no park owner participation for at least five years,this would seem to be an improvement and is certainly
more fair, but only if the "independent" members of the Board are truly independent, which unfortunately has
rarely been the case in the past.
We understand that this issue has been discussed by the council at previous meetings and that the proposed
changes in the ordinance is on tonight's consent calendar.
We would have to agree that this change is better than no change at all.

Statement of Issue: The City Council Intergovernmental Relations Committee (IRC)

Commissions. At the September 6, 2011, Study Session, the IRC proposed some changes to
five of the Boards/Commissions. The five included: Allied Arts Board, Environmental Board,

Mobile Home Advisory Board

Alternative Action(s): Make changes to specific boards or make no changes to the five
Boards.
Analysis: The Intergovernmental Relations Committee will be reviewing the City's 16
Boards and Commissions. On August 2, 2011, the Committee decided to review a few
Boards/Commissions at a time. On August 9, 2011, the Committee reviewed the Allied Arts
Board, Environmental Board, Historic Resources Board, Library Board, and Mobile Home
Advisory Board.
The recommendations were presented to the City Council at the September 6, 2011, Study
Session. Based on the discussion, the recommendations outlined above are presented to the
City Council for direction. Once the Council votes on the different options, the ordinances for
the Boards and Commissions will be prepared for adoption.
Attached for your reference (Attachment #2), is an informational listing of all Boards and
Commissions including number of board members, the board's purpose, and staff contact.

Mr. Dwyer,
I am a native Californian and now a mobile home resident. I understand that you are undecided on
the upcoming issue of allowing the Mobile Home Advisory Board to continue. I urge you, as a resident
and working R.N., to vote for the board to continue. This board is critical to give us a voice in our
residency. Otherwise, without this resource, we have no voice. Both my husband and I are senior, but
working full time. We chose the mobile home lifestyle after relocating here due to the fact that my
husband was out of a job for over a year and subsequently found work in O.C. We could not afford to
purchase a home here and living in the mobile home was a lower cost to us over renting. We feel it is
critical for us and others who have chosen this lifestyle to have a voice both locally and state wide.
And we will continue to actively participate in city council elections (upcoming in 2010, 1 understand)
and state elections to ensure that our voice is heard.
I again urge you to support the vote for the Mobile Home Advisory Board.
Thank you. We will be watching the results and will vote accordingly at the next election.

Dear City Council Members,
If the purpose of the IRC review is to recommend improvements to the operation of this board in serving
both the mobile home community (park residents and park owners) and the interests of the general
public,then only Option C merits any worthwhile consideration by the full City Council.
The Mobile Home Advisory Board (MHAB) is a two-way street line of communication between the
mobile home community and the City. It brings together the shared perspectives of the mobile home
community,the City, and the general public in discussing mobile home issues and concerns that have the
potential to affect thousands of our residents and, indeed, all of Huntington Beach. It also brings these
issues and concerns to the attention of the City staff and the City Council and provides informed input
and advice into the decision-making process.
The three member Resident-At-Large component not only provides valuable community perspectives
and input, but it provides direction.and leadership on a broader basis than just the two sides of park
resident and park owner(or the more passive role of City staff). In the past, Resident-At-Large members
have brought a wealth of civic experience and insight to their positions, and have made significant
contributions to the progress of the board's work. It is important that this component contain the variety
of viewpoints that three members bring to the board. The current Resident-At-Large members
exemplify this diversity, including one with a wealth of experience in mobile home park management and
connections to both park owners and their allied organizations (MHET and WMA).
This component needs a continuous transfusion of new blood (new ideas, qualities, capacities,viewpoints)
to keep a fresh community perspective on the board. For a board that only meets quarterly, the idea of
altering the current four year term of service (either shortening it to two years or suspending term limits)
is a bad one. Term limits would already be suspended for board members if no qualified applicants were
waiting to serve and replace them at the completion of their two terms.
I support the goal of Option C (broadening the membership requirements of the park owner component
to attract more participation). However, the language should read "Change the membership
requirements from three park owners, three park residents and three at-large members to three park
owners or approved representatives,three park residents, and three at-large members.
The term designee suggests that the representatives would be selected (designated) by the park owners
and forwarded directly to the City Council for appointment instead of the going through the current
approval process involving the Council Liaisons and/or City Staff. The park owner representatives need
to be full-time managers or on-site employees (connected with the parks themselves and fully aware of

park operations; issues;and`6deerns) and not outsiders such as lawyers, lobbyists, or consultants. This
clarification is key to building a constructive, cooperative, and cohesive board that works together for the
good of all. Final guidelines;for:_the expanded Park Owner component of the MHAB can spell out the
parameters of the "approved" park owner representation.
With the increase in the number of mobile home-related issues in the city, a robust Mobile Home
Advisory Board is needed now more than ever. A sustained effort should be made to increase the board
to its original and full complement of nine members working together to improve interaction between the
the City and the mobile home community (park residents and park owners). This fully functioning board
will be a great asset to both local government and the citizenry in Huntington Beach.

Having worked on behalf of seniors in this community I have personally seen how boards
supported by the City Council create a successful two-way communication for both park residents
and park owners. I ask you to please consider the following: support by your vote to retain the MHAB
and support the MHAB position of maintaining the composition of the board. This Board has been
effective in representing the needs of HB citizens. Please continue to work with us. Thousands of HB
citizens in special circumstances financially, physically and emotionally will be at risk without this
Board and the presence of Council liasons. I realize times are tough and you need to make tough
decisions financially for all residents. Thank you for your attention and the great job that you have
been doing!
I have lived in HB for 40yrs. currently, I live in Ranch Huntington Mobile Home Park. My rent keeps
going up - another $42.00 this month. What will next month bring????? PLEASE vote to keep the

Dear Mayor Carchio and Council Members,
This email is in regards to Item 13 on the October 3, 2011 City Council Agenda, the IRC Recommendations for Boards
and Commissions, specifically the Mobile Home Advisory Board (MHAB).
The IRC has worked hard on this issue to bring forth three Options for Council to vote upon. I am in favor of Option C
with modification as shown below:
We are not asking for many changes in the Mobile Home Advisory Board,just reasonable and workable items. Primarily,
we agree with the IRC Option C where they recommend keeping the three distinct branches of this Board: the three
Mobilehome Homeowners, three Residents At Large, and the only change we recommend in these participants for Option
C , is to expand the three Park Owners to three "Park Owners or approved Park Management." Since our Park Owners
live out of the City, and in the majority of cases, out of California, it does make more sense to change the third group to a
more meaningful branch of the Board.
Managers at the Park level handle all the day-to-day administration and maintenance of the Parks. Their supervisory
Property Managers usually supervise more than one Park, and make the final decisions on operational issues within their
Parks. Either level would help with mediation between the homeowners and the Park Owners.
I have spoken to some of the HB Park Managers already, and they welcome the chance to contribute their advise, and
work with the both the City and homeowners towards solving mobilehome park issues here in Huntington Beach.

Interface at a City Board level is extremely important for the mobilehome community. It was with the support of the City
in Court, that we were able to keep the Mobilehome Park Ordinance in place. When you take into account around 2865
mobilehome spaces in the 18 mobilehome parks in the City, you can see a significant number of citizens affected by City
actions.
They have unique issues and problems associated with this type of community. Having City Council Liaisons and an able
City Staff group to intercede with the City Attorney, Fire Department, CERT, Planning Department, and other
Departments helps mediate matters
�before they escalate into undesirable situations.
The MHAB is many things: First`of all, it is an official two-way street in communications between our local government
(City Council and staff)`artd,the`mb(�#e home community (encompassing both park residents and park
owners/managers). Issues, infrastructure, operational concerns, legislation, services, and a myriad number of other
matters are brought to the MHAB at each quarterly meeting.
These matters are deliberated and often solutions, positions, or advice comes from the MHAB and is submitted to staff
and the City Council. Often;:these matters have a significant and collateral impact on the surrounding residential
community and affect the entire city as well.
Hopefully, with the expansion of the Park Owner position to that of"Park Owner or approved Park Management," we can
rebuild the MHAB into the model advisory board it is intended to be.
