Wilson, City Manager PREPARED BY: Ken Domer, Assistant City Manager Kellee Fritzal, Deputy Director, Office of Business Development SUBJECT: Approve for Introduction Ordinance No. 4035 amending Section 2.97.020 of the Huntington Beach Municipal Code relating to the composition of the Citizens Participation Advisory Board (CPAB) to reduce the number of members and change from committee appointment to individual council appointment Statement of Issue: The Citizens Participation Advisory Board (CPAB) is comprised of up to 15 members and makes recommendations to the City Council for the use of annual Community Development Block Grant Funding (CDBG). Staff is seeking a reduction in the size of CPAB to make it more manageable, effective, and to ensure timely action on CDBG funding allocations. Financial Impact: None. Recommended Action: Approve for Introduction Ordinance No. 4035, "An Ordinance of the City of Huntington Beach Amending Section 2.97.020 of the Huntington Beach Municipal Code Relating to the Composition of the Citizens Participation Advisory Board (CPAB)." Alternative Action(s): Do not approve the Ordinance and direct staff accordingly. Analysis: The Citizen Advisory Board for Housing and Community Development was established in 1979, consisting of 25 City Council -appointed members to serve one-year terms for the purpose of providing recommendations on the use of HCD block grants (later called CDBG). In 1980, it was amended to 15 members, then again in 1987 to 11 members, with four-year terms. In 1996, it was consolidated with the Human Resources Board. The Board then became known as the Citizens Participation Advisory Board (CPAB) and is currently staffed by the Office of Business Development. CPAB members apply for positions and applications are reviewed by the current City Council liaisons, who then make recommendations for appointments by the full City Council. Due to term limits, resignations, and residency requirements, CPAB is currently comprised of only six (6) active members. Typically, recruitments for CPAB net 3-6 applicants and in the past six years, the Board has never reached its full capacity. Due to the limited role of CPAB members, Staff is often challenged to convene a quorum of members to attend meetings. When this occurs, it becomes even more challenging to find another date when members can attend outside of the uB _525- Item 9. - I Dept. ID ED 14-29 Page 2 of 2 Meeting Date: 10/20/2014 regular meeting date. This has the potential to delay the City Council recommendations and eventual submittal to HUD by mandated deadlines. Staff presented a request to the Intergovernmental Relations Committee (IRC) in June 2014 to reduce the size of CPAB to nine (9) members, appointed by the City Council liaisons. However, the IRC (Harper, Carchio and Sullivan present) recommended reducing to CPAB to a total of seven (7) members with each councilmember appointing one (1) member, starting in October 2015. Staff concurs with this recommendation. A smaller board will be more manageable and would make the job of board members less demanding when considering the use of CDBG funds. A quorum can be achieved more easily and regularly, thus ensuring that the Board is capable of fulfilling its purpose with most, if not all, members in attendance. Item 9. - 2 HB -526- ORDINANCE NO. 4035 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING SECTION 2.97.020 OF THE HUNTINGTON BEACH MUNICIPAL CODE RELATING TO THE COMPOSITION OF THE CITIZENS PARTICIPATION ADVISORY BOARD (CPAB) The City Council of the City of Huntington Beach does hereby ordain as follows: SECTION 1. Section 2.97.020 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.97.020 Composition. Until September 30, 2015, the Citizens Participation Advisory Board (CPAB) shall consist of up to fifteen members to be appointed by vote of the City Council. From October 1, 2015 and thereafter, the CPAB shall consist of seven (7) members and each member of the City Council shall appoint one (1) such member to the CPAB. Terms shall be concurrent with the City's Housing and Urban Development (HUD) grant year. SECTION 2. This ordinance shall become effective 30 days after its adoption.
