Council liaisons to the Personnel Commission have reviewed applications to fill two current
vacancies on the Personnel Commission due to term expirations.
Funding Source:
Not applicable.
Recommended Action: Motion to:
Approve the re -appointments of David S. Barton and Jan P. Garner to the Personnel
Commission with a term effective July 1, 2008 through June 30, 2012 as recommended by
the Council Liaisons to the Personnel Commission.
Alternative Action(s):
Refer the matter to the Council Liaisons for selection of other candidates to fill the vacancies
or do not fill the current vacancies.

Analysis:
The four (4) year terms of David S. Barton and Jan P. Garner expired June 30, 2008.
Appropriate posting of the vacancies were conducted, as well as a press release in the local
newspaper. Mayor Pro -Tern Bohr and City Council Members Coerper and Hardy, as Council
Liaisons to the Commission, have reviewed the applications and are recommending the re-
appointment of David S. Barton* and Jan P. Garner. Mr. Barton is currently a Chief Audit
Executive and former Human Resource Administrator and has served on the Personnel
Commission since February 2004. Mr. Garner is a Human Resources Director with forty (40)
years experience in the Human Resources field and has served on the Personnel
Commission since January 2003. Both Commissioners Barton and Garner served a partial
term and their first full term and as such are eligible for re -appointment. Both Commissioners
Barton and Garner requested consideration for a second full term.

Provide quality public services with the highest professional standards to meet community
expectations and needs, assuring that the city is sufficiently staffed and equipped overall.
