STATEMENT OF ISSUE:
At our meeting of July 6, It was your action to direct staff to proceed with various
action steps providing for the'Implementation of the Plerside Village project. In
accordance with thay,direction, we have negotiated a contract between the
Redevelopment Agency of the City of Huntington Beach anJ -'luntington Pacifica
Development Group for the design and preparation of constru"I. tfun documents for a
parking structure withla the Main -Pier Redevelopment Project Area. This structure
will be located north of the pier.

RECOMMENDATION:
Approve the attached contractual agreement with Huntington Pacifica Development
Group and authorize the Agency Chairman and Agency Clerk to execute said
agreement.
ANALYSIS:
Since the approval of Plerside Village In December of 1986, the appl!cant has been
worklng`to meet the requirements of the City and Agency In terins of the condl-Jons
Imposed upon their entitlement. 'A number of ;:-sign c,)ncepts have been considered In
amending the Plerside Village plan In respons-'t8l. c',e conditions. The amended site
,
plan approved by the Agency at the meeting 1-ine I 5 1987, proposed the concurrent
construction of Improvement on both the south A'nd north sides of the city pier. The
developer Is responsible for all Improvements on the south side of the city pier,
Including all required narking for the commercial portions, and the Agency Is
responsible for the improvements on the north side cf the pier, with the exception of
awy commercial development.

Chica State Beach parking lot, staff Is requesting authorization to negotiate with
Bryant L. 1V+orris Development Company for the preparation of design and construction
documents and to negotiate a suolease of the proposed Imprnvements.
On February 1, 1987, the'City assumed the responsibility ,for plannI ig, development,
operation, and malntr_'nance of the portions of Bolsa Chica State Beach on the north
side of the City Pier and extending north to the Improved portions of Bolsr Chica

the various construction companies and various consultants In order to prepare the `
construction documents In a timely and efficient manner. This joint process will

later this year.
In order to facilitate these construction projects, staff Is requzsting authorization to
enter into a form of Development Agreement for the proportional reimbursement to �; rm• r 4a

the Agency obligation !n conjunction with the Improvements on the north side of the
