The term "State Standard Specifications" when hereinafter used, shall be interpreted as meaning, and being synonymous with -the Standard Specifications of the State of California, Business and Transportation. Agency, Department of Transportation, dated January, 19'75. In ease of conflict between the General Requirements, State Standard Specifications or these Special Provisions, these Special Provisions shall take precedence over and be used in lieu of such conflicting portions. IN8PSCJJ2N The Contractor shall recognise the director of Public Works of the City of Huntington Beach as the project engineer who shall be in charge of And authorise the inspection of thr project. The Coatractor shall provide access at all times to any area of the project for any purpose and shall furnish, without cast, any assistance necessary to complete required inspections. A 24-hour notice shall be given prier to comencing the project, and daring 0 constriction the Contractor shall give due notice, satisfactory to the .inspector, of the readiness of any phase of construction to be inspected, and shall not proceed without approval. The Director of Public Works shall reserve the right to reject any materials which in his opinion are not in compliance with these Specifications, either before or after installation. The Contractor shall promptly remove from the premises all materials condemned by the director of Public Works whether it is incorporated into the work or not, and shall promptly replace and re -execute the work in accordance with the contract with- out expense to the City. The Director of Public Works shall determine and approve materials to be equal or not approved as equal. All requests for approval shall be accomplished at a time prior* to :installation and shall be confirmed in writing to the Director of Public Works. The proposed materials and/or equipment to be substituted shall be described in detail upon submitting an equal. items of a similar nature shrill be of same type and manufacture. The Contractor's attention is directed to.the fact that the instrumenta- tion system is an integrated eystem and as such shall be furnished by an instrumentation manufacturer, who shall manufacture in the main and test in its own facilities the flowmaters, their associated major instrument components, i.e., recorders, controllers, ratio stations, signal conditioners, etc. The instrumentation manufacturer shall be required to assume full systems responsibility and be responsible to the City through the Contractor for satisfactory operation of the entire integrated system of instrumentation. The instrumentation system manufacturer shall assemble the necessary consoles and panels, wire same and completely perform operational teats on all instrumentation loops in their own .factory. The Contractor shall notify the Director of Public Works threes tweoks prior to such final system check-out tests. TheDirector of Public Works reserves the right Lor his representatives to witness the final check-out tests. The inP4-rumentation system shall not be shipped until either witness tests are certified to be satisfactory or such witness tests are waived in writing by the Director of Public Works. SECTION II1. MATERIALS A . • F1owmater The flowmeter shalt: be 4 inch size which will measure the flow of raw sewage over a flow range of 0 to 1000 gallons per minute (GPM) at a mxAimum pressure of 250 pounds per square inch (PSI) . Flowr- meter location shall be indoor.-v and subjected to an ambient ' temperature range of 30°F. to 110*F. Process temperature range is approximately 50*r. to 758F.
