Sincerely, Connie Brockway City Clerk Enclosure: Agreement G:fb11owup:agrmt1tr/IWA Eng./jc (Telephone: 714-536-5227) PROFESSIONAL SERVICES CONTRACT BETWEEN THE CITY OF HUNTINGTON BEACH AND IWA ENGINEERS FOR THE BEACH BOULEVARD WATERLINE CROSSINGS (PN17044) THIS AGREEMENT, made and entered into this 3rd day of February by and between the City of.Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY", and IWA ENGINEERS, a California corporation, hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires to engage the services of a consultant for engineering services for the Beach Boulevard Waterline Crossings, in the City of Huntington Beach; and Pursuant to documentation on file in the office of the City Clerk, the provisions of HBMC Chapter 3.03 relating to procurement of professional service contracts has been complied with; and CONSULTANT has been selected to perform said.services, _ NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: 1. WORK STATEMENT CONSULTANT shall provide all services as described in the Request for Proposal, and CONSULTANT's proposal dated September 9, 1996 (hereinafter referred to as Exhibit"A"), which is attached hereto and incorporated into this Agreement by this reference. Said services shall sometimes hereinafter be referred to as "PROJECT." CONSULTANT hereby designates Kelly Nolan, who shall represent it and be its sole contacf and agent in all consultations with CITY during the performance of this Agreement. 2. CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. 3. TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of the CONSULTANT . are to commence as soon as practicable after the execution of this Agreement and all tasks 1 3/k/IW/10/11/96 t specified in Exhibit"A" shall be completed no later than six (6) months from the date of this Agreement. These times may be extended with the written permission of the CITY. The time for performance of the tasks identified in Exhibit "A" are generally to be shown in the Scope of Services on the'Work Program/Project Schedule. This schedule may be amended to benefit the PROJECT if mutually agreed by the CITY and CONSULTANT. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT a fee not to exceed Fifty-Four Thousand, Eight Hundred Forty Dollars ($54,840). 5. EXTRA WORK In the event CITY requires additional services-not included ir}Exhibit"A," or changes in the scope of services described in Exhibit"A," CONSULTANT will-undertake such work after receiving written authorization from CITY. Additional compensation for such extra- work shall be allowed-only if,the prior written approval of CITY is obtained. 6. METHOD.OF PAYMENT A. CONSULTANT shall be entitled to progress payments.toward.the fixed- fee set-forth herein in accordance with the progress and payment schedules set forth in Exhibit"A". B. Delivery. of work product: A copy of every technical�memo and-report prepared by CONSULTANT shall be submitted-to the CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any, such-product, CITY shall identify specific requirements for satisfactory completion. Any.such product which has not been formally accepted or rejected by CITY shall be deemed accepted. C. The CONSULTANT shall submit to the CITY an invoice for each progress payment due. Such invoice shall: 1) Reference this Agreement; 2) Describe the services performed; 2 3/k/IW/10/11/96 3) Show the total amount of the payment due; 4) . Include a certification by.a principal-member-of the _CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and 5). For all payments include an estimate of the percentage of work completed. Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is making satisfactory progress toward completion of tasks in accordance with . this Agreement, CITY shall promptly approve the invoice, in which event payment shall be made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld. If the CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the reasons for non-approval; within seven (7) calendar days of receipt of the invoice, and the schedule.of performance set forth in Exhibit "A" shall be suspended.until the parties agree--that past performance by'CONSULTANT is in, or has been brought into compliance, or until this Agreement is terminated as provided herein. D. Any billings for extra work or additional services authorized by CITY shall be invoiced separately to the CITY. Such invoice shall contain-all of the information required above, and in addition shall list the hours expended and hourly rate charged for such time. Such invoices shall be approved by CITY if the work performed is in accordance with the extra work or.additional services requested, and if CITY is satisfied that the statement of hours worked and costs incurred is accurate. Such approval shall not-be unreasonably withheld. Any dispute between the parties concerning payment of such an invoice shall be treated as' separate and apart from the ongoing performance of the remainder of this Agreement. 7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that all materials prepared hereunder, including all original drawings, designs, reports,both field and office notices, calculations, maps and other documents, shall be turned over to CITY upon termination of this.Agreement or upon 3 3/10IW/10/1 l/% i r PROJECT completion, whichever shall occur first. In the event this Agreement is terminated, said materials may be used by CITY in the completion of PROJECT or as it otherwise sees fit. Title to said materials shall pass to the CITY upon payment of fees determined to be earned by CONSULTANT to the point of termination or completion of the PROJECT, whichever is applicable. CONSULTANT shall be entitled to retain copies of all data prepared hereunder. 8. INDEMNIFICATION AND HOLD HARMLESS CONSULTANT hereby agrees to indemnify, defend, and hold and save harmless CITY, its officers and employees from any and all liability, including any claim of liability and any and all losses or costs arising out of the negligent performance of this Agreement by CONSULTANT, its officers or employees. 9. WORKERS COMPENSATION CONSULTANT shall comply with all of the provisions of the Workers Compensation Insurance and Safety Acts of the State of California, the applicable provisions of the California Labor Code.and all amendments thereto; and all similar state or federal acts or laws applicable; and shall indemnify, defend and hold harmless CITY from-and against all claims, demands, payments; suits,actions, proceedings and judgments-of-every nature and description, including attorney fees and"costs presented, brought or recovered-against CITY, for or on account of any.-.liability-under any of said acts which may,be incurred-by.reason--of any work to be performed-by CONSULTANT under this Agreement. CONSULTANT shall obtain and furnish evidence to-CITY of maintenance of statutory workers compensation insurance and employers liability-in an amount of not less than $100,000 bodily.,injury by."accident, each occurrence, $100,000 bodily injury by disease, each employee, and$250,000 bodily injury by disease, policy.limit. 10-. INSURANCE In addition to the workers compensation insurance and CONSULTANT's covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY the following insurance policies covering the PROJECT: 4 3/k/IW/10/11/96 A. General Liability Insurance A policy of general public liability insurance, including motor vehicle coverage. Said policy shall indemnify CONSULTANT, its officers, agents and employees, while acting within the scope of their duties, against any and all claims of arising out of or in connection with the PROJECT, and shall provide coverage in not less than the following amount: combined single limit bodily injury and property damage, including products/completed operations liability and blanket contractual liability, of $1,000,000 per occurrence. If coverage is provided under a form which includes a designated general aggregate limit, the aggregate limit must be no less than $1,000,000. Said.policy shall name CITY, its officers, and employees as Additional Insureds, and shall specifically provide that any other insurance coverage which may be applicable to the PROJECT shall be deemed excess coverage and that CONSULTANT's insurance shall be primary. Under no circumstances shall said abovementioned.insurance contain a self-; insured retention, or a "deductible" or any-other similar form of limitation on the required coverage. B. Professional Liability Insurance. CONSULTANT shall acquire a professional liability insurance policy covering the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's professional liability in an amount not less than $500,000 per claim. A claims made policy shall be acceptable. -.11. 'CERTIFICATES OF INSURANCE: ADDITIONAL INSURED ENDORSEMENTS Prior to commencing performance of the.work hereunder, CONSULTANT shall furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverages as required by this Agreement; said.certificates shall: 1. provide the name and policy number of each carrier and policy; '-2.- shall state that the policy is currently in force; 5 3AOW/10/11/96 3. shall promise to provide that such policies will not be canceled or modified without thirty (30) days prior written notice of CITY; 4. and shall state as follows: "The above detailed coverage is.not subject to any deductible or self-insured retention, or any other form of similar type limitation." CONSULTANT shall maintain the foregoing insurance coverages in force until the work under this Agreement is fully completed and accepted-by.CITY. The requirement for carrying the foregoing insurance coverages shall not derogate from the provisions for indemnification of CITY by CONSULTANT under the Agreement. CITY or its representative shall at all times have the right to demand the originat or a copy of all said policies of insurance. CONSULTANT shall pay, in a.prompt and timely manner, the premiums on all insurance hereinabove required. 12. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor. CONSULTANT shall secure at its expense, and be responsible for any and all payment of all taxes, social security, state disability,insurance compensation, unemployment compensation and other payroll deductions-for CONSULTANT and its officers,-agents and employees and-all business licenses, if any, in connection-with the services to.be performed hereunder. 'M3:, TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not PROJECT is fully,. complete. Any termination of this Agreement by. CITY shall be made in writing, notice of which shall-be delivered to CONSULTANT as provided herein. 14. ASSIGNMENT AND SUBCONTRACTING 6 3AOW/10/11196 This Agreement is a personal service contract and the supervisory work hereunder shall not be delegated by CONSULTANT to any other person or entity without the consent of CITY. Yk15. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 16. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the Califomia Govemment Code. 17. NOTICES Any notice or special instructions required to be given in writing under this Agreement shall be given either by personal delivery to CONSULTANT's agent (as designated in Section 1 hereinabove) or to CITY's Director of Public Works as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service, addressed as follows: TO CITY: TO CONSULTANT: Director of Public Works IWA Engineers City of Huntington Beach- Kelly Nolan, Project Manager 2000-Main Street 600 The City Parkway West, Ste. 300 Huntington Beach, CA 92648 Orange, CA 92868 18: IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 7 3/k/IW/10/11/96 19. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands-that pursuant to Huntington Beach City Charter Section 309, the City Attorney is the exclusive-legal counsel for CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. 20. ATTORNEY'S FEES In the event suit is brought by either party to enforce the terms and.provisions-of this agreement or to secure the performance hereof, each party shall bear its own attorney.'s fees. Funding Source: Sufficient funds are available in Account No. E-EX-PW-935-3-90-00. Recommended Action: 1. Approve the selection of IWA Engineers for the preparation of the plans, specifications, and estimates for the design of three water main crossings of Beach Boulevard, PN 17044, for $54,840; and 2. Authorize the Director of Public Works to expend a total of $65,000 to cover the contract amount of $54,840, estimated change orders of $5,500 and supplemental expenditures of $4,660; and 3. Authorize the Mayor and City Clerk to execute an appropriate Consultant Agreement with IWA Engineers for a fee of $54,840 for the Beach Boulevard Waterline Crossings, PN 17044. - - Alternative Action(s): Recommend to the City Council the denial of this consultant and request additional proposals; although all four proposals received were acceptable. R QUEST FOR COUNCIL ACTIN MEETING DATE: 2/03/97 DEPARTMENT ID NUMBER: 96-075 Analysis: The 1995 City of Huntington Beach Water System Master Plan concluded that the City's water system is deficient in several areas including the "need to strengthen distribution systems for effective water service along Beach Boulevard and the downtown area." The estimated budget for this project is $330,000. Pursuant to Chapter 3.03 of the Municipal Code, proposals were requested from five qualified engineering firms to identify the most appropriate location for these crossings, to perform geotechnical investigations and to prepare construction plans, specifications, and estimates for the design of these crossings. The following firms received requests for proposal: IWA Engineers Willdan Associates Hunsaker & Associates, Inc. ASL Consulting Engineers Boyle Engineering (Did not respond) On September 26, 1996, a three member committee met and prepared written evaluations of each proposal on the basis of qualifications and experience of key individuals, staff availability, references, successful completion of similar projects, and quality of proposal. The evaluation was not based on fee (as mandated by the State of California Senate Bill 419). The proposal submitted by IWA Engineers was determined to be the most responsive. A separate, sealed envelope was opened revealing their fee of $54,840. Introduction and Objective The City of Huntington Beach requires the design of three water pipeline crossings undeF Beach Boulevard (See Location Map--Attachment 1). The objectives of the consultant are to determine and develop the following: Prepare a network analysis of the City Water System"to determine the ideal location for the crossings and prepare plans, specifications and estimate for the construction of these crossings. II. Information Available from the City The City will provide copies of all available record information on file at the City including,all construction drawings of street, sewer, storm drain and water improvements. Consultant's Representative The consultant will assign a responsible representative and an alternate, and,identify both in the proposal. If the consultant's primary representative should be unable to complete the project, the alternate will become the primary representative. The City must approve any other changes in responsible representative. The City will have the right to reject other proposed changes in personnel and will consider any other changes in responsible personnel as a breach of contract. IV. Three copies of the fee proposal shall be submitted in a separate, sealed envelope, marked "FEE PROPOSAL." Late proposals will not be accepted. Proposals shall contain no more than 20 pages. ; Use a minimum of a 12 point font size. Scope of Work and Fee The consultant shall perform the following items of work on either a fixed fee basis or hourly basis as indicated. This design project is intended to be a full service design wherein the consultant does everything foreseeable that needs to be done. Reasonably unforeseeable items of work will be treated as extra work. 1. Prepare a network analysis of the City Water System to establish the ideal location of two of the three crossings. One crossing location has been established at Beach Boulevard at Yorktown Avenue (See Location Map--Attachment 1). The City Water System has been modeled on a 1986 version of Boyle Net. A floppy of the system and software wil be made available (fixed fee). 2. Review available record information provided by the City and conduct a design survey of the three sites, as required (fixed fee). 3. At each site, drill two soil test borings, east and west of Beach Boulevard, and prepare a geotechnical report with recommendations for successfully boring the pipes.beneath Beach Boulevard (fixed fee). 4. Notify and correspond with all utility companies of this impending.project. Obtain all current utility company records prior to design and-send-copies of the 80% complete construction drawings to all impacted utility. companies (fixed fee). 5. Prepare final construction drawings for the project including all required details and necessary calculations. Construction drawings shall be 24" x 36" ink on mylar. Drawings shall be AutoCad-Release 12, and submitted-on 3.5 inch disk, 1.44 Mbytes (fixed fee). 6: Prepare final construction specifications for the project. The City will provide a Microsoft Word version of the General Provisions-and bid forms; the consultant will modify by adding, necessary special provisions and bid.items (fixed fee). 7. Prepare construction.estimate for the.project at 90% and 100% design phase. Estimate shall be in Microsoft Excel Version 5.0 (fixed fee). 8. Meet with City staff. We estimate that the consultant will attend five, one hour meetings.. The City is looking to enhance the system capacity east and west of Beach Boulevard by making the appropriate crossing connections to the water system. It is the City's intent to have the water distribution system model analyzed to evaluate the optimum locations and sizes for all three locations. Boyle Net software is proprietary and, according to the licensing agreement of the software, cannot be used by consultants other than Boyle Engineering. Therefore, it is ' our understanding the network analysis must be conducted by City staff or Boyle Engineering if the Boyle Net model is to be used. His experience includes a Water Main Replacement Project for the City of Tustin, an Annual Water Main Replacement Program for the City of Newport Beach, a Water Main Replacement Project for Mesa Consolidated Water District, and an Annual Water Main Replacement Program for the City of Santa Ana. As a former Chief Engineer of Utilities for the City of Santa Ana and Water Engineer for the City of Newport Beach, he has a unique understanding of the complexities of the design and construction of these type of water main projects. Johannes Yostanto, P.E. - Project Engineer. Mr. Yostanto has a B.S. in Civil Engineering, and is a Registered Professional Engineer in California. He has been with IWA 3 years. Mr. Yostanto has over 11 years experience in civil engineering including water facilities. Most recently, he was the Project Engineer for several San Joaquin Hills ' Transportation Corridor utility mains, including design of: 5,940 feet of 16" DIP domestic water line and 5,936 feet of 8" PVC and DIP reclaimed water line in New Ford Road; 3,000 ft of 12" sewer force main and 1500 ft-of 8" gravity sewer in New Ford Road; 1770 feet of 18" cement mortar lined and coated steel pipe in Bonita Canyon Drive; and 932 feet of 12" DIP domestic water main pipe on Ford Road at MacArthur Boulevard. He worked with Mr. Nolan on most of the projects listed in Section 5. ' Robert Batman - Utility Coordination. Mr. Batman has an Associate of Science Degree in Engineering Technology. He has over 16 years experience in civil engineering planning, ' design and utility coordination. Mr. Francis has over 20 years of experience in all aspects of surveying for design and construction projects including waterlines. He is expert at using ' computers for boundary calculations, setting coordinates, etc. and in boundary and aerial- topographic surveys. His specific project experience includes numerous fire, domestic, and reclaimed waterlines at Universal Studios Hollywood, including the Universal City ' Reclaimed Water System; 5000 ft of 12" fire, 8" domestic, and 8" reclaimed waterlines for Area G Service Road Utilities Project; 1500 ft of 12" fire water lines; 450 ft of 8" domestic water lines and 600 ft of 10" fire water lines for the new Stage 28. Other projects include: i water distribution mains for the City of Lakewood; 8-inch reclaimed water main for City of Cerritos; water main replacement for the City of Tustin. Allen Yourman (Diaz-Yourman & Associates) - Geotechnical Engineering. Mr. Yourman is a registered geotechnical engineer with over 17 years of experience, including municipal improvements, pipelines, and expert testimony. He has prepared geotechnical ' reports for numerous projects including: 36-inch storm drain through improved city streets in Anaheim; 90-inch storm drain system in Santa Ana; several miles of 24-inch water main construction in Tustin; four miles of 24" waterline construction in Huntington Beach; and 15 ' miles of 120-inch waterline construction in Riverside County. i i 1 1 Proposal for Design Services and Preparation of PS&E for Three Water Line Crossings on Beach Boulevard ' Page 4 SECTION 3. PROJECT APPROACH AND SCOPE OF WORK The RFP indicates the City's desire to construct three water line crossings across Beach Boulevard at separate locations, to connect the water systems east and west of Beach Boulevard. The RFP indicated one location has been identified at Yorktown Avenue and the others are not yet known. A review of the City's water atlas plans does not clearly indicate the logical points of connection, or the City's probable intent, at Yorktown Avenue. There are several intersections along Beach Boulevard which appear to be candidates for potential crossings They include Garfield Avenue, Seabridge Avenue, Indianapolis ' Avenue, and Atlanta Avenue. These intersections either have no connections across Beach Boulevard or the connection appears to be undersized (i.e. 4" lines). The final determination for location and size, however, will be based on the results of the City's ' network analysis. KEY ISSUES Based on our project understanding, the RFP discussions with City staff and our P J 9, tY experience with similar projects, we present the following key issues: ' Issue: Network Anal sis/Crossin Location Y g Approach: As previously indicated and as a clarification to the RFP, the City will be conducting the network analysis and determining the location for the three ' water pipeline crossings of Beach Boulevard. The network analysis is, therefore, the first order of work to be conducted. Following the City's analysis and crossing location determination, IWA will simultaneously conduct the data collection and field reviews. Subsequently, IWA will initiate a concept layout analysis to determine the appropriate alignment and points of connection for each crossing. Issue: Survey and Base Mapping ' Approach: The ground control survey will be conducted to establish horizontal and vertical control once the crossing location and limits of work are identified. A comprehensive field investigation by IWA design staff will be conducted to ' verify locations of existing pertinent surface features (valves, hydrants, service meters, driveways, etc.) and generally note the project opportunities and constraints from the designer's perspective as well as for constructability. ' The base map preparation will combine the use of field topographic surveys with available record as-builts and atlas maps. Proposal for Design Services and Preparation of PS&E for Three Water Line Crossings on Beach Boulevard ' Page 5 ' Issue: Utility Coordination Approach: A thorough research of the existing utilities' owners will be conducted at the outset of the project. Preparation of complete basemaps, including ' identification of underground utilities, is essential for the pipeline alignment G ' determination and crossing design. All utility companies will be forwarded copies of maps delineating the project limits. In some cases, utility 1� companies may require full-scale skeleton basemaps for use in providing �1 markups of their facilities. It is noted potholing may be required at various locations on some of the utilities along the project; this is discussed below in the Scope of Work. ' Issue: Permit Processing ' Approach: Encroachment permits from Caltrans District 12 will be required for each crossing. Based on previous experience with Caltrans on State Routes such as Beach Boulevard, transverse encroachments will require full casings jacked across the roadway to at least the limits of the State R/W. The encroachment permit applications submittal to Caltrans will be initiated with ' the 50% design submittal. Early and open communication with Caltrans for work within State R/W has proven to be successful on previous projects and will be the approach taken on this project. ' SCOPE OF WORK The purpose of this work plan is to outline the tasks and activities for the design and processing of the water pipeline crossing projects. An outline of the work plan follows. Task I - Data Collection. Survey and Base Maps A. Kickoff, Research and Data Collection IWA will conduct a kickoff meeting with City staff, at which time a schedule will be developed to determine the timing for the City to deliver the network analysis results and the confirmation of the size and locations of the three water line crossings. The lines of communication will be established between the City and IWA, and all existing information regarding the site will be compiled and delivered to IWA. Further, IWA will arrange meetings with the City's O&M staff to receive their input regarding system insights, preferred manufacturers, and desired operating characteristics. B. Topographic and Control Surveys Work under this task will entail the establishment of horizontal and vertical control survey. I The vertical control will be based on the County of Orange bench mark data. Horizontal control will be based on existing monumentation and street centerline tie data to be obtained from the County and City. Proposal for Design Services and Preparation of PS&E for Three Water Line Crossings on Beach Boulevard INFAL' Page 6 All existing improvements including curb lines, surface culture between curbs, RK medians, power poles, sewer and storm drain manholes, valve covers, cross gutters, underground vault covers, storm drain inlets, fire hydrants, sewer cleanouts, signs, traffic signal standards and controllers, and other pertinent surface features will be located by field topographic survey. This information will be utilized during design to make ' recommendations and to design modifications, changes and relocations to any of these facilities, if appropriate. C. Base Maps IWA will prepare base maps through utilization of the topographic surveys. The field investigation and record data will provide the basis for the completed topographic base maps. The base maps will be prepared at a scale of 1"=40' for typical design layout on standard City of Huntington Beach plan and profile sheet format at a scale of 1"=40' horizontal and 1"=4' vertical. D. Utility Research and Pothole Coordination The location of existing utilities within the immediate project vicinity must be determined and shown on the plans to determine disposition relative to the proposed improvements. All known utility companies within the area which may have underground facilities will be contacted for available record information. IWA will prepare utility notification letters to all affected utility companies within the project areas. Three tiers of notices will be used: the first at the predesign stage, the second at 75% design and the third upon completion of final design prior to bidding. This will assure each company has ample notice and opportunity to comment on the water main replacement project's affect on their systems. IWA will adjust its design as needed to avoid major conflicts with these other utilities and will coordinate the scheduling and timing of any relocations of other utilities to assure they will not conflict with the construction sequencing of this project. The data received from these companies will be transferred to the base maps, and the process of location verification will begin. The base maps with the plotted existing utility data will be analyzed and marked up for field verification. A determination of pothole requirements will be prepared at this time and submitted to City staff for review and input. Utility companies obligated to pothole their facilities will be notified and requested to provide such information. It is noted that potholing services, other than coordination with the City and utility companies, are not included with this scope ' of work. Potholing services can be provided if the City desires, and negotiated separately as extra work. IWA can contract with a reputable utility contractor, as done on previous projects, to provide these services. Task 1 Deliverables: Surveys, Field Reviews and Base Maps Utilit Notification and Potholing Coordination Proposal for Design Services and Preparation of PS&E for ' Three Water Line Crossings on Beach Boulevard Page 7 Task II - Preparation of Construction Plans, Specifications and Estimates 1 A. Geotechnical Investigations Diaz-Yourman & Associates will provide the geotechnical engineering for the project as a ' subconsultant to IWA. The geotechnical investigation will be initiated immediately following confirmation of the crossing locations to evaluate soil conditions and provide recommendations for trench excavation and shoring, and pipe jacking across Beach Boulevard. It is anticipated the borings will be drilled outside State R/W to avoid obtaining encroachment permits from Caltrans for the geotechnical work. Two borings, one on each side of the State R/W, will be drilled at each crossing location. A single consolidated report ' will be prepared for the three crossings' locations. Permitting, Underground Service Alert, traffic control, backfilling and pavement patching are included with this service. tB. Construction Plans During the design and plan preparation phase, submittals will be made at 50%, 90% and ' final (100%) submittal. We included one additional submittal to obtain final approval from the City and Caltrans. ' Prior to initiating the final design, however, IWA will prepare concept layouts of the alignments of each crossing and review the results with the City's Project Manager. After ' receipt of the City's concurrence of the concept, the final design will be initiated. A complete set of waterline plans for the three crossings will be prepared at a scale of ' 1"=40' horizontal, and 1"=4' vertical, in Autocad Release 12, with final plans submitted to the City on 24"x36" mylar standard plan sheets for each project. The format of the plans will be combined plan and profile sheets. Details will be prepared to address the various construction elements of the project. The plans will include all pertinent base map information as described above and the design will be in conformance with City of Huntington Beach standards, AWWA standards, and Caltrans requirements, as applicable. The Technical Specifications, Special Provisions and Bidding Schedules will be prepared in 1 Microsoft Word, in the version currently utilized by the City, for the City's inclusion into the Bidding Documents. It is understood the City will provide a copy of the General Provisions and Bid Form in Microsoft Word to be tailored for this project. The reference specification ' used for this project will be the Standard Specifications for Public Works Construction, 1994 Edition, with supplements to date. 1 D. Estimate of Probable Cost Work under this task will include preparation of the estimate of probable construction cost ' for the project based on a detailed quantity estimate. The estimate will be prepared for the 90% and 100% submittals as well as the final PS&E submittal. A contingency will be included in the estimates to allow unforeseen conditions. The estimate will include, but is not necessarily limited to, the items of work from the contract bidding forms. Cost estimates will be prepared in Microsoft Excel, version 5.0. ' E. Permitting IW ill ss oce the permits and rights of entry from Caltrans District 12. All necessary ' for , exhibits and data will be prepared, compiled and submitted to Caltrans according to the encroachment permit application requirements. IWA will track the progress and review ' process directly with Caltrans, report the status of these applications to the City, and assure they are obtained prior to advertising for construction. F. Coordination Meetings Meetings with the City will be conducted at regular intervals to report progress, discuss ' design issues, and other matters. A minimum of five meetings, one hour each, will be held with City staff including the kickoff meeting. IWA will assist the City in arranging and coordinating these meetings. IWA will prepare meeting notes and distribute to attendees and others as appropriate.
