Dear Mayor Bohr and Members of the City Council,
We understand the Council Intergovernmental Relations Committee currently is
reviewing the volunteer boards, commissions and committees.
On behalf of the Human Relations Task Force (HRTF), we'd like to request
more discussion regarding this proposal before any action is taken.
The current staff support from Community Services is working effectively. The
current departmental assignment allows the HRTF to provide the public with a
"neutral" board of residents regarding community diversity issues and hate
incident/crime reporting. One of the underlying goals for any human relations
program is to engage all segments of the community in a manner that is
comfortable for them.
To assist your review, below is an overview of our programs.
TRACKING
HATE CRIMES
The HRTF reviews with the Huntington Beach Police Department (HBPD)
reported hate incidents and hate crimes and their investigations. The HRTF also
tracks the progress of hate crimes filed by the HBPD with the Orange County
District Attorney's (OCDA) office. We were joined at the May 5 task force
meeting by an OCDA representative to discuss their process, and the progress of
two cases currently filed and pending action.

MAKING VICTIMS WHOLE
In addition to victim assistance provided by the HBPD, the HRTF is developing
a network of businesses, individuals and organizations that assist with victim
recovery. Hate crime victims without adequate financial resources often"live
with"the property damage from the crime. This prolongs their recovery, both
materially and psychologically. These victims receive an expedited letter from
HRTF offering assistance. Making Victims Whole lets hate crime victims know
there is community support and help.
PREVENTION
STUDENT LIAISONS
The HRTF works with student representatives from seven high schools in the
Huntington Beach Union High School District and local middle schools to
facilitate cultural programs, education and activities in the schools. Student
representatives conduct or participate in programs within the schools, such as:
Diversity Week, "Walk In My Shoes", dialogues, dispute resolution, mediation
training, and various cultural awareness activities. High school students are the
primary recruitment target for hate groups and hate group enrollment has
increased nationwide.
BRIDGES
The Huntington Beach Human Relations Task Force funds the BRIDGES
program in local high schools. BRIDGES is a multi-year program focused on
improving inter-group relations by partnering with schools and communities to
create and sustain a safe, inclusive and equitable campus climate that respects
society's diversity.
BRIDGES empowers students to address the human relations needs on their
campus via trainings and dialogues. Students acquire the skills to work with a
diversity of people while improving the human relations climate on campus.
The BRIDGES program is a partnership with the Orange County Human
Relations Commission.
SCHOOL GRANTS
The HRTF provides grants to high schools and middle schools for student field
trips to the Museum of Tolerance, after which students report back to the HRTF
regarding their experience. Students from Edison High School provided a report
at the May 5 HRTF meeting, reflecting on how their experience affected them.
Their tour guide was a survivor of a Nazi concentration camp. The students
easily connected the overall message regarding the impact of hate on societies.
PARENT LEADERSHIP INSTITUTE
The HRTF funds this parent leadership program to assist parents for whom
English is a second language. The program—inaugurated at Huntington Beach
High School (HBHS) in 2008assists Spanish-speaking parents in
understanding the school system and to better guide their children to success.
This outreach program—targeting an at-risk population—has been very
successful. HRTF plans to expand the program to other local high schools, as
the HBHS program is becoming more self sufficient.

HUNTINGTON BEACH READS ONE BOOK
Huntington Beach Reads One Book is a diversity outreach program developed
by HRTF. The HB Reads program brings the community together to read and
discuss books that illustrate the humanity found in all people. Students at seven
Huntington Beach high schools, adults, book clubs and families read the annual
book selection and participate in a variety of events relating to the topic. HRTF
brings the author to speak at a multi-school assembly and at a meet-the-author
program for the public. HRTF volunteers developed a website and email
member group to support the HB Reads program. Several thousand students and
adults have participated in the first two years of the program.
REPORTING
ANNUAL HATE CRIMES REPORT
HRTF provides an annual report on hate crimes to the Huntington Beach City
Council, which you have already received for the 2008 calendar year. It is
important to note that over 80 percent of hate incidents and hate crimes go
unreported. The HRTF is developing an approach to include more explanatory
data with the annual report.
In closing, we hope this helps the council better understand HRTF's scope of
work. We look forward to discussing with you further the appropriate
assignment within the City.

POSITION STATEMENT OF THE INVESTMENT ADVISORY BOARD TO THE
CITY COUNCIL

In April, 1993,the Huntington Beach City Council passed Ordinance 3184 creating
the Finance Board, for the purpose of advising the City Council on financial matters
including budgeting and audits. Over two years later, in May, 1995, the Council
passed another Ordinance, 3284, creating the Investment Advisory Board, for the
purpose of advising the City Council and the City Treasurer on matters pertaining to
investments, investment policy, and compliance with investment policy in order to
insure the safety of the City's investment portfolio.
There are significant differences between the two Boards' functions, by design. The
Finance Board interacts with the City Council and City Staff, including the City
Administrator, an appointed official. However,the Investment Advisory Board
interacts,by definition,with both the City Council and the City Treasurer, an elected
official. This Board is the only safeguard the City has with respect to ensuring that
the City Treasurer is in compliance with investment policy. That was the intent of
the City Council in 1995, and that need remains today more than ever, especially in
times of economic crisis such as we face now. The Investment Advisory Board
recognizes the benefit in streamlining Boards and Commissions. However,when the
minimal cost of maintaining the Investment Advisory Board is compared to the
benefit,in terms of protecting the roughly 200 million dollar investment portfolio of
our City, the benefit far outweighs any cost.Also,we believe that the oversight of the
City Treasurer's position may lose its effectiveness and become "watered down"if
the two boards were to be merged together. There should be one focused group to
specialize in this oversight. One recent example of the Investment Advisory Board's
effectiveness was at a board meeting back in January of 2008. The city treasurer
discussed her evaluation of the commercial paper allocation in the City's portfolio.
She wanted to let most of the commercial paper mature in the coming months and
reallocate the proceeds into other securities that she felt were safer investments
due to her evaluation of the economic environment at that time. This was then
reinforced when board member,James Steinkirchner, expressed his concern with
the City's portfolio position in Citigroup commercial paper. He works in the banking
industry and shed some insight into some of Citigroup's problems. This assisted in
reinforcing the city treasurer's decision to lower the City's portfolio allocation in
commercial paper,which turned out to be a timely reallocation.
We, the members of the Investment Advisory Board, feel that the safety of the City's
investments would be jeopardized if the two Boards were merged. Oversight is
essential with respect to the City Treasurer, and the mission of this Board, in that
capacity, is important enough to maintain its independent function, as the City
Council unanimously agreed in 1995.
