JORDAN CLIFFORD QMDYLCY April 16, 1964 The Honorable City Council Huntington Beach, California Re.: Change Order #5 - Headquarters FirF Station Gentlemen: This Change Order, cs I mentioned to you at the last meeting, is necessary in order to get proper drainage from the front parking area and drive to the street. A considerable amount of the existing asphalt had to be removed, and it was dis- covered that this asphalt was approximately six inches thick. During the demolition it was discovered that a tank with a concrete cap was in the way and that an area about ten feet square of this cap had to be removed also. Under the cap the earth was extremely mushy, and in order to get a substantial base for the asphaltic concrete it was necessary to remove considerable soil and replace it with approximately twenty- four yards of pea gravel. Because of these factors the Change Order is higher than any of us anticipated, but in my opinion is a reasonable figure for the work that was done. You will note that Mr. Barrett, the general contractor, is not taking a percentage of profit and overhead on this change order. I think this speaks well for his integrity. Smith, Real Estate Appraiser, JBS/EMcA Encl: City of Huntington Beach, Land Acquisition Service, Inc., Attn: Mr. Doyle Miller. February 13th, 1963. After analysis of all facts relative to value I have arrived at the following opinion of value as of February 15th, 1962: q Land: 30,25 S.F. C 0*65 Improvements: Warehouse and Garage Building: 14; 052 S.F. C $2. 00 Substation Building: 540 S.F. @ nominal value $28,104 500 Miscellaneous yard improvements: 2,,000 Total: Rounded to: $50,705 $50,OCv It should be pointed out that only under the program of utilization' and conditions described in this appraisal does the distribution between land and improvements as stated above exist. This distribution is invalid under any other program of utilizations, ESTIMIATED FAIR MARKET VALUE: FIFTY THOUSAND (050,000.00) DOLLARS The undersigned does certify that he has no interest, present -or contemplated, in the property herein appraised, And that he -has personally inspected the subject property and that the fee for this appraisal is in no way contingent upon the value herein reported. Enclosed with this letter are photographs of the subject property. I hope the above information is satisfactory for your purpose. Factual and supporting data used, in part, in arriving.at the conclusion of value is available in our files. Should it be necessary we would be pleased to prepare a comprehensive appraisal report on the subject property. t -0 0 - City of Huntington Beach, Land Acquisition Service, Inc., Attn: Mr. Doyle Miller. February lath, 196-3 Streets: Lake Street; Asphalt paved concrete curbs, gutters and sidewalks - 96 foot right of way. Palm Avenue: .Asphalt paved, concrete .curbs with sidewalks on north side - ?5 foot right of way.. Indianapolis Avenue: Asphalt paved, concrete curbs with sidewalks on south side - 00 foot right of way. History of Purchased by Southern California Edison, Propert,r: Company by Document No.8083 dated 5-26-17, recorded in Boole 302, page 1. The subject property, then, is a rectangular shaped, 30,925 square foot, industrially zoned parcel highly improved with a large ware- house -garage type building that was constructed originally in 1923 for use as an Edison Maintenance Yard. In view of the zoning and the type and extent of improvements, the property has a highest and best use for industrial - light manufacturing, and is of special use construction thereby limiting its marketability to a limited number of users in the market. This special use factor affects the value of both the land and the building. The cost approach to value is the onl%r valid one of the three accepted approaches when analyzing the value of a special use property. The Market Data approach.vias not applicable to the valuation of the overall property due to the fact there are no other like properties in the area that have sold. However , the Market Data approach was used in determining the land value only. As a result of a search for sales of comparable sales of unimproved land, no sales were discovered in the sub j ect' area. We bad -to go to other areas in the inland section of Huntington Beach -and - adjoining cities to arrive at the market value of land similar in use, size, topography, utilities, etc. in these outlying areas, These values were then adjusted for lz: ==-ion and time in arriving at the estimated value of the subject land. The building was originally constructed in 1923 vrith various subsequent additions. The construction is of good quality and although forty years old it does have a considerable remaining life expectancy and utility. Along with phyas.cal deterioration, the building suffers from functional obsolescence and a buyer would thereby have considerable modernization costs, --2- City of Huntington Beach, Land acquisition Service, Inc., Attn: Mr. Doyle Miller.
