Dear Mr. Belsito:
You have asked whether we would be willing to review'
the procedural steps undertaken by the City of Huntington
Beach, its redevelopment agency and redevelopment commission,
concerning the proposed adoption of the redevelopment plan
for the Huntington Beach Downtown Redevelopment Project, and
attend the joint public hearing or: the plan scheduled for
Monday, October llth. Because we have not been involved in
ti,:e preparation or review of materials, we will not render ,7
any opinion on the legal adequacy of supporting documentation ;"
or of the validity of the redevelopment plan itself, but will
review procaed-- al compliance with the Community Redevelopment
Law. If substantive questions do arise during our review, we
may suggest that they beclearedwith your prospective bond
counsel who would be examining a final transcript of the
proceedings in any event before your issuance of project f+
bonds. Also, because of the late nature of this engagement
and -arrangements already made for .attendance at 'meetings of a
other clients, we would not be able to assure you of our
attendance at any continuation of the hearing.
For our ini�ial review, we would want to receive frog`
you or your consultants the full documenta%.ion to date co`�'
kerning the project, including ordinances, resolutions, ;
minutes of meetings, and prepared documents.t'

Our charges for services would be at the rate of $70
per hour, plus out. -of -pocket expenses including travel, not
to exceed a maximum sum of $2,500.
