Staff has received proposals and selected the consultant named in the attached contract to perform the necessary work. The contract between the City- and the consultant has been prepared by the City Attorney's office and is attached for your approval. RECOMMENDATION: r Approve the attached contract for assistance with the preparation of redevelopment documents. ANALYSIS Recent State legislation will significantly alter the process' through which local jurisdictions designate Redevelopment Project Areas. This legislation will become effective January 1, 1985, and if the Huntington Center and Flood Control Areas ar4 to become adopted and effective Redevelopment Project Areas prior to this date, it is necessary to move forward with all possible speed. To assure that this plan adoption process goes as smoothly and expeditiously as possible, the City will secure the services of a reputable consultant firm to assist in the preparation of the "F'eport to City Council" and other documents necessary for plan adoption, and to assure that the schedule of this plan adoption will allow the Project Areas to become effective prior to January 1, 1985. The consultant will be performing specific tasks in this process to augment City staff efforts in areas where technical expertise may be needed. These areas will probably include traffic circulation, finance, biology and documentation of blight. Most of the work, however, will be done by staff. P10 4181 FUNDING SOURCE: The cost of consultant services is outlined in the attached contract. It is recommended that the City Council authorize a loan from the City unappropriated fund valance to the Redevelopment Agency for this purpose and that repayment of thisloan be surject to the terms and conditions of the current Cooperation Agreement between the Ctiy and the Redevelopment Agency. ALTERNATIVE ACT -ON Do not approve the attached contract. In this case. staff will attempt to complete all necessary work preparing the redevelopment project documents. This may result in the documents being less comprehensive and more vulnerable to legal challenge. ATTACHMENTS. 1. Consultant Contract 2. Request for Council Action from meeting of August 6, 1984 3.
