CITY OF HUNTINGTON BEACH
REQUEST FOR CITY COUNCIL ACTION
MEETING DATE: 3/18/2013
SUBMITTED TO: Honorable Mayor and City Council Members
SUBMITTED BY: Fred A. Wilson, City Manager
PREPARED BY: Travis K. Hopkins, PE, Director of Public Works
SUBJECT: Approve the addition of a Tree Maintenance Aerial Truck to the FY 12-13
Equipment Replacement List
Statement of Issue: One of the aerial lift trucks assigned to the Public Works Tree Maintenance
Section has broken down. Due to the age of the equipment it is not cost effective to repair. This
vehicle was not included in the Fiscal Year 2012-13 Equipment Replacement List approved by City
Council with the adoption of the budget.
Financial Impact: Replacement of the vehicle is estimated at $140,000. The Department will use
existing budgeted funds and prioritize other purchases accordingly.
Recommended Action:
Approve the addition of a Tree Maintenance Aerial Truck to the FY 12-13 Equipment Replacement
List.
Alternative Action(s):
Do not approve the addition to the Equipment Replacement List. This will result in continued
unbudgeted rental expense.
Analysis: One of the aerial lift trucks assigned to the Public Works Tree Maintenance program has
broken down and is not in service. One new aerial truck was approved and purchased in 2011, but
the delivery of this equipment has been delayed several months due to vendor issues. The
Department is currently renting 2 temporary replacement trucks so that the Tree Maintenance
program can continue normal operations. When the new unit is delivered in approximately 60 days,
it will still be necessary to continue to rent one temporary replacement until the other unit is either
repaired or replaced. Long term rental rate for this unit is $3,500 per month. This is an
unanticipated expense being paid from the general fund Tree Maintenance budget.
Fleet Maintenance has received an estimate to repair the aerial truck at a cost of approximately
$30,000, contingent upon the availability of parts. Based on past auctions of equipment of similar
age and function, the value of this truck is approximately $5,000. This equipment is 16 years old, is
in poor condition, and is past its service life expectancy of 15 years.
