There r,,ore also numerous conferences with the Board of Directors and committees of The Metropolitan Water District of Southern California, herein- after referred to as Metropolitan District. During the past six rionths a coiri-iittee of representatives of the ""ater Problems Department of the Orange County Parin Bureau have been meeting with the Cities Committee and a unified committee has now been established to join all of these representativp:a into one coriunittee of which Glenn Allen is Chairman. fir. Allen is the I"ayor of the City of Grange, and is the General ;ianager and Secretany of the Santa Ana Salley Irrigation Company, The slice -Chairman is John A. Furdy, well-known rancher, and the Secretary is J. Ce :ienric?:sen, City Clerk of the City of Huntington Beach* The committee as now established contains representatives of the cities, grater works districts, Farts Bureau, and major irrigation companies In the Santa Ana Basin. In making the survey of eater conditions, the committee ascertained the following facts: The underground water levels in the countNy have been steadily decreasing: for many years past and are norr at their lowest level # In large areas west of the Santa Ana River the present underground !eater level Is from thirty to forty feet be' sea level. There has been ; corresponding decrease in levels in the wells lying easterly of the Santa Ana River. As an example, we can look to the record of the Neff well located 686 feet Wiest of Harbor Blvd • and 90 feet South of Cerritos Avonu,�. This well has been recognized the official barometer of water well measurements in Orange County since I'107s In that yaar the waster level stood at within five feet of the surface and 125 feet above sea level. This water level was maintained until 18°4-95 when the decline set iris This decline has been steadily maintained up to the present time when, on August 40 10,50, with the pump standing idle the rater level was approximately 1. 3 feet belovi sea level. Using this as a basis, Orange Co:)nty, including the new district and present i'etropolitan District members, would be en- titled to approximately 1419035 second feet of vater or 102,710 acre feet per year, of which the new district would be entitled to approximately 51,900 acre feet a year, all or any part of which could be used to aur-pnent the present water supply and should prove sufficient, with the other crater allowed the 'ietropolitan ristrict members in the County, to take care of all water deficiencies. These figures are given because the I'etropolitan 11ater District Act provides that if and when water is apportioned to ,=lenhers it shall be in the proportions that total taxes paid by the arcs bears to the total taxes raid bir all areas in the district. It is important to remember this when considering the payment of back taxes as required by `Istropolitan District, because the payment of back taxes ultimptely establishes the proposed district on an equal water right basis vith other areas in Ne:ropolitan r strict. Incidentally, the maximum average monthly delivery of Iletro- politan District water was r,�ade in August 1948 and was 166, of the amount of grater allocated to Fetr. opolitan 'district. The joint committee determined that it ryas Necessary for the proposed district to have two kinds of grater: { (a) Untreated water for use in ranching areas. (b) Treated eater from the LaVerne plans: of Ibetropolitan District to be used by the urban areas. After several meetings of the joint committee with thy, Board of. Directors of '�etropolitan District and some of its committees, it �+ eras agreed substantially as follows: (a) A district is to be created under the name of Orange County :3unicipal 1'lat:er District. In addition, crater districts in San Bernardino and Riverside Counties proposed to become 11 I members of 1'etropolitan District are organizing under this: act. Among other thin -s, the diet provides that the district has the power "to sell water under the control of the district to municipalities, and to other public corporations and public agencies within the district, and to the inhabitants of such municipalities and all other territory within the district and to persons, corporations, and other private agencies within the district for use t-,rithin the district without any preference." The proposed district extends from the Cities of Huntington Beach and Seal Beach easterly to and including to major portion of the land of t1he old Yorba allotment in the ,Santa Ana Canyon, and ► from the •iortharly line of the County, southerly to the vicinity of l;l Toro and tl-,e s"oulton ranch* -.nK;luded in this area wil' be the Cities of Huntington reach, Orange, Seal Beach, La Habra, Placentia, and Tustin. There will also be included therein, the County '`later ";orks Districts commonly known as Buena Paris,—estminster, and Garden Grovee The Santa Ana Valley Irrigation Coz. any, Anaheim Union "later Company, and Yorbe Linda `Water Cot-gpany will be included, as well as all of the Orange County 11ater District and a large area of the Irvine Ranch, Of course,, there are excluded all cites and areas novi in ;Retropolitan ?district. To assist in repealing those certain provisions of the Orange County Water District Act which require areas annexed to the Metropolitan District to be excluded from Orange County 'Water District, with the commitment on the part of Hetropolitan District, so far as lawful, that; the annexation of the proposed district will not take place until this has been done. If such a district was formed, it was expected that other territory would be annexed to it. The Cities represented were asked to furnish maps and legal descrip- tions of' their City boundaries to the attorney. At the February 28, 1951) meeting the chairman reported that representatives of the Metropolitan Wiator District had expressed themselves as desiring, a larger- area for the proposed district. The attorney discussed the possibility of combining the pro- posed district with the present territory of the Orange County Water District to include fringe areas. A resoluticn was passed and adopted that the committee make immediate applica- tion for annexation to The Metropolitan Water District of Southern California, and that maps and legal descriptions be prepared by the engineer covering the area that had been approved by the Councils of the five cities. The chairman was regvested to arrange an audience with members of the Metropolitan Stater District and to appoint a sub -committee to meet with members of the Metropolitan Water District Board. On April 24, 1950 the oorrnnittee met with representa- tives of the Farm Bureau Water problems Committee and the Orange County Water District. The Chairman announced that t the purpose of the joint meeting was to discuss they question of the necessity of Metropolitan grater and the best ways and x means for united action. The meeting brought forth three problems; a 1. Question of treated water for the Cities. 2. Question of untreated grater for the Santa Ana Basin 3.
