SUBJECT: Approve and authorize execution of Amendment No. 1 to On Call Civil
Engineering Agreements with Lee & Ro, Inc., AECOM Technical Services, Inc.,
and Tetra Tech, Inc., extendinq the contract terms for an additional two years
Statement of Issue:
Amendments to three current Agreements with Lee & Ro, Inc., AECOM Technical Services, Inc.,
and Tetra Tech, Inc., are necessary to extend the term in order to complete the construction of
multiple capital improvement projects.
Financial Impact:
No additional funds are being added to these three Agreements.
Recommended Action:
A) Approve and authorize the Mayor and City Clerk to execute "Amendment No. 1 to Agreement
Between the City of Huntington Beach and Lee & Ro, Inc. for On Call Civil Engineering Services";

Analysis:
On June 1, 2015, the City entered into an agreement with Lee & Ro, Inc. to provide On -Call Civil
Engineering Services for a three-year period, ending June 1, 2018. Lee & Ro is providing services
on four projects: Water Main Replacement Project by Edwards and Varsity, Slater Sewer Lift
Station, Peck Reservoir Roof Assessment, and Pipe Connection Seismic Study all are under
design. Amendment No. 1 will extend the term of the agreement for an additional two -years.
On July 20, 2015, the City entered into an agreement with AECOM Technical Services, Inc. to
provide On -Call Civil Engineering Services for a three-year period, ending July 20, 2018. AECOM
Technical Services is providing services on two projects: Sunset Beach Water Main Replacement
Project, and Heil Pump Station Project. Both projects will soon be under construction and are

expected to be completed in approximately 24 months. Amendment No. 1 will extend the term of
the agreement for an additional two -years.
On June 15, 2015, the City entered into an agreement with Tetra Tech, Inc. to provide On -Call Civil
Engineering Services for a three-year period, ending June 15, 2018. Tetra Tech is providing
services on two projects: Water Well No. 14 Project, and the Master Plan of Drainage all are under
design. Amendment No. 1 will extend the term of the agreement for an additional two -years.

THIS AMENDMENT is _made and entered into by and between the CITY OF
HUNT TINGTON BEACH, a California municipal corporation, hereinafter referred to as
"CITY," and LEE & RO, INC., a_ California corporation, hereinafter referred to as
"CONSULTANT."
WHEREAS, CITY and CONSULTANT are parties to that certain agreement,
dated. June 1, 2015, entitled "Professional Services Contract Between The City of
Huntington Beach and Lee &. Ro. Inc., For On Call Civil. Engineering Services," which
agreement shall hereinafter be referred to as the "Original Agreement;'' and
CITY and CONSULTANT wish to extend the Term of the Original Agreement
for two (2) additional years in order to complete remaining tasks by CONSULTANT for
four projects. They are the Water Main Replacement Project by Edwards and Varsity;
Slater Sewer Lift Station; Peck Roof Assessment, and Reservoir Pipe Connection
Seismic Study.
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
EXTENSION OF TERM
The term of the Original Agreement is hereby extended for two (2)
additional years. The Original Agreement shall now expire on June 1, 2020.
2. COMPENSATION UNCHANGED
The not to exceed amount of compensation of the Original Agreement
remains at One Million Dollars ($1,000,000.00).

SUBJECT: Approve and authorize execution of Professional Services Contracts for On -Call
Water Engineering Services with AKM Consulting Engineers, Inc., Pacific
Advanced Civil Engineering, Inc., GHD, Inc., and Lee & Ro, Inc., each in an
amount not to exceed $1,000,000
Statement of Issue:
The Public Works Department requires professional civil engineering services on an on -call or as
needed basis to support staff for the design and construction of the capital improvement projects
related to water infrastructure.
Financial Impact:
The City's FY 2014/15 Capital Improvement Program (CIP) Budget was adopted on September 2,
2014, and totals $42.8 million (All Funds) for approved projects citywide. Each approved CIP
project has a budget containing sufficient funding for design, environmental, engineering,
construction, project management and other required costs. The four recommended civil
engineering contracts, totaling $4.0 million, will be funded as needed within each project's individual
CIP budget. As such, no additional funding is required by this action.
Recommended Action:
A) Approve and authorize the Mayor and City Clerk to execute $1,000,000 "Professional Services
Contract Between The City of Huntington Beach and AKM Consulting Engineers, Inc. for On -Call
Civil Engineering Design Services;" and,

Contract Between The City of Huntington Beach and Pacific Advanced Civil Engineering, Inc. for
On -Call Civil Engineering Design Services;" and,
C) Approve and authorize the Mayor and City Clerk to execute $1,000,000 "Professional Services
Contract Between The City of Huntington Beach and GHD, Inc. for On -Call Civil Engineering
Design Services;" and,
D) Approve and authorize the Mayor and City Clerk to execute $1,000,000 "Professional Services

Alternative Action(s):

Analysis:
On January 26, 2015, the City advertised a Request for Qualifications ("RFQ") for On -Call
Engineering & Professional Consulting Services. Proposals were requested and submitted in
compliance with Chapter 3.03 of the Huntington Beach Municipal Code. Seventy-eight (78)
proposals were received for the following eight categories of Civil Engineering services: Water
Engineering, Development Plan Checking and Entitlement Review Services, Civil/Sewer
Engineering, Geotechnical and Materials Testing, Traffic Engineering, Survey, Ocean Engineering,
and Architectural Services. In accordance with qualifications based selected procurement per the
Federal "Brooks Act," State SB 419, and the City of Huntington Beach Municipal Code Section 3.03
"Professional Services" the Public Works Department established a review board. Each firm stated
their engineering category of expertise with their proposal, and proposals were then evaluated and
ranked by eight (8) review boards established by the Public Works Department. At a minimum the
top three (3) firms were selected for each category to increase opportunity for competitive
proposals for future projects from qualified on -call consultants.
The four contracts recommended in this Request for Council Action (RCA) are for support staff for
the design and construction of the capital improvement projects related to water infrastructure water
modeling and system master plan updates. Other categories and groupings of on -call consulting
services will be brought to the City Council separately for approval.
The City's Capital Improvement Program ("CIP") is approximately $42.8 million in Fiscal Year
2014/15, and exceeds $52 million with continuing of funds for projects approved from previous
years. Typical design and construction support cost from use of consultants on a CIP project can
vary between ten (10) to twenty (20) percent of total costs for a CIP project. Therefore, it is
practical to conservatively assume minimum annual consultant costs would be around $5 million to
the City for total CIP projects or approximately $15 million over the next three (3) years.
Some of the typical projects for water on -call design services include;
• New and/or rehabilitation of water wells
• Replacement of aging water mains and distribution pipelines
• Rehabilitation of water reservoirs
• Water treatment systems
The total amount of professional services contracts awarded in previous years is shown as follows
of which water is a portion of.

Water improvement projects typically are the largest expenditure category. Therefore, four (4)
consultants were selected to meet projected workload over the next three years. The sum of these

PROFESSIONAL SERVICES CONTRACT BETWEEN
THE CITY OF HUNTINGTON BEACH AND
LEE & RO, INC.
FOR
ON CALL CIVIL ENGINEERING SERVICES
THIS AGREEMENT ("Agreement") is made and entered into by and between the City of
Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as
"CITY," and Lee & Ro, Inc., a California corporation, hereinafter referred to as "CONSULTANT."
WHEREAS, CITY desires to engage the services of a consultant to provide on call civil
engineering services; and
Pursuant to documentation on file in the office of the City Clerk, the provisions of the
Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional service
contracts have been complied with; and
CONSULTANT has been selected to perform these services,
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
1. SCOPE OF SERVICES
CONSULTANT shall provide all services as described in Exhibit "A," which is
attached hereto and incorporated into this Agreement by this reference. These services shall
sometimes hereinafter be referred to as the "PROJECT."
CONSULTANT hereby designates Dhiru Patel, who shall represent it and be its sole
contact and agent in all consultations with CITY during the performance of this Agreement.
2. CITY STAFF ASSISTANCE
CITY shall assign a staff coordinator to work directly with CONSULTANT in the
performance of this Agreement.

3. TERM; TIME OF PERFORMANCE
Time is of the essence of this Agreement. The services of CONSULTANT are to
commence on(,(��" f , 20_,4:r (the "Commencement Date"). This Agreement
shall automatically terminate three (3) years from the Commencement Date, unless extended or
sooner terminated as provided herein. All tasks specified in Exhibit "A" shall be completed no
later than three (3) years from the Commencement Date. The time for performance of the tasks
identified in Exhibit "A" are generally to be shown in Exhibit "A." This schedule may be
amended to benefit the PROJECT if mutually agreed to in writing by CITY and CONSULTANT.
In the event the Commencement Date precedes the Effective Date, CONSULTANT
shall be bound by all terms and conditions as provided herein.
4. COMPENSATION
In consideration of the performance of the services described herein, CITY agrees to
pay CONSULTANT on a time and materials basis at the rates specified in Exhibit "B," which is
attached hereto and incorporated by reference into this Agreement, a fee, including all costs and
expenses, not to exceed One Million Dollars ($1 , 000, 000 ).
5. EXTRA WORK
In the event CITY requires additional services not included in Exhibit "A" or
changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such
work only after receiving written authorization from CITY. Additional compensation for such extra
work shall be allowed only if the prior written approval of CITY is obtained.
6. METHOD OF PAYMENT
CONSULTANT shall be paid pursuant to the terms of Exhibit "B."

7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS
CONSULTANT agrees that title to all materials prepared hereunder, including,
without limitation, all original drawings, designs, reports, both field and office notices, calculations,
computer code, language, data or programs, maps, memoranda, letters and other documents, shall
belong to CITY, and CONSULTANT shall turn these materials over to CITY upon expiration or
termination of this Agreement or upon PROJECT completion, whichever shall occur first. These
materials may be used by CITY as it sees fit.
8. HOLD HARMLESS
CONSULTANT hereby agrees to protect, defend, indemnify and hold harmless
CITY, its officers, elected or appointed officials, employees, agents and volunteers from and against
any and all claims, damages, losses, expenses, judgments, demands and defense costs (including,
without limitation, costs and fees of litigation of every nature or liability of any kind or nature)
arising out of or in connection with CONSULTANT's (or CONSULTANT's subcontractors, if any)
negligent (or alleged negligent) performance of this Agreement or its failure to comply with any of
its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees
except such loss or damage which was caused by the sole negligence or willful misconduct of
CITY. CONSULTANT will conduct all defense at its sole cost and expense and CITY shall
approve selection of CONSULTANT's counsel. This indemnity shall apply to all claims and
liability regardless of whether any insurance policies are applicable. The policy limits do not act as
limitation upon the amount of indemnification to be provided by CONSULTANT.
9. PROFESSIONAL LIABILITY INSURANCE
CONSULTANT shall obtain and furnish to CITY a professional liability insurance
policy covering the work performed by it hereunder. This policy shall provide coverage for
CONSULTANT's professional liability in an amount not less than One Million Dollars

($1,000,000.00) per occurrence and in the aggregate. The above -mentioned insurance shall not
contain a self -insured retention without the express written consent of CITY; however an insurance
policy "deductible" of Ten Thousand Dollars ($10,000.00) or less is permitted. A claims -made
policy shall be acceptable if the policy further provides that:
A. The policy retroactive date coincides with or precedes the initiation of the
scope of work (including subsequent policies purchased as renewals or
replacements).
B. CONSULTANT shall notify CITY of circumstances or incidents that might
give rise to future claims.
CONSULTANT will make every effort to maintain similar insurance during the
required extended period of coverage following PROJECT completion. If insurance is terminated
for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two
(2) years to report claims arising from work performed in connection with this Agreement.
If CONSULTANT fails or refuses to produce or maintain the insurance required by
this section or fails or refuses to furnish the CITY with required proof that insurance has been
procured and is in force and paid for, the CITY shall have the right, at the CITY's election, to
forthwith terminate this Agreement. Such termination shall not effect Consultant's right to be paid
for its time and materials expended prior to notification of termination. CONSULTANT waives the
right to receive compensation and agrees to indemnify the CITY for any work performed prior to
approval of insurance by the CITY.
10. CERTIFICATE OF INSURANCE
Prior to commencing performance of the work hereunder, CONSULTANT shall
furnish to CITY a certificate of insurance subject to approval of the City Attorney evidencing the
foregoing insurance coverage as required by this Agreement; the certificate shall:

A. provide the name and policy number of each carrier and policy;
B. state that the policy is currently in force; and
C. shall promise that such policy shall not be suspended, voided or canceled by
either party, reduced in coverage or in limits except after thirty (30) days'
prior written notice; however, ten (10) days' prior written notice in the event
of cancellation for nonpayment of premium.
CONSULTANT shall maintain the foregoing insurance coverage in force until the
work under this Agreement is fully completed and accepted by CITY.
The requirement for carrying the foregoing insurance coverage shall not derogate
from CONSULTANT's defense, hold harmless and indemnification obligations as set forth in this
Agreement. CITY or its representative shall at all times have the right to demand the original or a
copy of the policy of insurance. CONSULTANT shall pay, in a prompt and timely manner, the
premiums on the insurance hereinabove required.
11. INDEPENDENT CONTRACTOR
CONSULTANT is, and shall be, acting at all times in the performance of this
Agreement as an independent contractor herein and not as an employee of CITY. CONSULTANT
shall secure at its own cost and expense, and be responsible for any and all payment of all taxes,
social security, state disability insurance compensation, unemployment compensation and other
payroll deductions for CONSULTANT and its officers, agents and employees and all business
licenses, if any, in connection with the PROJECT and/or the services to be performed hereunder.
12. TERMINATION OF AGREEMENT
All work required hereunder shall be performed in a good and workmanlike manner.
CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and
whether or not the PROJECT is fully complete. Any termination of this Agreement by CITY shall

be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. In the
event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at
the option of CITY, become its property and shall be promptly delivered to it by CONSULTANT.
13. ASSIGNMENT AND DELEGATION
This Agreement is a personal service contract and the work hereunder shall not be
assigned, delegated or subcontracted by CONSULTANT to any other person or entity without the
prior express written consent of CITY. If an assignment, delegation or subcontract is approved, all
approved assignees, delegates and subconsultants must satisfy the insurance requirements as set
forth in Sections 9 and 10 hereinabove.
14. COPYRIGHTS/PATENTS
CITY shall own all rights to any patent or copyright on any work, item or material
produced as a result of this Agreement.
15. CITY EMPLOYEES AND OFFICIALS
CONSULTANT shall employ no CITY official nor any regular CITY employee in
the work performed pursuant to this Agreement. No officer or employee of CITY shall have any
financial interest in this Agreement in violation of the applicable provisions of the California
Government Code.
16. NOTICES
Any notices, certificates, or other communications hereunder shall be given either by
personal delivery to CONSULTANT's agent (as designated in Section I hereinabove) or to CITY as
the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and
depositing the same in the United States Postal Service, to the addresses specified below. CITY and
CONSULTANT may designate different addresses to which subsequent notices, certificates or

other communications will be sent by notifying the other party via personal delivery, a reputable
overnight carrier or U. S. certified mail -return receipt requested:

consent/approval for one transaction or event shall not be deemed to be a consent/approval to any
subsequent occurrence of the same or any other transaction or event.
18. MODIFICATION
No waiver or modification of any language in this Agreement shall be valid unless in
writing and duly executed by both parties.
19. SECTION HEADINGS
The titles, captions, section, paragraph and subject headings, and descriptive phrases
at the begimling of the various sections in this Agreement are merely descriptive and are included
solely for convenience of reference only and are not representative of matters included or excluded
from such provisions, and do not interpret, define, limit or describe, or construe the intent of the
parties or affect the construction or interpretation of any provision of this Agreement.
20. INTERPRETATION OF THIS AGREEMENT
The language of all parts of this Agreement shall in all cases be construed as a
whole, according to its fair meaning, and not strictly for or against any of the parties. If any
provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be
unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining

covenants and provisions of this Agreement. No covenant or provision shall be deemed dependent
upon any other unless so expressly provided here. As used in this Agreement, the masculine or
neuter gender and singular or plural number shall be deemed to include the other whenever the
context so indicates or requires. Nothing contained herein shall be construed so as to require the
commission of any act contrary to law, and wherever there is any conflict between any provision
contained herein and any present or future statute, law, ordinance or regulation contrary to which
the parties have no right to contract, then the latter shall prevail, and the provision of this
Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to
bring it within the requirements of the law.
21. DUPLICATE ORIGINAL
The original of this Agreement and one or more copies hereto have been prepared
and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the
date of its execution and delivery, be deemed an original. Each duplicate original shall be deemed
an original instrument as against any party who has signed it.
22. IMMIGRATION
CONSULTANT shall be responsible for full compliance with the immigration and
naturalization laws of the United States and shall, in particular, comply with the provisions of the
United States Code regarding employment verification.
23. LEGAL SERVICES SUBCONTRACTING PROHIBITED
CONSULTANT and CITY agree that CITY is not liable for payment of any
subcontractor work involving legal services, and that such legal services are expressly outside the
scope of services contemplated hereunder. CONSULTANT understands that pursuant to
Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for

CITY; and CITY shall not be liable for payment of any legal services expenses incurred by
CONSULTANT.
24. ATTORNEY' S FEES
In the event suit is brought by either party to construe, interpret and/or enforce the
terms and/or provisions of this Agreement or to secure the performance hereof, each party shall bear
its own attorney's fees, such that the prevailing party shall not be entitled to recover its attorney's
fees from the nonprevailing party.
25. SURVIVAL
Terms and conditions of this Agreement, which by their sense and context survive
the expiration or termination of this Agreement, shall so survive.
26. GOVERNING LAW
This Agreement shall be governed and construed in accordance with the laws of the
State of California.
27. SIGNATORIES
Each undersigned represents and warrants that its signature hereinbelow has the
power, authority and right to bind their respective parties to each of the terms of this Agreement,
and shall indemnify CITY fully for any injuries or damages to CITY in the event that such authority
or power is not, in fact, held by the signatory or is withdrawn.
28. ENTIRETY
The parties acknowledge and agree that they are entering into this Agreement freely
and voluntarily following extensive arm's length negotiation, and that each has had the opportunity
to consult with legal counsel prior to executing this Agreement. The parties also acknowledge and
agree that no representations, inducements, promises, agreements or warranties, oral or otherwise,
have been made by that party or anyone acting on that party's behalf, which are not embodied in this
agree/ surfnet/professional svcs mayor 9 of 11

Agreement, and that that party has not executed this Agreement in reliance on any representation,
inducement, promise, agreement, warranty, fact or circumstance not expressly set forth in this
Agreement. This Agreement, and the attached exhibits, contain the entire agreement between the
parties respecting the subject matter of this Agreement, and supersede all prior understandings and
agreements whether oral or in writing between the parties respecting the subject matter hereof.
29. EFFECTIVE DATE
This Agreement shall be effective on the date of its approval by the City Council.
This Agreement shall expire when terminated as provided herein.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed by
and through their authorized officers.

A. STATEMENT OF WORK: (Narrative of work to be performed)
CONSULTANT shall provide consulting services on an'as-needed' basis for projects to be
determined during the term of the agreement. During the term of the agreement, CITY may elect to
solicit proposals from CONSULTANT. CITY shall issue task order for each project based upon the
scope of services, work schedule, and fee proposal submitted to CITY for its review and approval.
B. CONSULTANT'S DUTIES AND RESPONSIBILITIES:
CONSULTANT'S duties and responsibilities shall be per CONSULTANT'S Statement of
Qualification (Exhibit A.1), consistent with the City of Huntington Beach Request for
Qualifications for On -Call Engineering & Professional Consulting Services. Upon award, and the
contract period, if CONSULTANT chooses to assign different personnel to the project,

LEE & RO, Inc. appreciates the opportunity to submit this proposal for your on -call engineering
& professional consulting services. We are proposing services to assist the City of Huntington
Beach (City) staff in the RFQ identified service categories of A — Civil Engineering and F —
Water. We are looking forward to continuing to assist the City in support of your as -needed
projects throughout the City.
We know that Huntington Beach is a premier seaside vacation destination known for its beaches
and surfing. However, most of the City's major infrastructure was built in the 1960s and 1970s
and much of the existing infrastructure is at or beyond its useful life. The City has implemented
a Capital Improvement Program (CIP) to address key sections of this deteriorating infrastructure.
We understand the budget constraints that the City is facing implementing the CIP to rehabilitate
and/or replace aging infrastructure. We have been successfully providing on -call engineering
services to the City since 2008, having completed several assignments for the City through task
order assignments via two separate on -call services contracts that include the evaluation and up-
grades to the Edwards Hill Reservoir and Pump Station, design of repairs to Well No. 10, review
and final design details for the Ranger No. 16 Sewer Lift Station, replacement of Algonquin Lift
Station No. 10 and Trinidad Lift Station No. 29 along with replacements of their associated force
mains, security upgrades to Well No. 5, and the I" Street Stormwater Diversion to Sanitary Sew-
er project. We are currently in the preliminary design phase for the replacement of Domestic
Water Well No. 1. Because we have worked closely with City staff, we understand the require-
ments of the City, the standard of quality necessary to meet City Staff expectations, and have de-
veloped an excellent working relationship with both the Engineering and Operations divisions.
LEE & RO has been providing engineering services to many of the large public agencies and
municipalities located in Southern California for the past 35 years. LEE & RO has previously
and presently continues to execute as -needed services projects under on -call contracts for public
agencies and municipalities, designing many fast -track task order projects. The following table

We are proposing Dhiru Patel, PE in a dual role as the Principal -in -Charge, as well as the Pro-
gram Director for this on -call contract. In the Principal -in -Charge role, Mr. Patel will provide
corporate oversight and responsibility for the project team's performance. In the Program Direc-
tor role, Mr. Patel will serve as the liaison between City staff and the LEE and RO task order
Project Managers and design teams. Mr. Patel has over 30 years of water and wastewater facili-
ties experience and frequently serves in this role for on -call services contracts.
We are also proposing Gary Cho, PE, PACP and Charles Ro, PE as our task order Project
Managers. Mr. Cho will manage the Civil Engineering category related task order assignments
and has 15 years of project management, engineering, design and construction management
experience related to water and wastewater systems, including collection systems, lift stations
and associated street improvements. Mr. Ro has 10 years of experience in water infrastructure
system engineering and construction management and he is currently the Project Manager for the
Water Well No. 1 Facility Replacement project and provided project engineering services for the
City's Well No. 5 Facility Security Upgrades project.
Project QA/QC activities will be led by Lee Badertscher, PE and Sal Calderon, PE. Each is a
senior level engineer with over 30 years of experience. Both often provide QA/QC reviews for
LEE & RO projects where they are not directly involved in the day-to-day designs and execution
of the project. Mr. Badertscher is a California state registered professional engineer in three
disciplines; "Civil," "Electrical," and "Controls Systems (Instrumentation)". Mr. Calderon is a

For those services that LEE & RO does not self -perform, such as surveying, geotechnical ser-
vices, landscape design services, subsurface utility locating services, traffic control, etc., we will
utilize subconsultants that we have developed excellent working relationships with and that are
experts in their field.

sources needed to complete the task order assignments. LEE & RO understands that the City

Since 1979, LEE & RO has been recognized as an outstanding consulting civil engineering firm
specializing in water and wastewater public works, and environmental infrastructure in
California. We are a multi -discipline engineering firm with significant experience providing
high quality services to various types of public agencies. LEE & RO has successfully planned,
designed, and provided construction management services for numerous wastewater and water
system projects that range from very small studies, to projects having up to $50 million in
constructed value. We currently employ a staff of approximately 60 people located in four
offices, City of Industry, San Diego, Walnut Creek and Sacramento.
LEE & RO has previously and presently continues to execute a number of on -call services
contracts for various public agencies and municipalities, such as the City of Huntington Beach,
City of Anaheim, City of Cypress, City of Los Angeles, City of Pasadena, Orange County

Dhiru Patel, PE — Program Director and Principal -in -Charge. Overseeing the City's projects
will be Dhiru Patel, Vice President and Southern California Regional Manager for LEE & RO.
Dhiru has over 30 years of water and wastewater facilities engineering, project management and
business management experience. As Program Director he will oversee the project manager for
each task order issued. As Principal -in -Charge he will represent the firm to the City's
management and provide overall oversight to ensure the allocation of sufficient resources needed
to successfully deliver the task order projects.
Francisco Calderon, PE, QSD/QSP — Street Improvements / Storm Drains. Francisco has over
20 years of civil engineering and design experience. He has engineered civil/site
grading/drainage projects and has designed street plans in plan and profile and utility plans
according to public agency standards and requirements. Cisco has prepared hydrology reports
including all of the required calculations. He is also a skilled designer proficient with
AutoCAD/Civil 3D, ArcGIS, and MicroStation platforms for civil/site grading/paving

Amal Sedrak, PE, PACP — Sanitary Sewers. Ms. Sedrak has over 25 years of extensive civil
engineering experience in the areas of water and wastewater, infrastructure design, including

estimating, and permitting. She is certified by NASSCO to practice sewer pipeline assessment
and rehabilitation and her sanitary sewer rehabilitation method experience includes open cut

Marianne Kleine, PE, QSD — Sanitary Sewers. Marianne Kleine has 8 years of experience in

and design services for many of LEE & RO's sewer installation and rehabilitation projects and is
very proficient at conducting utility research and investigations, and coordination of activities

Sung Choi, PE — Lift Stations. Sung has over 8 years of engineering and design experience
involving rehabilitation, upgrading and new construction of water and wastewater pump stations,
sewer force mains, and other related municipal water infrastructure systems. Sung has
considerable experience in system hydraulics analysis, surge control, and pump control systems.
Sung was a project engineer for the City's Trinidad Lift Station No. 29 and Force Main
Replacement Project.
Mark Vanderzee, SE — Structural Engineer. Mark Vanderzee has more than 30 years of
structural analysis, engineering, design, constructability analysis, value engineering and
management experience. He has been the lead structural engineer and manager for numerous
water and wastewater pumping, conveyance, storage, and treatment facility projects for various
municipal and public agency clients. His work experience includes condition assessments and
repair and retrofit designs for existing facilities, as well as designs for new facilities. Mark's
structural design experience encompasses designing with a variety of building materials,
including reinforced, pre -stressed, and pre -cast concrete, masonry, steel, aluminum, and wood

Clayton Cheng, PE — Structural Engineer. Clayton has over 14 years of structural engineering,
design, and construction experience with water and wastewater treatment plants, pumping
stations, tunnels, and pipelines. He is familiar with building codes, AISC, ACI 318 and ACI
350, and has extensive experience with structural engineering software such as MathCAD, SAP,
STAAD, FASTFRAME, NASTRAN, SHAKE91 and ENERCALC. Clayton was the structural
engineer for many of the City's projects including Well No. 10 Reconstruction, Ranger Lift
Station No. 16, Algonquin Lift Station No. 10, Trinidad Lift Station No. 29, Security
Upgrades to Well No. 5, and Well No. 1 Replacement projects.
Jon Thomsic, PE — Electrical/I&C. Jon Thomsic has more than 30 years of electrical and
instrumentation & controls (I&C) engineering and construction experience. Jon has experience in
most facets of power engineering, control system design and integration, specification
preparation, quality control and field support for pump stations, water and wastewater treatment
plants. He has extensive experience retrofitting existing facilities with new power and controls,
and with resolving construction -related problems. Prior work experience includes several years
as an electrical contractor so Jon is particularly adept at field verification to create accurate as -
built documents for existing installations.

The City of Huntington Beach is the third largest city in Orange County and is an established seaside
community incorporated in 1909. It is a premier seaside vacation destination known for its beaches and
surfing. The City is responsible for the design, construction, maintenance, and operation of public
facilities and infrastructure within the City of Huntington Beach, such as maintenance of sewer, streets,
parks, transportation, and water operations. Most of the City's infrastructure was built in the 1960s and
1970s. The City has developed a Capital Improvement Program (CIP) to address selected components
of this deteriorating infrastructure. These projects are implemented through task order assignments
issued under On -Call services contracts. These On -Call services contracts are expiring and the City
wishes award new On -Call services contracts.
' The City of Huntington Beach's CIP has been developed to address significant problems in the City's
water and sewer systems. Because of the age of the City's water and sewer systems, many of the
' distribution and collection facilities are now at the end of their effective lives and must either be
rehabilitated or replaced. It is critical that the methodology employed by the consultant team reflect an
understanding of all of the issues affecting the City including:
' • Budget constraints. City revenues are limited and will be supplemented where possible with
State and Federal grants. It is critical that the City maximize the benefit for each dollar spent.
The LEE and RO team will meet this objective by providing cost effective and performance
appropriate designs. LEE and RO will ensure that the designs fully comply with the
requirements of any supplemental funding.
• Service interruptions. The projects must be designed and constructed in a way that minimizes
' interruptions to residents and businesses. The LEE and RO team will coordinate closely with
City staff to schedule projects to minimize impacts on business during holiday shopping periods
and the summer months when visitor traffic to the beach areas is the highest.
t• Maintaining Council and Community support. Advance notices to City Council, business
associations, homeowner groups, and other affected parties will be a key element in our
' management plan. Planning meetings with key representatives for each project during
preliminary design will be important to address concerns of all parties. This will avoid costly
redesign or change orders.

Based on our experience in providing design engineering services on many on -call as -needed task order
' type multi -year contracts over the years, LEE & RO has formulated specific project management and
technical approaches that not only provide tools and techniques for effective planning, design,
construction, and start-up services, but that are also responsive to project issues and challenges.
' LEE & RO's management approach is a team concept approach focusing on:
• Up front project management and quality assurance planning
' • Continuous monitoring of project work and progress
• Effective communication
• Efficient resource allocation and production of deliverables
' • Corporate commitment to each client.
' Once a task is identified under an on -call contract, the Task Order Project Manager's role is to
understand the project goals, facilitate all work activities, and keep the City informed of progress and

potential issues associated with the project. LEE & RO's Project Manager and key staff members have
all worked with small and large municipal organizations and are experienced in helping to define project
needs, and in working with groups to reach consensus. Once the project goals and requirements have
been defined, our Principal -In -Charge ensures that the project is allocated the appropriate resources to
successfully execute the project tasks.
LEE & RO will thoroughly review all relevant and available existing construction plans and
specifications provided by the City for a particular task order assignment. Additionally, in conjunction
with our own QA/QC program, we will also carefully review and appropriately apply relevant City
standards, guidelines, and procedures. Designs will be in accordance with the requirements of relevant
regulatory codes, industry standards, and statutory provisions applicable to the work.
Although particular task order assignments with specific scopes of work have not yet been identified, in
general, the required engineering services scope of work is anticipated to include the following phases of
' project development:
Preliminary Design Phase
' • Review existing as -built drawings and specifications, existing environmental reports, geotechnical
reports, topographical data, survey records, maps, utility plans reports, studies, standard plans and
other pertinent information provided by the City, as applicable
• Develop project design criteria
• Prepare base maps in AutoCAD, preliminary layouts, estimates of probable costs, and alternatives as
requested
• Provide necessary surveying and geotechnical services
• Prepare engineering details and calculations
' • Present alternatives and provide recommendations and analyses of the advantages of each alternative
in a preliminary design report
• Conduct a preliminary design workshop to review and discuss alternatives presented and receive
' comments from the City

' • Provide assistance to the City in obtaining approvals from applicable agencies for encroachment
permits, environmental permits, and other permits as may be required including County of Orange
and CALTRANS at the discretion of City Staff

Since 1979, LEE & RO has been recognized as an outstanding consulting civil engineering firm
specializing in water and wastewater public works, and environmental infrastructure in
California. We are a multi -discipline engineering firm with significant experience providing
high quality services to various types of public agencies. LEE & RO has successfully planned,
designed, and provided construction management services for numerous water system projects
including potable water pipeline and production facilities engineering. We currently employ a
staff of approximately 60 people located in four offices; City of Industry, San Diego, Walnut
Creek and Sacramento.
LEE & RO has previously and presently continues to execute a number of on -call services
contracts for various public agencies and municipalities, such as the City of Huntington Beach,
City of Anaheim, City of Cypress, City of Los Angeles, City of Pasadena, Orange County
Sanitation District, Metropolitan Water District of Southern California, Moulton Niguel Water

Dhiru Patel, PE — Program Director and Principal -in -Charge. Overseeing the City's projects
will be Dhiru Patel, Vice President and Southern California Regional Manager for LEE & RO.
Dhiru has over 30 years of water and wastewater facilities engineering, project management and
business management experience. As Program Director he will oversee the project manager for
each task order issued. As Principal -in -Charge he will represent the firm to the City's
management and provide overall oversight to ensure the allocation of sufficient resources needed

Marianne Kleine, PE, QSD — Potable Water Pipeline Engineering. Marianne Kleine has 8
years of experience in civil engineering and design. Her background includes design for

proficient at conducting utility research and investigations, and coordination of activities with
utility companies and various regulatory agencies for securing required permits and approved

Clayton Cheng, PE — Structural Engineer. Clayton has over 14 years of structural engineering,
design, and construction experience with water and wastewater treatment plants, pumping
stations, tunnels, and pipelines. He is familiar with building codes, AISC, ACI 318 and ACI
350, and has extensive experience with structural engineering software such as MathCAD, SAP,
STAAD, FASTFRAME, NASTRAN, SHAKE91 and ENERCALC. Clayton was the structural
engineer for many of the City's projects including Well No. 10 Reconstruction, Ranger Lift
Station No. 16, Algonquin Lift Station No. 10, Trinidad Lift Station No. 29, Security
Upgrades to Well No. 5, and Well No. 1 Replacement projects.
Jon Thomsic, PE — Electrical/I&C. Jon Thomsic has more than 30 years of electrical and
instrumentation & controls (I&C) engineering and construction experience. Jon has experience in
most facets of power engineering, control system design and integration, specification
preparation, quality control and field support for pump stations, water and wastewater treatment
plants. He has extensive experience retrofitting existing facilities with new power and controls,
and with resolving construction -related problems. Prior work experience includes several years
as an electrical contractor so Jon is particularly adept at field verification to create accurate as -
built documents for existing installations.
QA/QC activities will be led by Lee Badertscher, PE and Sal Calderon, PE. Each are senior
level engineering managers with over 30 years of experience. Lee is a registered engineer in
three disciplines, Civil, Electrical, and Control Systems Engineering. Sal is a registered
Mechanical Engineer. Both frequently serve as QA/QC officers on LEE & RO projects where

tJNDERSTANDING AND METHODOLOGY
The City of Huntington Beach is the third largest city in Orange County and is an established seaside
community incorporated in 1909. It is a premier seaside vacation destination known for its beaches and
surfing. The City is responsible for the design, construction, maintenance, and operation of public
facilities and infrastructure within the City of Huntington Beach, such as maintenance of sewer, streets,
parks, transportation, and water operations. Most of the City's infrastructure was built in the 1960s and
1970s. The City has developed a Capital Improvement Program (CIP) to address selected components
of this deteriorating infrastructure. These projects are implemented through task order assignments
issued under On -Call services contracts. These On -Call services contracts are expiring and the City
wishes award new On -Call services contracts.
The City of Huntington Beach's CIP has been developed to address significant problems in the City's
water and sewer systems. Because of the age of the water systems, many of the City's facilities are now
at the end of their effective lives and must either be rehabilitated or replaced. It is critical that the
methodology employed by the consultant team reflect an understanding of all of the issues affecting the
City including:
' • Budget constraints. City revenues are limited and will be supplemented where possible with
State and Federal grants. It is critical that the City maximize the benefit for each dollar spent.
The LEE and RO team will meet this objective by providing cost effective and performance
' appropriate designs. LEE and RO will ensure that the designs fully comply with the
requirements of any supplemental funding.
• Service interruptions. The projects must be designed and constructed in a way that minimizes
' interruptions to residents and businesses. The LEE and RO team will coordinate closely with
City staff to schedule projects to minimize impacts on business during holiday shopping periods
and the summer months when visitor traffic to the beach areas is the highest.
' • Maintaining Council and Community support. Advance notices to City Council, business
associations, homeowner groups, and other affected parties will be a key element in our
' management plan. Planning meetings with key representatives for each project during
preliminary design will be important to address concerns of all parties. This will avoid costly
redesign or change orders.

Based on our experience in providing design engineering services on many on -call as -needed task order
type multi -year contracts over the years, LEE & RO has formulated specific project management and
technical approaches that not only provide tools and techniques for effective planning, design,
construction, and start-up services, but that are also responsive to project issues and challenges.

potential issues associated with the project. LEE & RO's Project Manager and key staff members have
all worked with small and large municipal organizations and are experienced in helping to define project
needs, and in working with groups to reach consensus. Once the project goals and requirements have
been defined, our Principal -In -Charge ensures that the project is allocated the appropriate resources to
successfully execute the project tasks.
LEE & RO will thoroughly review all relevant and available existing construction plans and
specifications provided by the City for a particular task order assignment. Additionally, in conjunction
with our own QA/QC program, we will also carefully review and appropriately apply relevant City
standards, guidelines, and procedures. Designs will be in accordance with the requirements of relevant
regulatory codes, industry standards, and statutory provisions applicable to the work.
Although particular task order assignments with specific scopes of work have not yet been identified, in
general, the required engineering services scope of work is anticipated to include the following phases of
project development:
Preliminary Design Phase
• Review existing as -built drawings and specifications, existing environmental reports, geotechnical
reports, topographical data, survey records, maps, utility plans reports, studies, standard plans and
other pertinent information provided by the City, as applicable
• Develop project design criteria
• Prepare base maps in AutoCAD, preliminary layouts, estimates of probable costs, and alternatives as
requested
' • Provide necessary surveying and geotechnical services
• Prepare engineering details and calculations
' • Present alternatives and provide recommendations and analyses of the advantages of each alternative
in a preliminary design report
• Conduct a preliminary design workshop to review and discuss alternatives presented and receive

• Bitter Point Pump Station, "A" Street Pump Station and 14th Street Pump Station,
Newport Beach, OCSD. Project Engineer for the design of three pumping stations with
an aggregate construction cost of $33 million. The pumping station capacities range
from 800 gpm (A Street), 2,000 gpm (14th Street) and 25,000 gpm (Bitter Point) and all
pumps are driven through variable frequency drives.
• As -Needed Sanitary Sewer Design Services for Various Rehabilitation Projects, City of
Cypress. Project Manager and Lead Design Engineer responsible designing the
replacement sewers and provided recommendations for the rehabilitation of six 8" and
10" diameter sewer system segments. Replaced Approximately 2,000 LF of sewer by
open cut construction and rehabilitating 1,500 LF using CIPP.
• Sanitary Sewer Improvements — Project Nos. 43, 46, 54, 55, 68, and 75, Garden Grove
Sanitary District. Project Manager responsible for preliminary design report, detailed

Sanitary Sewer Pipeline Replacement Project — Phase 1, Long Beach Water
Department. Project Manager responsible for developing a preliminary design report,
final design, bid phase services, and engineering services during construction for the
rehabilitation and replacement of 8-inch diameter, 10-inch diameter, and 12-inch
diameter gravity sewer pipelines with structural deficiencies in the Belmont Shore and
Naples Island areas of Long Beach.
Phase I — Hoover, Toll & Keppel Recycled Water Main Extension, and Phase II —
Glendale T Recycled Water Main Extension, City of Glendale Water & Power. Project
Engineer for the design of plan and profile pipeline alignment including required
appurtenances such as blowoffs and air release valves. Gary provided engineering
services for a Preliminary Design Report (PDR), final design including cost estimates,
conducted field coordination with various water district staff and school district staff,
and coordinated permitting activities with outside agencies such as Caltrans, CA Fish
and Game, and LADPW Flood Control District.
Capital Improvement Projects, City of Simi Valley. Project Engineer responsible for the
preparation of preliminary design, detailed design plans, specifications and cost estimates,
and construction phase services for the City of Simi Valley's CIP rehabilitation
program. Task orders included (1) rehabilitation of 920 LF of 24-inch ACP trunk sewer
and 1,370 IF of 18-inch trunk sewer on Los Angeles Ave. Detailed bypass pumping plans
were provided as part of the rehabilitation design. The primary rehabilitation method
utilized was CIPP with open trenching for point repairs to correct sags.
Rehabilitation of Industrial Lift Station and Force Main, City of Thousand Oaks.
Project Engineer responsible for providing preliminary design, detailed design, and
construction support services, including as -built record drawings, for the rehabilitation
of the existing abandoned Industrial Lift Station and 10-inch force main. Pipeline
rehabilitation recommendations included CCTV investigations for parts of the force
main, installation of cured -in -place pipe (CIPP) lining and several point repairs utilizing
PVC pipe to provide structural support for the lining.
Glendale T Recycled Water Main Extension, City of Glendale Water & Power. Project
Engineer for a preliminary design report, detailed design, bid support services,
engineering support services during construction, and post construction services (as -built
record drawings) for the City of Glendale Water & Power's Recycled Water Main
Extension projects. The Glendale T Recycled Water Main Extension consists of
approximately 13,500 IF of 12 " C900 Purple PVC Pipe.
Citywide Sanitary Sewer Improvement Program Projects (CSSIPP), Westport Drive,
Reseda Street, and South Street, City of Anaheim. Assistant Project Manager and
Project Engineer responsible for preliminary design, final design, bid phase services and
engineering services during construction for sanitary sewer improvements to address
hydraulic capacity deficiencies identified in the City's Sewer Master Plan. The design
included reviewing CCTV inspections to facilitate condition assessments of the existing

San Vicente Booster Pump Station Upgrading Project, City of Santa Monica. Project
Manager for upgrading of an underground pumping station below 25th Street in a quiet

Beach. As Project Engineer, Sung was responsible for developing design documents for
the demolition of the existing wet welUdry well sewer lift station and the construction of
' the new Trinidad Sewer Lift Station No. 29. Approximately 800 LF of 4" ductile iron
pipe (DIP) replaced the existing force main.
• Four Wastewater Pumping Plants Upgrades, City of Los Angeles, Bureau of
Engineering (BOE), Task Order Solicitation No. 21. Sung is the Project Engineer for
this $8.5 million pumping plant upgrade project. The scope of work includes condition
assessment, a preliminary design report, and permit coordination with SCAQMD and
City's Building and Safety Department. These sewer pumping plants range in size from
5,800 to 18,000 gpm capacity. Each of the pumping plants require replacement of dry pit
submersible pumps, suction and discharge isolation gate valves, pump discharge check
' valves, pump suction and discharge piping, variable frequency drives (VFDs), and
emergency generator and automatic transfer switches (ATSs). Sewer bypassing is a
major component of the project since construction must take place in active and fully
functioning collection system pumping plants.
• Filter -to -Waste (FTW) Hydraulics Improvement, Castaic Lake Water Agency. Sung
was the Project Engineer for this project that included providing technical support to
evaluate hydraulic bottleneck situations experienced at the peak flow operating
conditions at the Filter -to -Waste discharge line to the washwater reclamation basins. A
hydraulic model was developed for the FTW discharge through diffusers to validate the
bottleneck. Upon verification that the bottleneck existed in the FTW discharge, it was
recommended that a 30 inch riser be put in place of the current 18-inch riser and
' increased diffuser orifice sizes to debottleneck the hydraulic restrictive condition.

was constructed in City bicycle path and open cut across San Francisquito Creek.
Temescal Canyon Park Force Main Rehabilitation Project, City of Los Angeles. Project
Engineer for preliminary design, final plans, permitting activities, specifications, and
construction cost estimate, bidding support services, and engineering support services during
construction for rehabilitation of 3,000 ft. of an existing, but abandoned, 16" force main.
Marianne did extensive work with Caltrans procuring the necessary permits for construction
along the shoulder of PCH in Pacific Palisades. Obtaining the permit required a Water
Pollution Control Plan and Traffic Control Plans. Multiple permits were pulled, the first for
site assessment and soil sampling by the geotechnical subconsultant, another for pipeline
upgrades (LA Bureau of Engineering) and another for electrical work where the permittee
was DPW.
• Buaro Street — Haster Street Water Improvement Project No. 7372, City of Garden
Grove. As design engineer for the Buaro Street — Haster Street Water Improvement
Project No. 7372, Marianne designed 3,600 LF of 8 "and 12 " PVC water mains. These
new water mains replaced existing capacity deficient 6-inch water lines.
Sanitary Sewer Improvements Project No. 7822, City of Garden Grove. Marianne was
the design engineer for Garden Grove Sanitation District's Sanitary Sewer Improvements
Project No. 7822. The existing sewers were identified as hydraulically deficient and
were replaced with larger diameter sewer mains to provide additional capacity as part of
the District's Sewer Master Plan Capital Improvement Program. Improvements included
replacing 9,200 LF of 8- to 10-inch VCP pipe with 10- to 18-inch VCP as well as
replacing 31 regular manholes and 5 drop -manholes. Particular care and coordination
went into utility research and keeping the Gas Company and Orange County Sanitation
District involved as the alignment crossed a 34-inch high pressure gas line in three
locations and ultimately connected to Orange County Sanitation District's trunk sewer.
• Bitter Point Pumping Station, Newport Beach, Orange County Sanitation District.
Office Engineer/Project Control Engineer for construction phase services of a 36 MGD
pumping station in the City of Newport Beach. Responsible for processing, and review of
shop drawings/equipment submittals, RFIs, coordination with design engineers and field
construction management personnel, and construction documentation and
correspondence file management for pump station project with construction value of $21
million.
• Centrate Line Replacement Project — Las Virgenes Municipal Water District. Ms.
Kleine served as the Project Engineer for the design of a single 8-inch HDPE carrier
pipeline for the Las Virgenes Municipal Water District in the city of Calabasas, CA. The
pipeline is approximately 4,500 feet in length and transports centrate from the Las
Virgenes composting facility to a downstream storage facility. Scope of services included
preliminary design, detailed design plans, specifications, and construction cost estimate,

include bore and jack operations beneath an adjacent hill and a pigging system for

Chloramination Treatment System Project, Glendale CA. One of two on -site inspectors
for this project, which retrofitted the disinfection processes at one of the City's largest
groundwater reservoirs.
Parker Canyon Recycled Water Reservoir and Bourdet Pump Station, Walnut Valley
Water District, Walnut. Project Engineer for design and the construction phase of the
project. During the preliminary design, alternative analysis of Type 1, Type 3,
rectangular pour -in -place, and steel tank options were analyzed and eventually a 1.2 MG
capacity concrete flat -slab underground reservoir was selected. The project included a
multiple use green space on the roof of the reservoir, situated in an upscale residential
neighborhood. Due to hillside site constraints, the project required extensive excavation
and grading and the use innovative tie -back walls and shoring technologies.
Wastewater Treatment Plant Improvements, Phase 2, Valley Sanitary District, Indio.
Charles was project design engineer and construction manager for a $19 million plant
expansion project consisting of new primary sedimentation tanks, 1.2 million gallon
capacity Type 1 pre -stressed concrete digester, biofilter odor control, digester gas
handling facilities, new administrative building, site drainage and grading, new 1,000
kW emergency generator, and supporting electrical systems. Coordinated with SCAQMD
and obtained permits for the modifications to the plant process and new combustion
equipment including the biogas flare. Also, served as the construction manager and
directed field personnel (resident engineer and inspectors), processed construction
correspondence and change orders, documenting construction activities, and coordinated
startup and commissioning activities.
• Water Recycling Plant Expansion, Water Reclamation Plant 7 (WRP7), Coachella
Valley Water District, Coachella. Project Engineer for 2.5 mgd tertiary process addition
to the existing 2.5 mgd water recycling plant (total 5 mgd capacity after expansion).
Project included rapid mixing, flocculation, filtration, chlorine handling and chlorine
contact tanks and recycled water pumps. Responsible for plant hydraulic analysis and
mechanical/piping system design.
• Inspection Services for Toyota Filtration System Construction Project, West Basin
Municipal Water District. On -site inspector for the Toyota Filtration System
Construction Project for West Basin Municipal Water District, which included the
installation of inline filters, piping, and valves to improve recycled water quality for one

responsible for evaluation of the ammonia truck unloading area containment and site
grading and drainage improvements for the finished water reservoir area at the ESFP.
• Planning and Preliminary Design for the Rio Vista Water Treatment Plant Entrance
Gate Relocation and Security Kiosk Project, Castaic Lake Water Agency. Project
Engineer responsible for comprehensive field investigation, alternatives analysis and
recommendations to relocate the plant entrance gate. The recommended design included
a turn -around area for tractor trailers, new guard shack, HVAC system, wireless CCTV
security, intercom, and roadway grading, paving, striping, and signage.
• Desert Hills Outlet, Cabazon: Project Manager for a commercial site development. A 3-
story parking structure was located at the back of the development requiring extensive
grading of the hills to make the parking structure fit. Cisco prepared a hydrology study
and designed collector drains and terrace drains to accommodate the runoff.
• Audie Murphy Ranch Subdivision Canyon Lake/Menifee, CA: Project Engineer for a
2100 lot subdivision. The first objective of this project was to realign Newport Rd. The
new alignment involved the design of a bridge at the intersection of Newport and Goetz
Rd. This new alignment of Newport raised the elevation nearly 1 S ft. above existing.

connection, meters and related piping. The project included a 6,100 foot, 6-inch DIP
pipeline with portions in busy Ocean Boulevard in the City of Long Beach.
Carson Mall Lateral, West Basin Municipal Water District. Construction Manager and
inspector for the Carson Mall Lateral project that included construction of 4,000 LF of
12" dia., recycled water lateral for the Carson Mall development under the direction and
requirements of the US Army Corps of Engineers.
• Rio Vista Water Treatment Plant, Product Water tank Recoating and Cathodic

60"secondary effluent supply pipe to the pressurized HTP's Secondary Effluent Channel
(wet tapping), addition of Two new 20 MGD capacity pumps (190 ft. of TDH), each driven
by 800 HP motor and VFD.
• Wastewater Treatment Plants, Electrical/I&C System Upgrading and Modifications,
City of Los Angeles. Designed several major capital improvement projects for Hyperion
Treatment Plant, LA -Glendale Water Reclamation Plant, and Terminal Island Treatment
Plant. Jon designed the power portion of a secondary screening facility for Hyperion,
and acted as quality control for the Intermediate Pump Station.
• Pumping Plants Standby Generator Electrical/I&C Engineering, City of Los Angeles.
Electrical Engineer during the construction phase and plants were built without
electrical change orders. He was responsible for design of new emergency generator
installations with automatic transfer switch, replacement of the existing MCC,
installation of new instrumentation to monitor and control the plant, and integration of

Payment Schedule (Hourly Payment)
A. Hourly Rate
CONSULTANT'S fees for such services shall be based upon the following hourly rate and cost
schedule:
B. Travel Charges for time during travel are not reimbursable.
C. Billing
1. All billing shall be done monthly in fifteen (15) minute increments and matched to an
appropriate breakdown of the time that was taken to perform that work and who
performed it.
2. Each month's bill should include a total to date. That total should provide, at a glance,
the total fees and costs incurred to date for the project.
3. A copy of memoranda, letters, reports, calculations and other documentation prepared
by CONSULTANT may be required to be submitted to CITY to demonstrate progress
toward completion of tasks. In the event CITY rejects or has comments on any such
product, CITY shall identify specific requirements for satisfactory completion.
4. CONSULTANT shall submit to CITY an invoice for each monthly payment due.
Such invoice shall:
A) Reference this Agreement;
B) Describe the services performed;
C) Show the total amount of the payment due;
D) Include a certification by a principal member of CONSULTANT's firm that
the work has been performed in accordance with the provisions of this
Agreement; and
E) For all payments include an estimate of the percentage of work completed.
Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is
making satisfactory progress toward completion of tasks in accordance with this
Agreement, CITY shall approve the invoice, in which event payment shall be made
within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be
unreasonably withheld. If CITY does not approve an invoice, CITY shall notify
CONSULTANT in writing of the reasons for non -approval and the schedule of
performance set forth in Exhibit "A" may at the option of CITY be suspended until
the parties agree that past performance by CONSULTANT is in, or has been brought
into compliance, or until this Agreement has expired or is terminated as provided
herein.

Exhibit B
5. Any billings for extra work or additional services authorized in advance and in writing
by CITY shall be invoiced separately to CITY. Such invoice shall contain all of the
information required above, and in addition shall list the hours expended and hourly
rate charged for such time. Such invoices shall be approved by CITY if the work
performed is in accordance with the extra work or additional services requested, and if
CITY is satisfied that the statement of hours worked and costs incurred is accurate.
Such approval shall not be unreasonably withheld. Any dispute between the parties
concerning payment of such an invoice shall be treated as separate and apart from the
ongoing performance of the remainder of this Agreement.
