WHEREAS, the intersection of Bolsa Avenue and c,rahar Street
lie within CITY, and
Engineering sttidies indicate that modification of the
traffic signal is warranted at the above named intersection for
improved traffic safety and efficiency, -and
The cast of such insta?Nation shall be evenly divided by
cOMPANY and CITY.
NOW, THEREFORE, in consideration of the covenants and
conditions herein contained, the parties hereto agree as follows
1. CITY shall prepare plats and specification., provide
engineering and contract adtninistratJon, for the instaalation of a
traffic system at the intersection c f bolsa Avenue and Gr,�baan
Street.
2. CITY shall advertise for bids, pars; int to Ga.liforni.a

3. CITY'S Department of Puolic vlorks shall supervise
the performance of said work.
4. The cost of installation of the traffic signal system
is estimated to be approximately thirty-five thousand five -hundred
dollars ($35,500). The CO-MPANY shall pay fifty percent (50%) of
the actual costs but not to exceed seventeen thuusa.nd seven hundred
fifty dollars ($17,750)• The CITY shall pay fifty percent (50%)
of the actual costs and all cost, bej and COMPANY'S seventeen thou-
sand seven hundred Fifty dollars ($17,750E maximum contribution.
COMPANY shallpay its proporticnaz;e share within
thirty (30) calendar days upon billing by the ("ITY.
6. CTTY shall require the contractor who receives the
t-id to keep an exact accounting of the Expenditures on the traffic
signal project.
7. Upon completion of the modification of the traffic
signal system at the intersection of Eolsa Avenue and Crahar, Street,
the maintenance of said system shall be performed by or under the
direction of CITY. The cost of said maintenance shale_ be bore
by CITY.

Statement of Issue: -�
The traffic signal at the subject location needs to be upgraded in order to increase its
efficiency and traffic safety.
Reccmxe-- ation:
It is reco needed that the City Council approve this project and authorize: execution
of an agreement with YcDonnell Douglas Astronautics Caq--any.
Analysis
The existing traffic signal 'vegan operating on 1/23/67. It Ards designed for a tm-)-phase
operation; that is, Bolsa. Ave. traffic is one phase ar Graham St. traffic (including
McDonnell Douglas exiting traffic) is the second phase. The proposed project will assign
an exclusive phase for each north and =ouch bound traffic movements as well as east and
west left -turn movements„ The intersection will then be operated by a silt -phase con-
troller. Other imnrovonsents are described on the attached letter of proposal.
The proposed upgrading is needed as a result of increased traffic generated by continuing
development of the industrial area located south of Bolsa Ave. between 801 .i Chica and
Springdale Streets. The manageent of McDonnell Douglas recognizes the impact of this
increased development on their employees and recently allocated $17,750 tckmrdrd the des-
cribed inproverenf-s. The management is very anxious to start construction as soon as
possible.

1. Continue the operation of the traffic signal in the two-phase made_
2. Request McDonnell Douglas to fund the entire cost of the upgrading.
Funding Fources
If the project is approved, the City's share ($17,750) could be funded frm Gas Tax flands-
or frup funds derived through the fines and forfeiture account.

Subject: Traffic Signal Modification for Bolsa Avenue and Graham
Street.
In response to the irterost expressed by your Company to participate
in the cost t4, modify the traffic signal, we are submitting the follow-
ing information for your review. The proposed work is as follows:
1. Replace the existing controller with one that will provide six (6)
phases including left -turn phases on Bolsa and separate phases for
Graham St. and the entrance into your facilities. By comparison,
the existing controller provides only 2 phases, one for Graham and
one for Bolsa, both directions.
2. Install the necessary poles and hardware for the left -turn phases
on Balsa.
3. Install -the necessary underground conduit:, w=.ring and pullboxes.
4. Install. pedestrian indications For all directions.
5. Install internally illuminated street name signs indicating "Balsa
Avenue", Graham Street", and Douglas Entrance (or other suitable
name) .
5. Install new loops on Graham Street and on the Doug).ats entrance
side of the intersection.
The estimated cost for the various items is as follows:

In response to the request of tie Public Works Department, 1 am hereby submitting
a Financial Impact Report relative to the City's Snare of the proposed expense
associated with the traffic signal modification at the intersection in quettlon,.
An appropriation in the amount of $f7,750.00 will be necessary if the City is
to participate in the pry ect at the proposed equal shared costs basis agreed
to by McDonnell Douglas
Adequate funding is, available in the Gas Tax fund for this purpose.. Should the
City Council choose to approve this expendi;.ure rather than requesting McDonnell
Douglas to fund the entire cost, or continuing the present operation, the balance
in the Gas Tax fund will be reduced to $977,255.36,'

The maii, thrust of this project would be to aid in relaxing the considerable
traffic congestion that has developed in the industrial area immediately adjacent
to the McDonnell Douglas plant on Bolsa and Graham.

5. EXPENDITURE TIMING
Work would commence iimiediately If City Council action on this issue is
affirmative.
7. COST OF NOT IMPLEMENTING TOE PROJECT
The present operation would prevail, along with its suggested inefficiencies,
unless McDonnell Douglas desired to ford the en -Ore cost of the upgrading.

Recommendation;
It is recommended that the City Council approve this project and author-
ize execution of an agreement with McDonnell Douglas Astronautics Company.
Analysis:
The existing traffic signal began operating on 01.,Q3167, it was do_
signed for a two-phase operation; that is, Bolsa A-vIenue traffic is onti
phase and Graham Street traffic (including McDonnell Douglas exiting
traffic) is the second phaso. The proposed project will assign an ex-
clusive phase for each north and south bound traffic movements as well
as east and west left -turn movements. The intersection will then be,�o.
operated by a six -phase controller. Other improvements are described
on the attached letter of proposal.
The proposed upgrading is needed as a result of increased traffic gen-
erated by continuing development of the industrial area located south
of Bolsa Avenue between Bolsa Chica and Sprin3dale Szreets. The manage-
ment of McDonnel Douglas recognize the impact of this increased develop-
ment on their employees and recently allocated $1.7,750 t,)ward the
described improvements. The management is very anxious to start con-
struction as soon as possible.
Alternatives:
1. Contin6e the operation of the traffic: signal in tho two-phase mode.
2. Request Mc-21onnell Douglas to fund the entire cost of the upgrading.
Funding Source:
If the project is approved, the City's share could be funded f'rom. Gas
