JONES II, DIRECTOR OF PUBLIC WORKS SUBJECT: APPOINTMENT OF AN ADDITIONAL LEADWORKER Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The effective operation of the City's Wastewater Program (sewage and storm runoff) requires the appointment of an additional Leadworker, Sewer position. Funding Source: General Funds. Recommended Action: Motion to approve an amendment to the current year budget by appropriating $25,590 for appointment of an additional Leadworker. Alternative Action(s): Deny the recommendation. Analysis: The Leadworker position (i.e. a first line supervisor) in the Sewer Line Maintenance program is unfilled due to the disability of the incumbent. Because it is unlikely that the employee will return to work this fiscal year, if ever, the Risk Management Division has filed an application with the Public Employees Retirement System recommending that this employee be medically retired. However, because of the vital health and safety concerns surrounding this activity (i.e. sewage and storm water removal), it is essential to maintain first line supervision of field personnel. Therefore, pursuant to filling this need and at the recommendation of the Personnel Director, the Director of Public Works is requesting the approval of an additional Leadworker position in this program. 98RCA11.DOC -2- 1 02/19/98 10:54 AM REQUEST FOR ACTION MEETING DATE: March 2, 1998 DEPARTMENT ID NUMBER: CY98-11 In order to make the proposed appointment it will be necessary to increase the budget appropriation for the Sewer Line Maintenance program by $25,590 this fiscal year, reflecting a monthly compensation of $4,265 (Range 412 C, and benefits). No additional funding will be required for fiscal year 1998-99 and beyond as the incumbent employee should be retired by the end of the current (1997-98) fiscal year. However, in the unlikely event that the now disabled incumbent should return to work, the new Leadworker will either be layed off or transferred to an open position in accordance with City personnel rules.
