SUBJECT: Appropriate Funds for Emergency Repairs to Blufftop Park
Statement of issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s)
Statement of Issue: Landscaping and landscape irrigation facilities at Blufftop Park were
destroyed in a motor vehicle accident. Repair and replacement of these items are necessary
to maintain a safe environment and attractive appearance at the park.
Funding Source: Funds in the amount of $120,000 would be appropriated from the
Undesignated General Fund balance to Park Maintenance, Contracts for Repairs and
Maintenance (10085416.64620). Risk Management will pursue reimbursement of costs from
the responsible party.
Recommended Action: Motion to: Appropriate $120,000 to fund emergency reconstruction
at Blufftop Park,
Alternative Action(s): Deny the motion and direct staff to postpone reconstruction of
irrigation facilities and landscape.

Analysis: On February 8, 2005, a motorist under the influence of drugs or alcohol drove
through the landscaping and barriers at Blufftop Park. The vehicle destroyed the irrigation
booster pump assembly that supplies water pressure and irrigation control to the irrigation
system from Goldenwest Street to Seapoint Street. The accident also damaged a palm tree,
plant material, and a section of barricade system.
To maintain a safe environment and pleasant appearance at the beach front park, Public
Works Maintenance Division must reconstruct and replace damaged material and facilities
promptly. The irrigation booster pump requires complete reconstruction to continue
automated irrigation of the entire park. The estimated cost for this work is $120,000. Risk
Management will pursue recovery of the cost for repairs through the motorist and his
insurance company.
Fiscal Impact Statement: Per Council action, a new appropriation must meet one of the
following three criteria:
1. It is an unanticipated emergency,
2. It is required to implement labor negotiations, or
3. It is a new expense that is offset by related new revenues.
This new appropriation meets criteria # 1, an unanticipated emergency
Public Works Commission Action: Not applicable.
