The resources of Channel 3 and the city's website should be used to give information to Huntington Beach voters so that they can make an informed decision. Proposed debate format on the Measure T issue: There would be four debaters on each side of the issue. One person chosen by each side makes an opening statement of three minutes. Then a series of questions begin. Someone on Side A asks a question of someone on Side B. Respondent has three minutes to speak. Poser of the question has three minutes to respond. Then any of the remaining six panelists have one minute to comment. This procedure continues alternating the side asking the 6riginal question. Finally, each panelist has a three-minute final statement. A moderator will be necessary only to explain the format and to keep time on the responses. You cannot put a price on the importance of having a safe and enjoyable place for seniors to gather in our community. I personally volunteer at the senior center in Garden Grove, and the joy that the center brings to its participants is immense. You can see it on their faces and in their smiles every day! After all, these are the community members that have built and contributed to our culture and way of life for generations. They deserve to have a little fun! Are you really going to remove the basic human need for companionship and community in the name of some other city 'good' ? I hope you will realize the value that a strong senior center can provide its local citizens and vote in favor of preserving and enhancing the quality of life of these important community members by being in favor of the Mayor's H Item as well. Funding Source: Park Acquisition & Development Fund Recommended Action Motion to: Approve a budget amendment that would allocate $25 million from MAKAR's anticipated Quimby Act park fees as revenue into the Park Acquisition & Development (PA&D) Fund, and allocate $22 million for the development of a new senior center. Any funds not expended on the senior center would return to the PA&D Fund. Alternative Action(s): Do not allocate MAKAR's anticipated Quimby Act park fees for Pacific City to the development of a new senior center. Analysis: Mayor Dave Sullivan presented an "H" item at the September 18, 2006 Council meeting directing staff to allocate an amount not to exceed $22 million of the anticipated $25 million in Quimby Act park fees from the Pacific City project to be allocated for a new senior center. The Mayor's "H" item also indicated that the city may enter into an Owner- Participation Agreement with MAKAR. Should the senior center become an obligation under the OPA, the appropriate revisions would be made in the PA&D Fund Budget. As part of the annual budget process for the PA&D Fund, revenues for the upcoming year are projected REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 1012106 DEPARTMENT ID NUMBER: CS06-017 and projects proposed for development are based on the anticipated revenue. Should anticipated revenue not be realized within the fiscal year, a project could be put on hold until the PA&D Fund has the necessary funds. City Council Adopted Policy re Mid-Year Appropriation Requests from the General Fund: As adopted by City Council in March 1998, all requests for appropriation of General Funds must meet one of the following criteria: 1) unanticipated emergency; 2) required to implement labor negotiations; or 3) a new expense offset by related new revenues. This request meets criterion #3 because the park-in-lieu fees will bring new revenue to the city.
