SUBJECT: Approval to purchase three vehicles with OCTA - Statewide
Abandoned Vehicle Abatement Program (SAAV) funds

Statement of Issue: Should Council approve the purchase of three parking enforcement
vehicles this year using funds made available through the OCTA — SAAV Program.
Recommendation was made during the budget process to replace these vehicles but was not
approved for lack of funding.
Funding Source: General Fund, Unappropriated Fund Balance with 100% reimbursement
provided by the Statewide Abandoned Vehicle Abatement Program. This is unanticipated
revenue.
Recommended Action: Motion to appropriate $60,000 from the unappropriated general
fund reserve and authorize expenditures to purchase three parking enforcement vehicles that
will enhance and support our abandoned vehicle enforcement efforts.
Alternative Action(s): Do not approve using these SAAV funds to purchase equipment.

Analysis: The Police Department currently participates in the Statewide Abandoned Vehicle
Abatement (SAAV) Program, which is administered by the Orange County Transit Authority.
Through this program the City is reimbursed for abandoned vehicles that we investigate
whether by complaint or officer observation. On a quarterly basis, the SAAV Program
distributes these reimbursements to the participating agencies that bill the Transit Authority
for their enforcement efforts. These are the funds that were recently approved by Council to
augment the lease/purchase cost of the new helicopter. However, we not only anticipate a
sufficient amount of revenue to meet the helicopter lease obligation this year, but also
enough to purchase other needed equipment to enhance and support our abandoned vehicle
enforcement efforts.
The Department recommends the replacement of the GEO Tracker vehicles currently used
by the Parking Control Officers with larger, mid -sized pickup trucks. The GEO's are unable
to meet the demanding needs of this service. Their small size and constant use have
prematurely rendered them useless. Installation of the mobile data communications
equipment required the removal of the passenger seat, which resulted in the loss of their use
for any transportation purposes. Doors have actually fallen off and the seat backs have bent
backward to uncomfortable, permanent positions from constant use. We suggest replacing
them with more comfortable and reliable vehicles by using this surplus revenue from the
Abandoned Vehicle Abatement Program.
Concurrence:
The Fleet Management Committee comprised of Michael Dolder, Robert Franz, Shari
Freidenrich and Les Jones have reviewed the purchase for need, appropriateness and
funding availability and recommend the immediate replacement of three parking control
vehicles. The cost of the trucks is estimated to be $20,000 each.

As required by Resolution 4832, a Fiscal Impact Statement has been
prepared for Approval to Purchase Three Vehicles with OCTA-
Abandoned Statewide Vehicle Abatement Program.
If the City Council approves this request, there will be no effect on
the unappropriated, undesignated General Fund balance since the
amounts are 100% reimbursable under the Statewide Abandoned
Vehicle AbatemerA"Proaram.
