Certain specific issues regarding health and welfare premiums, medical plan changes and cessation of PERS rollover benefits have been agreed to by the parties. To facilitate implementation and administration of these agreed to issues, a side letter has been concluded by the parties to be attached to the present M.O.U., Resolution #6297, and for inclusion in any new M.O.U. RECOMMENDATION: Approve Resolution No. 6 S 7 S and execute the side letter between the City and the Huntington Beach Marine Safety Officers Association implementing agreed to issues. ANALYSIS: Certain issues were agreed to between the City and the MSOA involving payment of health and welfare premiums and certain cost containment changes to the Employee Health Plan and financial limits on the dental and optical plans. The PERS rollover entitlement (Article X,B,2,a & b) of the present M.O.U. was eliminated effective 1-31-94. The attached side letter was signed by both parties to modify the present M.O.U. and be incorporated into any new agreement entered into by the parties. FUNDING SOURCE: 1993/94 City Budget. ALTERNATIVE ACTIONS: Reject the side letter and maintain status quo of benefits, premiums and PERS rollover entitlement. Side letter between MSOA and City of Huntington Beach, dated January 28,1994 J� RESOLUTION NO. 6575 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH MODIFYING BENEFITS AND AMENDING THE MOU BETWEEN THE CITY OF HUNTINGTON BEACH AND THE HUNTINGTON BEACH MARINE SAFETY OFFICERS ASSOCIATION WHEREAS, the City Council of the City of Huntington Beach desires to modify certain benefits for employees represented by the Huntington Beach Marine Safety Officers Association, NOW, THEREFORE, the City Council of the City of Huntington Beach resolves as follows: 1. The Side Letter dated January 28, 1994, to the Memorandum of Understanding Between the City of Huntington Beach and the Huntington Beach Marine Safety Officers Association, is hereby approved and ordered implemented in accordance with the terms and conditions thereof. A copy of the Side Letter is attached hereto and by reference made a part hereof, 2. The City Administrator is authorized to execute this Side Letter on behalf of the city. 3. The Side Letter shall be effective for the term of the current M.O.U. adopted by Resolution No. 6297 and shall be included in any new Memorandum of Understanding between the City of Huntiongton Beach and the Huntington Beach Marine Safety Officers Association. This side letter will be incorporated into any new Memorandum of Understanding between the City and the Police Officers Association. 1. Health and Welfare (Article IX,A,4,b,1) - Effective January 1, 1994, the maximum payment for medical premiums shall be $544. (Article) 2. Medical Plan Changes (Article X,A,1) - Modify the City Health Plan to provide the following changes effective January 1, 1994: a. Elective Outpatient Surgery - "Plan to pay one hundred percent (100%) of covered expenses (anesthesia, outpatient surgery, facility use, surgeon and pre -admission) for PPO providers. Plan to pay seventy percent (7096) after the deductible is met for non- PPO providers". b. Non-PPO's - "Plan will pay ninety percent (9096) for PPO providers and seventy percent (700) for non-PPO providers of usual, customary and reasonable charges. However, in the event of emergency services, the plan will pay ninety percent (900-0 of usual, customary and reasonable charges for non-PPO providers. Emergency services is defined as following: services which are immediately required to treat a sudden, serious and unexpected illness or injury, including services to alleviate severe pain associated with sudden serious and unexpected illness or injury. c. PCS Changes - "Effective January 1, 1994, reduce mail order drug cost from $5 to $4 for generic brand(s) and from $8 to $6 for "brand" names. 3. Dental Plan (Article X,A,4,b) - Effective January 1, 1994, the City shall pay dental premiums to a maximum of ninety nine dollars ($99) per month. 4. Optical (Article X,A,4,b) - Effective January 1, 1994, the City shall pay optical premiums to a maximum of thirteen dollars ($13) per month at a composite rate. PERS Rollover (Article X,B,2,a & b) - "No unit employee shall be allowed to apply for or continue this benefit (PERS pick up and vacation accrual) beyond January 31, 1994."
