LOWENBERG, Chief of Police SUBJECT: Approve the expenditure of confiscated drug mon y for Police Department network modifications. m ©0 N r 00 Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The Police Department needs to make changes to the existing computer network which will provide security of confidential data and integrate with the city- wide network for E-mail, calendaring, and other data activities. $62,772 for this project is available from unclaimed confiscated money resulting from adjudicated drug cases collected during the last several years. Funding Source: General Fund unappropriated fund balance. 100% reimbursed from unclaimed confiscated money. Recommended Action: Approve the appropriation of General Funds and authorize the expenditure of $62,772 for needed network improvements in the Police Department. Alternative Action(s): Deny approval of the project and funding source. REQUEST FOR COUNCIL ACTIN MEETING DATE: March 16, 1998 DEPARTMENT ID NUMBER: PD 98-007 Analysis: The Police Department is currently working to replace the McDonnell Douglas Computer Aided Dispatch and Records Management System. The Police Department has been making many changes to the existing city network, which connects all personnel to E- mail, calendaring, and other data services. The stopgap changes have enabled the Police Department to operate information systems while continuing litigation with McDonnell Douglas. Citywide network systems are being upgraded to new software and there are a number of connectivity issues that must be resolved within the Police Department. If the issues are unresolved, then the Police Department will be unable to communicate with the other city departments on the city network. The project includes an analysis of the current police networks and replacement of certain computer servers. These computer servers store highly confidential police information such as Vice and Narcotics case files. These files must reside in the Police Department to be in compliance with the Department of Justice. $62,772 is from unclaimed adjudicated drug cases from the last several years. The persons involved in the adjudicated cases have a period of one year to make any claim for the confiscated money which was part of the evidence used in those cases.
