Council action is now sought. Recommendation: Accept the low bid submitted by Newport Harbor Const. Co. and award contract for the bid amount of $651,440.00. Analysis: The following bids were received: Newport Harbor Const. Co. $651,440.00 Bayside Builders Const. Co. $670,846.00 Douglas Campbell Co. $683,333.00 Atkins Co. $695,900.00 This was the second call for bids. In August the low bid received was $691,182.00. Rebidding has resulted in a savings of $39,742.00. The low bid does exceed our estimate of $590,111 by $61,333 (10% over the estimate). However, construction costs continue to increase at the rate.of 1 1/2% per month, and further delays would only add to the project cost. It is therefore recommended that the project be awarded to the low bidder. Funding Source: Monies are in Water Div. account No. 920993 in the amount of $589,346.91. Funds in Water account 920995 (Building for Well No. 4) exceed the cost of this work and $63,000 can be transferred to account No. 920993 to complete project: funding.
