Wilson, City Manager PREPARED BY: Michele Carr, Director of Human Resources SUBJECT: Adopt Resolution No. 2011-42 increasing the employee -paid portion of the CaIPERS contribution for Non -Associated employees Statement of Issue: Non -Associated employees have agreed to increase the employee - paid portion of CaIPERS by an additional amount of 2.50% during the term of the agreement. Financial Impact: Increasing the employee -paid portion of CalPERS would result in savings to the City of approximately $74,500. Recommended Action: Motion to: Adopt Resolution No. 2011-42, "A Resolution of the City Council of the City of Huntington Beach Increasing the Employee Paid Portion of CalPERS Contribution." Alternative Action(s): Do not Adopt Resolution No. 2011-42, "A Resolution of the City Council of the City of Huntington Beach Increasing the Employee Paid Portion of CaIPERS Contribution." 113 -32 1- Item 14. - I REQUEST FOR COUNCIL ACTION MEETING DATE: 6/20/2011 DEPARTMENT ID NUMBER: HR 11-007 Analysis: Non -Associated employees, (which includes all Department Heads, the City Manager and Deputy City Managers, and the full-time elected City Attorney and City Clerk), have agreed to implement graduated increases in the employee -paid share of CalPERS. The net impact across all years of implementation will result in all Non -Associated employees contributing 6.75% towards the employee -paid share of CalPERS. Non -Safety Non -Associated employees are currently contributing 4.25%. Effective October 1, 2011, employees will contribute an additional 1.25% for a total of 5.50%. Effective October 1, 2012, the employee -paid contribution will be increased an additional 1.25% for a total of 6.75%. Finance has estimated two-year annualized savings of approximately $60,000. Safety Non -Associated employees presently contribute up to 4.25%. These amounts will be adjusted over time such that the total employee -paid contribution is 6.75%. Finance has estimated savings of approximately $14,500. Overall, the estimated savings over the full implementation period is approximately $74,500. The Non -Associated Resolution is hereby modified to reflect this action and is attached as Resolution No. 2011-42, Exhibit "A". "A Resolution of the City Council of the City of Huntington Beach Increasing the Employee Paid Portion of CAPERS Contribution" amending the ,Non -Associated Resolution hereby attached as Exhibit "A" Item 14. - 2 11B - 3 /22- ATTACHMENT #1 RESOLUTION NO. 2011-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH INCREASING THE EMPLOYEE -PAID PORTION OF CALPERS CONTRIBUTION WHEREAS, the City Council of the City of Huntington Beach desires to increase the Employee -Paid portion of CalPERS Contribution upon adoption of this resolution, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. CaIPERS Contribution by Non -Represented employees shall be as reflected in Exhibit A, attached hereto and incorporated by this reference. 2. Except as modified herein existing benefits shall remain in effect. 3. Any resolution in conflict herewith, whether by minute action or resolution of the City Council heretofore approved, is hereby repealed. PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 2 0 th day of June 2011 APPROVED: City Dry rity 66146 Resolution No. 2011-42 EXHIBTI' A NON -ASSOCIATED EMPLOYEES PAY AND BENEFITS RESOLUTION PERS 2.5% at 55 Effective October 1, 2011, and thereafter, the employees shall pay an additional one and one -quarter percent (1-1/4%) of the employee share of PERS for a total of five and one-half percent (5-1/2%). Effective October 1, 2012 employees shall pay an additional one and one -quarter percent (1- 1/4%) of the employee share of PERS, for a total employee contribution of six and three- quarter percent (6-3/4%). Three Percent ON at Age 50 Formula Effective October 1, 2011, "Safety" employees hired prior to December 1, 2009 shall pay an additional two and one -quarter percent (2-1/4%) of the employee share of PERS. Effective October 1, 2011, "Safety" employees hired after December 1, 2009 shall pay an additional one and one -quarter percent (1-1/4%) of the employee share of PERS. Effective October 1, 2012, "Safety" employees shall pay an additional one and one -quarter percent (I -1 /4%) of the employee share of PERS. Effective October 1, 2013 "Safety" employees hired prior to December 1, 2009 shall pay an additional one and one -quarter percent (1-1 /4%) of the employee share of PERS. Effective October 1, 2013, all "Safety" employees shall pay a total employee contribution of six and three-quarter percent (6-3/4%) of the employee share of PERS.
