Financial Impact: The City's adopted FY 2017/18 and proposed FY 2018/19 Capital Improvement Programs (CIP) Budgets total $28 million and $24.7 million respectively for approved projects citywide. Each approved CIP project has a budget containing sufficient funding for design, environmental, engineering, construction, project management and other required costs. Item 18. - 1 xB -672- Dept. ID PW 18-028 Page 2 of 2 Meeting Date: 5/21/2018 Analysis: On November 28, 2017, the City advertised a Request for Qualifications ("RFQ") for On -Call Engineering and Professional Consulting Services. Proposals were requested and submitted in compliance with Chapter 3.03 of the Huntington Beach Municipal Code. Fifteen (15) proposals were received for civil and engineering services. In accordance with a qualifications based selected procurement per the Federal "Brooks Act," State SB 419, and the City of Huntington Beach Municipal Code Section 3.03 "Professional Services" the Public Works Department established a review board. Proposals were evaluated and ranked by a three (3) member panel review team established by the Public Works Department. The reviewers were a Principal Civil Engineer, a Senior Civil Engineer, and a Senior Engineering Technician. After conducting the entire evaluation process, including negotiation for competitive rates, the top three (3) firms were selected to increase the opportunity for competitive proposals for future projects from qualified on call consultants, and they are Stantec Consulting Services, Inc., NV5, Inc. (a.k.a CivilSource), and Michael Baker International, Inc. A Summary of the evaluation sheets for the top three firms, and the fourth firm not selected are shown in Attachment 4. The contracts recommended in this Request for Council Action (RCA) are to support staff for civil and design engineering of capital improvement projects. These services have historically been utilized to supplement City staff to meet annual CIP goals, to provide required expertise for unique projects. Each project is evaluated on a case by case basis to determine if these as -needed contract services are necessary. The City's Capital Improvement Program ("CIP") is approximately $24.6 million in Fiscal Year 2017/18, and exceeds $28 million with continuing funds for projects approved from previous years. In addition, the proposed Fiscal Year 2018/19 CIP totals $24.7 million in new projects. Typical design and construction support costs from use of consultants on a CIP project can vary between ten (10) to twenty (20) percent of total costs for a CIP project. Therefore, it is practical to conservatively estimate minimum annual consultant costs would be approximately $2 million to the City for total CIP projects or $6 million within the next three (3) years. Civil and engineering services are typically required for streets, sewer and storm drain related CIP projects. Therefore, these consultants were selected to meet projected workload over the next three years with a total contract limit of $3 million. Public Works Commission Action: Not applicable. Environmental Status: Not applicable. Strategic Plan Goal: Enhance and Maintain Infrastructure Attachment(s): 1. CivilSource will meet with City project representatives regularly and maintain constant communication to ensure successful and timely delivery of the project. Meeting minutes will be distributed within one week of the meeting identifying actions, items, assignments and due dates. Cost Control We are able to continually review and evaluate a project's cost through all project phases to enable informed and timely decision - making by our clients and the entire project team. Cost control techniques include: program budget analysis; value engineering; life - cycle cost analysis; and quantity - based estimating. We rely on an open -book, inclusive process that demonstrates the costs and benefits of varying design options. This budget confirmation process starts in the earliest stages of the project, when design and engineering alternatives have the greatest potential impact on costs. Our design teams analyze client goals, technical requirements, alternative building concepts, construction costs and long-term operational costs to define the optimum scope within the budget, ensuring long-term flexibility and value. Schedule Control The key to effective schedule control is to measure actual progress and compare it to planned progress on a regular basis and to take necessary corrective action immediately. We propose to supplement each major task as identified in the master project schedule with a supplemental schedule to keep careful track of where each individual component stands. We identify problems that may result from delays and readily provide the opportunity to modify the schedule, as required. This process ensures the completion of your projects on schedule. Capability of Developing Innovative or Advanced Techniques Our team focuses on providing safe, cost-effective, reliable, and sustainable improvements using innovative design and contracting techniques that meet the needs of the taxpayers, meet or exceed the minimum standards based on design improvements, and minimizes impacts to adjacent properties and vehicular and pedestrian traffic. Our experience engineering staff provides lower - cost or lower -impact alternatives in order to develop the least disruptive and least expensive designs. One such example of our use of innovative techniques can be seen in our work on the design of the Industrial Way Storm Drain and Drainage Improvements project for the City of Costa Mesa. The project included design of a drainage system to alleviate the flooding in the area. The existing 48" storm drain pipe in the street (Industrial Way) was not capable of handling the storm flood in its current condition. We studied different design options and performed hydrology and hydraulic analysis for various alternatives. HB -797- Item 18. - 126 We designed a system that would limit the flow into the existing storm drain system. In addition, we designed an underground detention system consisting of three (3) rows of 12" perforated corrugated metal pipes within the available portion of the adjacent field. The new drainage system solved the flooding problem in the area and saved the City Public Works Department a substantial amount of money. The proposed design alternative was much superior to a conventional trenching method within the street area consisting of replacing a large segment of the existing pipe with a larger diameter pipe and adding numerous catch basins. The construction of the new drainage system was completed on time and it is working just as intended. The City did not experience any flooding in the project area in the past heavy rain season. CivilSource also provides construction management for public works projects to several local agencies. We take our commitment to building innovative projects seriously, and will have our in-house construction management staff review plans and specifications for constructability. This is a good opportunity to obtain the view of those from the field and reduce potential difficulties that may be encountered during the construction of a project. Familiarity with State and Federal Procedures We understand that the development of Federal and State funded projects requires more than the preparation of design reports and PS&E. More and more, engineers are required to navigate their projects through the complex federal aid process involving pre - award audits, authorizations, and timely use of fund provisions. Our experience with the regulatory agencies controlling these funding sources has afforded us the opportunity to support our clients through the process of developing the day to day procedures required to secure authorization and reimbursement for federally funded projects. This participation has put us in a position to offer our clients an unparalleled level of understanding of the process required to comply with Federal and State requirements. Our work with local, state and federal agencies keeps us in the forefront of current updates to policies and procedures allowing our clients to benefit from our regular involvement in the project delivery process. Financial Responsibility Our company is financially viable and there are no conditions that may impede our ability to complete the City's projects. CivilSource is a part of NV5, a leading provider of professional engineering and consulting solutions with a 60-year history.
