Rcommen n: That staff recommend approval of this grant application and the City Council authorize the Mayor to sign the Interagency Agreement required in order to secure grant monies for the third year. nalvsi In`accordance with Assembly Bill 1983, the Office of Criminal Justice Planning (hereafter referred to as OCJP) Is authorized to administer the Suppression of Drug Abuse in Schools Program (hereafter referred to as DSP). Approximately $500,000 of DSP funds have been appropriated to fund new drug suppression projects, as well as maintain drug suppression projects in their second and third years of existence. The DSP's goal is to strengthen the efforts of local law enforcement and school districts to restore safety to the schools and playgrounds and to create a drug -free environment where teachers and students can teach and learn. The Huntington Beach Union High School District, primary applicant and responsible agency to match any grant funds received, has approached the Huntington Beach Police Department to apply jointly with them for $69,333. $10,000 of that grant money, if awarded by OCJP, would be delegated to the Huntington Beach Police Department and its drug education commitment to the community through Project D.A.R.E. The Huntington Beach Police Department would again commit two, full --time police officers to teach Project D.A.R.E. in Huntington Reach elementary schools. Four years ago, a full time Crime Prevention Specialist was hired to bring educational law into enforcement programs our city's schools. Those relating to elementary school age youth will be the responsibility of Ocean View Elementary. This coordination will be a result of cooperation between the school districts, the police department, and the approved referral agencies. Law enforcement officers will be present on campus as a result of coordination with the various principals involved in the targeted schools. The rapid pa;.ul�ation growth of recent years has resulted in a 24% minority school population which is largely Hispanic and Southeast Asian. This a rea also , has many single p2rent famil ies ►chose children are frequently inadequately supervised during the day and evening. Gang "activity based on ethnic origin has increased significantly in tt►e residential areas of lower socio-economic status. And, a primary activity of these ,gangs has been involvement in the use and sales of drugs on campuses and surrounding areas. Drug involvement, however, has not been limited to the lower.socio•economic classes and ethnic communities, there has also been a a rowing 'youth acceptance of the use and sale of drugs in the middle and upper class neighborhoods. The co:-.munity, schools, parents, and the police department share in their concern for the spreding usi� and sale of drugs among its young people. The Huntington Beach Police statistics reveals over 2,800 juvenile arrests from 9/87 to 3/88 with over 434 of these for drug and alcohol related offenses.
