LOWENBERG, Chief of Police SUBJECT: APPROVE CONTINUATION OF TRAFFIC ACCInFNT nATA INPt1T Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Should Council approve the police department's recommendation to continue entering traffic accident data into an automated system using revenue from the new Statewide Abandoned Vehicle Abatement Program (SAAV). Input will be accomplished by continuing the employment of one part-time, temporary Office Assistant currently paid from the Traffic Safety Grant that concludes in December `97 to handle the additional clerical duties of the SAAV program and to continue entering traffic accident data after the grant ends. Funding Source: General Fund offset by unanticipated revenue from the new Statewide Abandoned Vehicle Abatement Program. Recommended Action: Appropriate $12,500 from the General Fund and authorize expenditures to continue _funding one part-time, temporary Office Assistant II (Typing) position after the Traffic Safety Grant concludes. Approve increasing General Fund revenue by an estimated $200,000 this year from the Abandoned Vehicle Abatement Program. Alternative Action(s): Do not approve continuation of traffic accident data input by funding one Office Assistant II position. REQUEST FOR COUNCIL ACTION MEETING DATE: December 12, 1997 DEPARTMENT ID NUMBER: PD 97-018 Analysis: In 1990 the state legislature enacted two provisions of the California Vehicle Code that established a Statewide Abandoned Vehicle Abatement Program (SAAV) for the purpose of encouraging jurisdictions to remove abandoned vehicles from public property. Each county was required to establish a service authority in order to participate in the program. The Orange County Transit Authority (OCTA) was given the responsibility in Orange County. The program is funded through a one dollar fee assessed to every registered vehicle in a participating county. Funds are distributed by OCTA based on the number of vehicles abated and the population of the City. Revenue from this program has been climbing since our initial participation in 1992. From 7/1/96 through 6/30/97, the City received $48,581. Due to improved reporting methods, becoming aware of the potential revenue that can be gained from this program and the advantages gained by improving neighborhood aesthetics with the removal of abandoned vehicles, our Parking Control Enforcement Unit has increased its involvement in this program. Anticipated revenue for the first quarter 7/1/97 through 9/30/97, should exceed $50,000. Annual revenues are expected to reach $200,000 this year that was not projected during the budget process, making this new and additional revenue. In 1996, the Department was awarded a State grant from the Office of Traffic Safety for use in updating our traffic accident reporting system. The grant allowed us to hire two P/T, temporary Office Assistants for data entry. With the help of these individuals, since January, 1997, we have completely revised the way we hold traffic collision data and also moved ALL of our routine record keeping functions such as traffic statistics, scheduling DUI/suspended driver files, and the abandoned vehicle programs to a Microsoft ACCESS format. These Assistants are handling all data input for the various files. We provide detailed collision data to City Traffic Engineering and CHP - Sacramento and specific reports required by the OCTA to participate in the Vehicle Abatement Program. The grant concludes in December, 1997, when these positions will terminate. These positions have enabled the Traffic Unit to improve its reporting processes. The information is essential for traffic safety planning as well as contributing to the success of the Abandoned Vehicle Abatement Program. Now that data input is current and the employees are well along on the learning curve, we believe that one Assistant would be sufficient to continue handling the workload. The Department recommends continuing the P/T, temporary employment of one Assistant by funding the position from the General Fund with 100% reimbursement from the Abandoned Vehicle Abatement Revenue. The current annual salary cost for this position will be $12,500. If both positions are terminated, accident data input will be restricted to major incidents only and the Abandoned Vehicle Abatement Program reporting will be jeopardized.
