Enough men were assigned to each beat to answer eighty-five
percent of calls without delay. The remainder were assigned
to preventive patrol . ,
While this work was a pioneering effort , it sufferers from
four shortcomings . First , although police mere allocates to pro-
duce a decrease in response times , no analysis was carried out
to see if a decrease in fact took place. The subsequent I.EMPAS
package dies not include any response time reporting features .
Second , police were allocated to pre•,rentive patrol purely as a
residue . There was no active consideration given to the. value
of d police car in carrying out preventive patrol as opposed to
answering calls for service. Third, no active consideration was
given to priorities of esiergency calls over public service .
Fourth, although crime workloads were predicted accurately , the
method of prediction did not take the police allocation used
into account. There was thus no way to relate that allocation

to reductions or increases in the incidence of crime.
Dayton , Ohio
This city has a system which predicts police workloads based
on number of crimes , arrests , snd dispotches at different times
of the year. Police are then allocated to bents so that no beat
workload varies rrore than 'our percent from the average .

Like the St. Louis system, this system has gaps in it.
First , there was no external measure of the effectiveness of the I
allocation (for example , on the number of arrests or crime-, re-
ported) and so there was no way of knowing whether one alloca-
tion is better than another . Second , only three factors (crimes ,

arrests , dispatches ) were used to determine the workload. 'there

was little analysis done to see these were th.n most significant
factors or if they were interrelated. Third , there was no con-
tinuing measure of -whether these workloads prevailed after the
allocation was made. It is often difficult to allocate workloads
to beats due to the high frequency of inter-beat dispatches ,

Several persons at the New York City RAND Corporation have
made significant contributions to aspects of mL,.power allocation.
Richard C. Larson has developed an allocation formula designed to
address the basic questions of volice deployment . His method
requires police administrators to specify a number of policy ob-
iectiv_ns for each beat. 7hese objectives are then translated
into constrraints . For instance, average travel time for urgent
calls cannot Exceed 4 minutes . Other constraints can involve the
minimum number of car. that must be available foi' preventive
patrol or any other measurable factors deemed important. The
mdel Bete-mine_ the minimum number of units for each beat that

reets the constraints . The modlAl allocates police to beats
(or other activity) by time, of day. The model played an impor-
irant part in the creation of a fourth platoon which now operates
from 6:0O p.m. to 2:00 a.m. in New York City.
Larson ' s model is probably a good starting point for a police
allocation study . Its principal deficiency , not apparent from
Table 1 , is that it accepts as given many of the things that 4

police departments would like to determine . For example , police
administrators would like: to know how many cars or men to allocate
to preventive patrol . but the nodel asks for an estimate of this
nurber in order to create police platoons .
S. Jams Press conducted a retrospective . statistical study
to determine the effect increased police manpower on reported
crime in a district of New York City. He looked for changes in
reported crime hoth within the district that had an increase in
manpower and in adjoining districts. lie also paired the "experi -
nental district" with "control " districts in which no significant
changes in police manpower occurred. liis results though highly
qualified, indicate• the types of crimes that are likely to be
reduced by increased manpower. The incidence of these kinds of
crises could be a good indicator of the effectiveness of manpower
allocation. This hDrk does not constitute a complete manpower
allocation system , but does joint the ►gay for measuring the effec-
tiveness of allocations.

A great deal of study on the allocation of resources was `
done under contract to the ci ty acid supported by a grant from the
Office of Law Enforcement during 1968-1969. One of the studies '

by David G. Olson , dealt with the value of police performing '
preventive patrol by predictinq the probability that pot iceman '
and criminal %could meet . The study indicated what data wouid have
to be collected to verify these predictions . This paper like +
Press 's is a useful part , but only a part , of a much larger mosaic.
Another paper by Ernst K. Nilsson , analyred the response of
police cars to calls for service, making a distinction between
priority levels uf urgency. This cnociel could be used to deter-
mine the split bet�-aen eme rgercy and public service cells .
It is evident that what is needed is a systematic ray to
look into the existing allocation models . data reporting systems
and computerized approaches in the police area , extract those tools
and systems which can address the manpower problem in an overall
sensible spanner and apply them in cooperative municipalities in a
tightly controlled environment sn that their impact and utility
can be assessed.
Tho need is not in developing new and faster data-oriented
systems; it lids in the synthesis of existing systems into an applied,
i.malemented and operational me dfl for evaluating the manpower allo-
cation function , and for assisting the administrator in understand-
ing its use.. .

The final goal of the proposed project is to develop a model for
allocation of police manpower which will : . .

This model will be a flexible tool which will enable any city to
use its o--n data vase and comand criteria to develop its individual
manpower allocation decisions . It ►;ill not make those decisions for
each jurisdiction , but will rather point out the most effective manner
to achieve the stated goals for each interested jurisdiction .
The objective of the system will be to aid police administrators
in all portions of the allocation cycle and to address all the prinicipal ,<
uses of the patrolman ' s time .
The proposed project will produce :
1 . A flexible , tested , and transferable system for allocating
police patrol manpower. It will be based on a mixture of
local government requirements , and available technical know
ledge.

phase is designed to accomplish its own objectives and to lay the

The project team will combine the r4sulis of these meetings to
find common areas of agreerient and important areas of disagreement as
to project aims. There these disagreements are crucial , the feasibility :
of separate approaches in different subgroups of cities will be con-
sidered. Paralleling this effort will be continuing technical work to
analyze and test current manpower allocation models for use on the
-project. An important rieeting of all test :,ite representatives and
technical persons will take place part way through this phase to fix
on the models that will be used and their attendant data requirements .
