LOWENBERG, Chief of Police SUBJECT: APPROVE DUI EDUCATON & ENFORCEMEN 6AOUNT `, w; Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status, Attachment(s) 91 Statement of Issue: Should the Police Department Traffic Division establish a separate account to fund DUI education programs such as "Every 15 Minutes," DUI checkpoints and police officer overtime for holiday DUI enforcement. To fund at least one major DUI community education effort, four DUI checkpoints and two officers per shift for six holiday's an account balance of$20,000.00 is needed. Funding Source: General Fund, Fund Balance. In 1996 traffic collision related DUI recovery costs amounted to $70,522.56. Billing relating to traffic enforcement stops where the DUI criteria was met, came to $129,442.80 for a combined total of $199,995.36. Establishing a Traffic Education and Enforcement Account in the amount of $20,000.00 represents only ten per cent of expected revenue generated by police activities in this area. Recommended Action: Approve a Traffic Education and Enforcement Account in the amount of $20,000.00 per year and authorize expenditures for DUI Education and Enforcement. Alternative Action(s): Deny the proposed account and DUI related expenses. E, (V #QUEST FOR COUNCIL ACTi..N MEETING DATE: 12/15/97 DEPARTMENT ID NUMBER: PD97-020 Analysis: The motor vehicle is the primary means of transportation in the United States, yet for all its advantages, deaths and injuries resulting from motor vehicle crashes are the leading cause of death for persons between 5 to 27 years of age. Traffic fatalities account for more than 90% of the transportation-related fatalities. The mission of the Huntington Beach Police Department Traffic Bureau is to reduce deaths, injuries and economic losses from motor vehicle crashes. Persons under the influence are much more likely to become involved in a traffic accident. Alcohol and/or drugs affect a persons ability to make the right decisions, to anticipate dangerous situations and to use normal care and judgment. Reaction time is increased and a persons visual acuity and the ability to distinguish color will be diminished. The Huntington Beach Police Department has been diligently working to reduce DUI related traffic collisions. There was a reduction of traffic collisions, injuries and death between 1995 and 1996. However, there was an increase in DUI arrests. We would like to further increase our enforcement efforts, but with staffing reductions, this is unlikely without overtime funding. Statistics for Traffic Collisions between 1995 and 1996. 1995 1996 Percentage Traffic collisions 3044 2818 -7.42% Fatalities 14 11 -21.43% Injuries 1522 1338 -12.61% DUI- Collision 149 161 +8.06% DUI-Arrests 572 652 +13.99% During the first ten months of 1997 we have reviewed 120 DUI collisions and find that the BLOOD ALCOHOL LEVEL has risen to an average .19% while the U.S. average remains at a .16%. This high level of intoxication is significant in that the collisions tend to involve serious injury. Also, the reduction in visible enforcement such as DUI checkpoints and DUI patrols contributes to the number of drunk driver's on our streets. Huntington Beach has a significant problem with alcohol consumption in our beach area and if it goes without adequate enforcement it can only get worse. Since 1986 the Police Department (Traffic Bureau) has been billing for the recovery of costs related to emergency responses to DUI related traffic collisions. Beginning in 1996, motorists whose negligent operation of a vehicle resulted in an emergency response (i.e., the use of emergency lights and/or siren) and it was determined that the driver was under the influence of an alcoholic beverage or drug, were also billed.
