Statement of Issue:
The Orange County Environmental Management Agency requests City Council approval of
plans and specifications for the cathodic protection system improvements to the Talbert
Channel from Banning Avenue to Hamilton Avenue.
Funding Source:
N/A
Recommended Action:
Adopt the resolution,.approving plans and specifications for the improvements to the Talbert
Channel from Banning Avenue to Hamilton Avenue.
Alternative Action(s):
Deny approval of plans and specifications and have the County allocate funds on other
projects within other cities of the County.

Analysis:
Before the Orange County Environmental Management Agency can proceed with a project
within thd'City, per the California Public Contract Code, the City of Huntington Beach must
adopt a resolution approving the plans and specifications for the cathodic protection system
for the Talbert Channel between Banning Avenue and Hamilton Avenue.
The County's cathodic protection project within this reach of the Talbert Channel will
complete the ultimate improvements designed to protect surrounding residential
neighborhoods from flooding. Staff has reviewed and approved the County's plans and
specifications and concurs with the request for City Council approval.
Environmental Status:
The Orange County Flood Control District E.I.R. No. 445, certified in 1987, and addendum IP
90-49 is on file with the District.

RESOLUTION NO. 96-96
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
APPROVING PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF THE
TALBERT CHANNEL CATHODIC PROTECTION SYSTEM FROM BANNING AVENUE
TO HAMILTON AVENUE BY THE ORANGE COUNTY ENVIRONMENTAL MANAGEMENT
AGENCY AND FUNDED BY THE ORANGE COUNTY FLOOD CONTROL DISTRICT.
WHEREAS, the Orange County Environmental Management Agency on behalf of the
Orange County Flood Control District proposes to construct a cathodic protection system for
the Talbert Channel from Banning Avenue to Hamilton Avenue to prevent corrosion of the
previously installed steel sheet pile channel walls which project has been found to have
beneficial impacts on drainage within the City of Huntington Beach; and
Approval of plans and specifications for this project by the City of Huntington Beach is
required under provisions of the California Public Contract Code,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington
Beach does hereby approve plans and specifications for the proposed project to install a
cathodic protection system for Talbert Channel from Banning Avenue to Hamilton Avenue by
the Orange County Flood Control District.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 2 1 s t day of October , 1996.
