[XI Yes [1 New Policy or Exception -------------------------------------------------------------------------------------------------------------------------(Z�ev Statement of Issue, Recommended Action, Analysis, Funding Source, Alternative action, Attachments: ---------------------------------------------------------------------------------------------------------------------------------- /0/y/p3- ��L ©e. f"C D STATEMENT OF ISSUE: 0 The Orange County Environmental Management Agency requests City Council approval of plans and specifications for construction work within Talbert Channel from Brookhurst Street to Banning Avenue, and within Huntington Beach Channel from Talbert Channel to Magnolia Avenue. RECOMMENDED ACTION: Adopt the attached resolution approving plans and specifications for construction of Talbert Channel from Brookhurst Street to Banning Avenue and Huntington Beach Channel from Talbert Channel to Magnolia Avenue. ANALYSIS: The Orange County Environmental Management Agency has prepared plans and specifications for the improvement of Talbert Channel from Brookhurst Street to Banning Avenue, and for the improvement of Huntington Beach Channel from Talbert Channel to Magnolia Avenue. The proposed improvements will eliminate the downstream channel constrictions and will increase the capacity of both flood control channels. The risk of flooding do to failure of earth levees will also be reduced. Construction is scheduled to begin in early November 1993 and end in October 1994. The estimated cost of construction is $5,000,000. The project will be funded from County Flood Control District Funds. Request for City Council Action Resolution Approving Construction Within Talbert Channel and Huntington Beach Channel October 4, 1993 Page 2 ANALYSIS (Cont): Plans and specifications have been approved by the Director of Public Works. On November 5, 1991, the Planning Commission determined that this project is in conformance with the City's General Plan. A copy of the plans and specifications is on file in the Department of Public Works. California Public Contract Code, Section 21020.9 requires that the City Council approve plans and specifications for this project before a contract is awarded. If the project is not approved by the City Council by October 4, 1993, then the project will not proceed, and the County will have the option to expend the allocated funds on other projects within the County. Environmental Status: The Board of Supervisors of the Orange County Flood Control District, on August 10, 1993, adopted Resolution No. F93-30 with the findings that Final Environmental Impact Report (EIR) No. 445, previously certified on January 14, 1992, and Addendum No. IP 90-49 to the EIR were considered prior to the approval of the project. Together they were determined adequate to satisfy all the requirements of California Environmental Quality Act (CEQA). FUNDING SOURCE: No City funds required. The entire project lies within the City limits of Huntington Beach, and under Section 21020.9 of the Public Contracts Code, local agency approval in the form of City Council approval is required prior to award of the contract for construction.
