SUBJECT: AUTHORIZE APPROPRIATION OF FUNDING FOR CONSULTANT
TO DEVELOP DESIGN CONCEPTS FOR CITY'S ENTRY NODES

Statement of Issue: The Urban Design Element to the City's General Plan identified the
existing condition of several of the City's entry points (Entry Nodes)as needing stronger
definition. Staff has completed a Request for Proposal process and is ready to select a
design professional. However, this process occurred after the City's 2006 budget was
approved and no General Fund monies exist in the Economic Development Department for
this purpose. Accordingly, an appropriation of$30,000 is hereby requested.
Funding Source: Unappropriated General Fund Balance, Fund 100, to Business Unit
10080101.69365. Fiscal Impact Statement is attached.
Recommended Action: Motion to:
1. Authorize appropriation of$30,000 from the unappropriated General Fund balance;
Alternative Action(s): Do not approve and advise staff how to proceed.

Analysis: The City's General Plan of May 13, 1996 states, "Huntington Beach has no
strongly coordinated defined points of entry from surrounding communities and the San
Diego Freeway. They are not clearly marked and changes in the visual character between
surrounding communities are not apparent." To remedy this lack of well-defined points of
entry, the City Council approved an H Item by Councilmember Bohr that directed staff to hire
a consultant to conduct a design competition involving the colleges and universities for the
design of 11 entry nodes. After consultation with Councilmember Bohr and to significantly
speed up the process to make improvements at these primary entry nodes, the direction was
slightly modified to select a consultant to design a minimum of three concepts and present
these concepts for public review and comments at a maximum of five public meetings.
Accordingly, Requests for Proposals were distributed to literally hundreds of potential
designers either directly or through professional associations, as well as being placed on the
City's website for public participation. The City received eight proposals, and each was from
a well-qualified firm with experience in designing signage for public spaces. Because of the
high level of general qualifications, a panel representing four different city departments
interviewed and rated each firm. The proposals from the top three ranked firms were re-
reviewed by the panel so that staff could recommend one firm for the design work.
Subsequent to the City Council appropriating the requested General Fund monies, an
administrative professional services agreement will be prepared, including a detailed scope
of work and proof of insurance, and executed on behalf of the City by the Director of
Economic Development. Included in the scope of work to be performed by the selected
consultant will be the aforementioned preparation of at least three concepts for the entry
nodes, followed by presentation at a maximum of five public events designated by the City. It
is believed the three concepts can be ready for public input within approximately three
months.

STATEMENT OF ISSUE:
The city has submitted a proposal to CalTrans to incorporate a sign identifying
"Huntington Beach" on the pedestrian overpass in front of the Hyatt Regency Hotel. If
approved, the sign will strengthen the city's identification along Pacific Coast Highway.
In addition, on April 28, 2005, the Design Review Board (DRB) discussed improving the
city's image at the eight primary entry nodes identified in the city's General Plan. The
nodes are located at the following intersections:
❑ Bolsa Chica St./ Rancho Rd. ❑ Brookhurst St./ Garfield Ave.
❑ Goldenwest St./ Bolsa Ave. ❑ Adams Ave./ Santa Ana River
❑ Beach Blvd./ Edinger Ave. ❑ Pacific Coast Hwy. /Santa Ana River
❑ Magnolia St./ Warner Ave. ❑ Pacific Coast Hwy. /Warner Ave.
The Urban Design Element in the General Plan identifies the existing condition of entry
nodes as being "weakly defined points of entry." The DRB concurred with the General
Plan and commented that the entry nodes into the city do not provide clear distinction of
the city's boundaries as one enters the city from neighboring jurisdictions. The DRB
discussed the option of conducting a design competition to design the enhancement
concepts for the eight primary entry nodes. The competition could involve colleges and
universities with programs in the disciplines of Urban Design, Architecture, Landscape
Architecture, and Graphic Design. A suggestion was made by the DRB to hire a
consultant to develop and direct the design competition and assemble a panel of judges
to rate the submissions.
RECOMMENDED ACTION:
Prepare a Request for Proposals to hire a consultant to conduct a design competition
involving colleges and universities for the design of primary entry nodes at the eight
locations identified in the city's General Plan.

Communication from Councilmember Keith Bohr transmitting the following Statement of Issue:
Over the past several years, various residents and groups from north Huntington Harbour
neighborhoods have approached city staff and Council Members with requests to improve
the shoulder area along the north side of Edinger Avenue between Saybrook Lane and
Countess Drive. The area in question falls within the city's right-of-way and measures
approximately 30 feet wide by 4,000 feet long and is predominately unimproved with some
areas of ground cover. A county flood control channel and chain link fence bound the north
side of the area while Edinger Avenue abuts to the south. Due to the absence of a curb or
other form of vehicle barrier along the north edge of Edinger Avenue, this unimproved dirt
shoulder area has become rutted from vehicles parking, turning, and--more importantly--off-
roading.
