HIGH SCHOOL POOL PROJECT ?

Statement of Issue: There is a need to appropriate an additional $45,101 from the Park
Acquisition and Development Fund to cover the city's share of the additional cost of the
rebuilding of the Huntington Beach High School Pool.
Funding Source: Transfer $45,101 from the Park Acquisition and Development (PA&D)
Fund Professional Services account 20945101.69300 into Contractual Services account
20945101.69365 for the Huntington Beach High School Pool project; funding to be
reimbursed to PA&D Fund by Per Capita allocation through the Proposition 12 State Park
Bond Act of 2000.
Recommended Action: Motion to:
Authorize the Director of Administrative Services to transfer $45,101 from the Park
Acquisition and Development Fund Professional Services account 20945101.69300 into
Contractual Services account 20945101.69365 for the Huntington Beach High School
Swimming Pool rebuilding project, bringing the city's share to be transferred to the
Huntington Beach High School District to $836,073. The Park Acquisition and Development
Fund will be reimbursed when the city receives its Per Capita allocation of Proposition 12
State Park Bond Act of 2000 funds.
Alternative Action(s): (1) Appropriate the additional $45,101 from the city's General Fund
unapproriated reserve, or (2) utilize a loan from the. Park Acquisition and Development Fund,
with repayment from the Proposition 12 Per Capita grant funds when available from the state.
Analysis: The Huntington Beach High School District has received bids for a second time
for the rebuilding of the Huntington Beach High School Pool. The low bid for the project was
$1,925,960. This amount includes 10 percent contingencies. If the full contingencies are not

needed for the project, the school district would rebate these funds to the city. This is
$95,960 more than the previously approved combined funding from the city and school
district. The previously approved funding agreement indicates that any additional costs will
be paid based on the 53 percent (district)/47 percent (city) ratio. The city's 47 percent share
of cost is $45,101.
Because of the desire to move forward with the project and the previously approved funding
agreement between the city and district, the High School Board of Directors at its May 8
meeting awarded the bid and is now requesting the city's approval for its additional share of
the cost of $45,101. Staff believes that the current bid is the lowest possible bid that can be
obtained. The city's previously committed share of funding for the project, $790,972, has
been approved for State Park Proposition 12 Bond Act reimbursement. Staff is
recommending that the additional funds be paid from the Park Acquisition and Development
Fund Professional Services Account. Given the City Council's and the public's expressed
support for the high school pool project, and the desire of both the city and the school district
to have the pool completed for fall swim programs, staff is recommending Council move
ahead with using the PA&D Fund. The PA&D Fund will be reimbursed $836,073 from the
city's Per Capita allocation of Proposition 12 State Park Bond Act of 2000 funds. The state is
completing its public hearing on grant guidelines. Cities will begin applying for funds in June
with the state making its review and approval of projects in October. Per Capita funds will
then be available to agencies that have projects underway. Final payments are made at the
completion of projects.

This letter confirms our telephone conversation in which I described to you the results of the
latest round of bidding for the pool at Huntington Beach High School. The low bid for the
construction project was $1,439,960. This is $95,960 more than the combined funding from the
City, District and Take the Plunge. Per our agreement, the City's share of this additional cost
would be $45,101. This is 47% of the amount the bid was over the budget.
Because of our desire to move ahead with this project and take advantage of the summer break,
and the fact that the Board of Trustees does not have another business meeting until June 26, we
are proceeding with the award of bid at the Board meeting of May 8. We sincerely hope that the
Council will understand our reasons for acting prior to their formal action to fund the City's
share of the additional cost.
