STAMIENT OF ISSUE:
A Meinorandinit`of Understzi-►ding (r10U) be the Orange County Trans portata on Oarmu.ssion
(OCTC) , the State of California Department of Transportation (CALTFANS) , and the City of
Huntingtoz Beam must be executed to define the activities to be accomplished to eorrplete
the second phase of this project.

ANALYSIS:
At its me
ee' t ng of February 3, 1986, the City Council adapted Resolution Number 5634,
regarding the Beach Boulevard Super Street Project. Progress has now been miede toward
the implementation of the proposed improvements. Ube various, agencies involw.d, in
concert with CALU' NIS and G'CIC, will prepare the necessary plans, specifications, esti-
mates,, and attached draft document outlines the respcnsibilities of the City, OC'IC,
ani CALTRAI S in these matters.
As indicated in the MOU, the widening of the intersection of Starner Avenue at Beach
:1oule•rard will be the subject of additional discussion with OCIC. This memorandum dLx--s
not cb is ga to the City in any way regarding the method of funding the inp rovemen is a'-
that location, except to discuss the matter further and reach agreement with OCTC.
FUNDING SOURM:
OL=- has allocated four million ($4,000,000) for Hie inpro•Jrzents on Beach Boulevard.
No direct ehvenditures by the City will be made for construction of the improvements.

STRATION PROJECT STUDY
WHEREAS, on February 19, 1985 the City of- Huntington Beach
entered into a Memorandum of Understanding (b1DU) with the
ti
Orange County Tr .nsportation Cummission for the Beach Boulevard
Super Streets Demonstration Project ; and
The City of Huntington Beach is a responsible agency for
the Beach Boulevard Super Streets Demonstration Project,
defined in California Public Resources Code section 21069 ; and
The goals and objectives of the Beach Boulevard Super
Streets Demonstration Project are to develop conceptual enga -
neering plans , environmental documentation, and a financing
plan for the implementation of high-flow arterial improvements
to Beach Boulevard ; and
A draft final report and draft program environmental impact
report have been prepared for the Beach Boulevard Super Streets
Demonstration Project ; and
The improvements recommended for Beach Boulevard have been
identified based on ( 1 ) improving level of service to accom-
modate traffic; ( 2 ) reducing the necessity for acquisition of
rights-of-way, environmental impact , and economic impact to a
bare minimum; and ( 3 ) to promote cost effectiveness to the
greatest extent possible ,
NOW, THEREFORE, the City Council of the City of Huntington
Beach, contingent upon the certification of the final program
environmental impact zeport, does resolve as follows :
1 . To support the improvements to Beach Boulevard within
,the-incorporated city , limits of the City of Huntington Beach
identified in the Beach Boulevard Super Streets
Demonstratio a nProject drt final report and Exhibit 1 of this

PURPOSE OF PRASE IT
They goal of the' Beach Boulevaid Super Streets Demonstration Project Phase II is to

implement the StageIN(0-S y�cars) program-of improvements as shown in Chaptcr VII
of the Beach--•Boulevard Super Streets Demonstration Project Final Report. In
gcncral, the Stage I improvements are:
o Intersection widening/restriping within existing right-of-way at
twenty-four locations.
o Intersection widen ing/restriping requiring new right-of-way at
five locations.

1. Coordinate the implementation program among the local agencies,
OCTC, and Caltrans.
2. Prepare plans, specifications, and estimates (PS&E) for all of the
short term improvcmcnts.
3. Prepare additional environmental documentation Where required.
4. Acquire right-of-way needed to implement the Stage 1 improvement
program.
5. Construct the Stage I improvcmcnts on Beach Boulevard.
6. Monitor..,. a-nd evaluate the improvement program after it is
imlement p ed.
