Thomp I City Administra r i ! i !� Subject Balsa ChIca Circulation Plan Cate October 12, 1984 ; I Meetings have taken place over several months time among the various interested parties to esteyll h the parameters within whirl, the Balsa Chico area will be permitted to develop. The participants have examined several alternative plans since the Coastal Conservancy presented a plan showing a major rerouting of Pacific Coast Highway Inland. That plan generated several reactions, among which was formation of a citizen committee which oppos6d the reroute. City staff also reacted negatively and prepared an alternative plan. Subsequnetly, the citizen's committee known as Citizens Against the Reroute of P.C.H. (CARP), met with the staff representatives of the Conservancy, Orange County Pianning, Signal Oil consultants, City staff ar:d others to determine what alternatives might be available. Those meetings resulted In new alternative proposals for the development area bellng developed and analyzed. Meetings held during recent weeks shoved that common ground had been reached on several issues, Including the total restored wetland acreage, the potential harbor facilities. a minor relocation of Pacific Coast Highway, consideration of a water link servicing Huntington Harbour, and establishment of a major water and boating arlen:ed residential community development. The single Issue which remained unresolved was the connection of the existing City road system to service both the community needs and , those of the now developed areP On this issue the chairman of the CARE' has indicated t support for a plan which would; (1) provide a connector between the Balsa Chico Avenue extension with P.C.H.; (2) provide a connector between Garfield extension and P.C.H. s (such as proposed 38th Street); (3) keep the "cross gap" connector to a planned size equal to Talbert Avenue as planned; aisd (4) keep such "cross gap" rcrmector as tar as possibl:t from existing development. NJ % The analysis performed to determine the community needs, I.e. the system of streets needed to Frcvlde adequate circulation within and through the City, was done using a j computer model of the traffic system. .prior to computer modeling, however, analysis had � Indicated that connections were needed between Balsa Chico Street and the southwest i portion of the Balsa Chice area. Those connection needs had been repeatedly shown an { mops of the Master Plan of Arterial Highway of the CIty. The modeling has consistently shown a need for a link parallel to P.C.H. The traffic loading has been estimated at a level approximately that of a well traveled Secondary arterial highway (such as Edwards or Bushard) or a moderately traveled Primary arterial ! highway (such as Springdale south of Edinger) or Atlanta. The facility constructed should be equal in capacity to what is indicated by the traffic model as needed to serve the anticipated traffic demand. i f� if :a� fF. ' At a meeting last Thursday re:presuntatives of alrrost all the major parties involved in the 13olsa Chica came very close to agreement on one plan. Oasicaily it is the "mini-reroute" pro_ yi posed by CARP, which we shared with you at the last Council meeting, but with two critical modifications. They have eliminated the connpctinn between Bolea Chica Road and PCH, and they ha✓e re-introduced a relocated version of the cross gap connector. Their reasoning is that, while they neither need nor want it, they are trying to comply with ; local City and County traffic map requirements. But the City and County connector does not run accross watlarri. (see the lower attached map) and is located about 1000 Feet From our homes . Signal's does run accross wetlands, is moved onto the Fieldstone lard 200 Feet from :our homes, an i is not the cross gap connector your plan proposed. Signal cletinis your cross gap connector is economically not as feasible as theirs. Having given up 015 acres of their land to wetlands, they are_ left with only 335 acres of lowlands to develop. So they have: introduced an alternative having Vie water blocking cross gap con- nector inland up against our homes. (Sue the attached top map). This allows them roore water-: Front homes, thereby maximizing their profits. Cleverly a casu of big business profits at thu expense of our neighborhoods. We Feel we're right back where we •Nero: on July 19th, except the -came of the road has been changed. Since Signal has taken the liberty of introducing an alternative to your cross gap connector From purely a profit motive, CARP decided to go creative again and has come up with our ovpi alternative crosE gap connector (see the middle attached map). We honestly feel this alternative: is of far greater benefit to everyone involved, including the City. We hope you will agree with us. Our cress gap alternative to your central route and Signals' inland route is a coastal route. It calls for connecting Bolsa Chica Road to PCH and introduces a linle between PCH and the tip of Garfield Avenue. So traffic wishing to get fru:.i the: northwest corner eF the city to the central area can merely go south on Bolsa Chica Road to PCH, then take PCH to Garfield. Unfortunately, many of these decisions are made way up North by people who have little or no personal Familiarity with the Bolsa Chica on our City's traffic needs. But you as a Councilman know our City well, perhaps better than any other group. See IF you don't agree v:ith these traffic benefits to CARP's alternative versus Signal's alternative. 1 . As your personal exp!rience tells you, the majority of the tr.miFfic coming down 601sa Chica Road is not trying to get to and From City Hall area. Most are trying to get to and From he beach or PCH. Our alternative gives thein a direct lint,- to PCH, while preservinu the option of a left on Garfield For, those actually travelling to and from central Huntington Beach. 2. Look at Signals' cross gap connector (the top map), and trace the route Huntingtan Eeach residents must take if they want to get to the new Marina or to the State Beach. Newport Beach and Seal Beach have a direct route along PCH. But citizens of Huntington Beach must follow a needless, circuitous route east on Garfield north, to the F301sa Chica-Warner intersection, west on Warner, then south onto PCH. How's that for extra driving, city pol- lution, roadwear and inconvenience? 3. A detailed 1983 study of the proposed Marina-Commercial area insisted that survival of restaurants, hotels or shops here requires direct access reads and maximum visibility. Signals' alternative provides neither, while CARP's affords both. And who do you think these restaurants and shop owners will coma crying to when their businesses are Failing because of inaccessibility end no visibility? Will the City inherit a poorly planned white elephant? Now is the time to plan ahead and see the wisdom of CARP's alternative. It gives direct access down to Bolsa Chica link to the Marina and accros, Garfield to PCH. 4. Relying on computer based traffic studies is extremely difficult here, and even has your traffic engineers avid their consultants at a distinct disadvantage. The model relied upon uses 1980 calibrations, updated only by a built in magic growth Factor. But its hard for a factor to project future traffic patterns when an area Is developing as Fast as ours is. Since 1980 Bolsa Chica State Beach has been greatly improved, a plan for 5700 homes on the Bolsa Chica was approved and now thats been changed to 3400 homes. No county ,vide computer Factor can allow for the variable inpact of such a Marina on local traffic. Sometimes we have to simply stop and Figure it out the old fashioned wav . W.hich alter- native do you honestly Feel will best meet the actual traffic needs as you see them? Besides traffic benefits, CARF's alternative cross clap connector (coastal route) has many other advantages. Perhaps most important is the fact that it would allow virtual unanimity on a plan For Bolsa Chica development. The Coastal Conservancy, The Coastal Commission and the County would have one plan to which all parties had already agreed with no opposition. iFish and Games, The Amigos and the Coastal Commission prefer CARP's alternative because it eliminates ti-•at road accross the wetland. Fieldstone likes it, because Instead of a road town the middle of their property (wh.ery -Signal had durnped it), it permits them waterfront development. Even Signal ' p prefers It, as it leaves them more developable acreage, one less road to build, and protects their future tames from 24,000 adjacent cars per day. All members of CARP are urged to attend our City Council 's meeting this Monday evening, October 15, at 7:30 p.m. We need your support as we ask the City Council to band a little on its position regarding the cross-gnp connector. We'll try, in this CARP update. , to explain gust what webs after and why. MAJOR PARTIES NEARING AGREEMENT: BUT NOT CARP! In the past two weeks we have taken part in about 10 lengthy meetings. They culminated in an all-day session Thursday. Represented were the Coastal Commission, Coastal Conservancy, State Linda Commission, State Department of Fish and Games, Oranges County, Huntington Bench City, Signal, Fieldstone, Huntington Harbour, PBR and PBQ 6 D Conaultanta, and CARP. It was pretty well agreed to by most of those Present that of the 6 alternatives being considered, Signal 's plan '(c.f. top of the attached maps) would most probably be recommended by The Coastal Conservancy to The Coastal Commission. CARP stood almost alone in opposition solely because of the croaa-gap connector which runs within 200 feet of our homes. "IT'S , 140CAL ISSUE" was their basic renponse, na they tried to put the blame on the city and county for our problem. Most agreed they'd rather not have the cross-yap connector, but that. the City's traffic plan requires it. and they are merely complying with locrsl requirements. We've studied the issue car;.,!fully and are going to City Hall to propose an alternative solution which we feel benefits everyone. If City Council agrees, we're home free.. If they don't, we're right back where we were after the July 19 Conservancy meeting. They' ll have changed the name of the rood, but a road by any other name smalls the Game. S IS NOT THE CITY'S OR THE COUNTY'S CROSS-GAP! TT'S SIGNAL'SS While hiding behind the local requirement for a cross-gap connector, Signal has pulled a switch. Both the City'rs plan and the County's LUP (cf. bottom of attached maps) called for a connector road over 1,000 r feat from our h=mes, .right through '_he middle of Signal's remaining developable lowland acreage, Signal has stated bluntly that they have noved that connector an for inland as possible to maximize their profits. They'd run it right against our homes if they could, but they'll submit to a token buffer of 2 or 3 rows of homes because of our protests. t This maximizes their profits because the further inland it goes, the more of their homes can bet waterfront. The water conno% gat across the connector, so hones inland of it would have less value. (We can't help be amazed at the coincidence that the inland strip of land where this road is proposed happens to be owned mostly by Grace/Fieldstone, not Signal. ) Herb we go again--profit for big businesses is more important than people. Help! CARP OFFERS A SIMPLE SOLUTION: In CARP's alternative plan we provide for a "cross-gap connector" (cf . middle of •attached map) . The City wanted it down the middle, but Signal says that it is economically not feasible and so moves it to the inland side of the gap. We say that is , . equally intolerable, so we have moved it to the other side of the gap. We simply extend Bolsa Chica Road down to PCH and extend Garfield to i PCH (bending it just enough to stay out of the wetlands. ) < Then traffic wanting to get from Dolsa Chico Road to Garfield Avenue (supposedly the only justification for a cross-cap connector) can do so by going from Solssa Chica Road to PCH to Garfield. Traffic southbound on Bolso Chico Road wanting to gat to the S marinta or ueaches an PCH can do so without needlessly driving through f our city, polluting our neighborhoods and wearing out our roads. f 2. Traffic southbound on Bolaa Chico Road wanting to get to the central city can do so by coming to PCH then turning left on Garfield � Avenue. 3. Traffic westbound on Garfield can drive directly to PCH, Bolan Chico Beach or the marina without having to use the Much longer circuitous route to Bolaa Chico then around Warner as required in the Signal Plan. 4. Those in north, central , or east Etuntingtnn Beach wanting to go to the State Benches or the marina have a direct route. The Signal I Plan makes the marina and State Beach more directly accessible for PCH drivers from Seal Beach or Newport Beach than for those from our own city. 5. Rush-hour commuters from 405 cone down the speedier Bolen Chico Road and cut through various utreeta aiming for the scenic coast route. This frequently causes traffic build up along Warner, Slater, and Goldenwerst. This alternative gives them a direct route to PCH, thereby alleviating congestion problems in other parts of the city. The Signal +f alternative loads all that traffic onto Garfield and through the central city. G. The marina-commercial area study done in 19C3 states the importance of direct access and visibility for economic survival of restaurants, hotel , shops, etc. Only CARP's alternative affords this. 7. The Traffic: Consultant hired by Signal pointed out that there should be a direct connection between Bolaa Chico Road and PCH. Only CARP's alternative affords this. 8. Signal's crows-gap connector calla for a valor arterial road across re6tored wetlands. CARP's alternative eliminates that intrusion on the wetlands and for that reason is preferred by the Amigos, the Department of Fish and Gante, and The Coastal Commission. 9. Signal claims they have put the Bolan-5arfield cross-gap connector in simply because local traffic plans cell for it. They would prefer not having it at all because that would free up morn acreage for waterfront development and would spare their future honabuyers the intrusive pollutants of 24,000 cars a day. 10. Fieldstone/Grace would prefer CARP's alternative because it takes the cross-gap connector off their land and allows it to be developed as waterfront property. 11 . Residents of the Bolsa Landmark, the Landing, and Cal Claeaics by the Sea homes like it because it achieves CARP's original goal of protecting our neighborhoods from th.-i ••nnecessary and unwanted impact of a heavily travelled road next to or:, nomea. ti 12. The Coastal Commission, The Coastal Conservancy, and County of Orange should like it because they would have one plan, agreed to by all parties, which would bring about the restoration of 915 acres of wetlands; the development of a new "world-class" marina with visitor-serving facilities, and the development of about 3,400 new homes, about 2/3 of which would be waterfront . Try to be with us Monday a vening to lend us your encouragement and support. Feel free to write the Huntington Beach City Council members ! and the County Supervisora (cur next target) , urging them to support CARP's alternative for a cross-gap connector. We would certainly like to resolve this issue prior to the October 18 Conservancy Hearing at Bodega Bay and the November 14 Coastal Commission Hearing at LAX Holiday Inn. Without this critical support of the city, our fight wi.11 be much more difficult.
