SUBJECT: Approve and authorize the Chief of Police to execute Grant Agreements with the
California Office of Traffic Safety (OTS) for the Sobriety Checkpoint and
Selective Traffic Enforcement Programs; appropriate, and set up separate
accounts for expending the Grant funds
Statement of Issue: In May 2013, the Police Department received notice from the California
Office of Traffic Safety (OTS) that the City of Huntington Beach was tentatively awarded
Sobriety Checkpoint Grant Program in the amount of$95,000 and Selective Traffic
Enforcement Program in the amount of $270,264. City Council action is required to accept
the grant awards and appropriate the funds.
Financial Impact: The one year reimbursable grants are funded by the State of California
Office of Traffic Safety. The amounts of $95,000 and $270,264 are for the period of
October 1, 2013, through September 30, 2014. The appropriation request is fully offset by
the estimated new revenues.
Recommended Action:
A) Approve and accept the Sobriety Checkpoint Grant Program between OTS and the City
of Huntington Beach for$95,000; and
B) Approve and accept the Selective Traffic Enforcement Grant Program between OTS and
the City of Huntington Beach for$270,264; and
C) Authorize the Chief of Police to sign and execute both grant contracts; and
D) Approve appropriations and estimated revenue in the amount of$95,000, as well as
$270,264; and
E) Establish a separate business unit for this funding and authorize the Chief of Police to
expend up to a total of$365,264 plus accrued interest on the Sobriety Checkpoint Grant
Program and the Selective Traffic Enforcement Program.
Alternative Action(s):
Do not approve the grant and direct staff accordingly.

Analysis:
The City of Huntington Beach has traditionally been concerned with the safe and efficient
movement of vehicular, bicycle and pedestrian traffic on our highways, streets and bike
paths. The City of Huntington Beach has year long traffic related issues, as well as added
seasonal issues.
The most current DUI arrest rankings established by the California Office of Traffic Safety
(OTS) indicate that out of 53 cities with populations ranging between 100,000 and 250,000,
the Huntington Beach Police Department has the fourth highest arrest rate in the state.
Even with this high arrest rate, the City of Huntington Beach is also ranked the fifth highest
in the state for alcohol involved injury or fatal traffic collisions.
In 2012, the Huntington Beach Police Department arrested over 1,000 DUI drivers, and we
intend on continuing our aggressive enforcement efforts. The Selective Traffic
Enforcement Program and Sobriety Checkpoint Grant Program funded by OTS will allow
the Police Department to take a multi-faceted approach.
OTS has joined forces with the University of California Berkeley Safe Transportation
Research and Education Center (SafeTREC), who will be administering and handling the
grant funds for the "Sobriety Checkpoint Grant Program." This particular grant will
reimburse the City for expenditures associated with DUI checkpoint operations.
OTS will administer and handle the grant funds for the "Selective Traffic Enforcement
Program." This particular grant will reimburse the City for expenditures associated with
DUI saturation and selective enforcement details, which are staffed on an overtime basis.
Additionally, it will reimburse the costs associated with adding a dedicated DUI Officer to
the Traffic Bureau.
Attached are two letters from the Office of Traffic Safety, tentatively approving the funding
for both grants. The actual contracts will become available later in the year, closer to the
October 1, 2013, start date.

Congratulations! Through a competitive process, the Office of Traffic Safety(OTS)has tentatively
approved your funding request for the application titled"Sobriety'Checkpoint Grant Program" for
the amount of$95,000.00. This award includes a maximum of$0.00 for the purchase of OTS-
approved checkpoint supplies. The approval is for the operation of ten checkpoints in Huntington
Beach in the period, October 1, 2013 to September 30, 2014. The maximum allowed cost per
checkpoint is$9,500.00.
The University of California Berkeley Safe Transportation Research and Education Center
(SafeTREC),who is administering the grant funds for OTS, will e-mail a grant contract to the
contact listed on the application. Please have the Authorizing Official and any additional
individuals authorized to sign claims sign the contract. Send the contract to SafeTREC no later
than September 3, 2013. It is our goal to have all new grants start no later than October 1, 2013.
The SafeTREC will issue you a copy of the signed, fully executed grant contract.
If approval from your City Council or Board of Supervisors is required, you should begin that
process now. Do not incur costs prior to the date of the signed, fully executed contract from
SafeTREC.

Your OTS Coordinator will contact you, to discuss your proposal and explain the Grant Agreement
process. It is our go to have all new grants start no later than October 1, 2013. If approval from a
City Council or the Board of Supervisors is required, you should begin that process now. Do not incur
grant reimbursable costs prior to the receipt of your official approval packet from OTS or before your
grant start date.
OTS will initiate a statewide media news release regarding 2014 proposals selected for funding. Your
agency should not publically announce this tentative award until the grant agreement is fully
negotiated and signed by OTS.
