Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize execution of Professional Services Contracts for On Call Water and Engineering Services with GHD, Inc., Pacific Advanced Civil Engineering (PACE), Inc., HDR Engineering, Inc., and SA Associates, each in an amount not to exceed $1,000,000 Statement of Issue: The Public Works Department requires on-call/as-needed water and other engineering services to support staff for the design of capital improvement projects which are identified in the approved Water Master Plan. Financial Impact: The City's FY 2017/18 Capital Improvement Program (CIP) Budget totals $28 million (All Funds) for approved projects citywide. Each approved CIP project has a budget containing sufficient funding for design, environmental, engineering, construction, project management and other required costs. The four (4) recommended water and engineering service contracts have a maximum value of $4 million over the next 3 years and will be funded on an as-needed basis within each project's individual CIP budget. As such, no additional funding is required by this action. ID PW 18-017 Page 2 of 3 Meeting Date: 5/21/2018 Analysis: On November 28, 2017, the City advertised a Request for Qualifications ("RFQ") for On-Call Engineering and Professional Consulting Services. Proposals were requested and submitted in compliance with Chapter 3.03 of the Huntington Beach Municipal Code. Eighteen (18) proposals were received for water and engineering services. In accordance with a qualifications based selected procurement per the Federal "Brooks Act," State SB 419, and the City of Huntington Beach Municipal Code Section 3.03 "Professional Services" the Public Works Department established a review board. Proposals were evaluated and ranked by a three (3) member panel review team established by the Public Works Department. The reviewers were a Senior Civil Engineer, an Associate Civil Engineer, and an Engineering Aid. After conducting the entire evaluation process, including negotiation for competitive rates, the top four (4) firms were selected to increase opportunity for competitive proposals for future projects from qualified on call consultants, and they are GHD, Inc., Pacific Advanced Civil Engineering (PACE), Inc., HDR Engineering, Inc., and SA Associates. Summary of evaluation sheets for the top four (4) firms, and the fifth (5th) firm not selected are shown in Attachment 5. The contracts recommended in this Request for Council Action (RCA) are to support staff for water and design engineering of capital improvement projects. These services have historically been utilized to supplement City staff to meet annual CIP goals, as an extension of staff and/or to provide required expertise for unique projects. It is anticipated that these services will be required based on past years. Each project is evaluated on a case-by-case basis to determine if these as-needed contract services are necessary. The City's Capital Improvement Program ("CIP") is approximately $24.6 million in Fiscal Year 2017/18 and exceeds $28 million with continuing of funds for projects approved from previous years. In addition, the proposed Fiscal Year 2018/19 CIP totals $24.7 million in new projects. Typical design and construction support costs from use of consultants on a CIP project can vary between ten (10) to twenty (20) percent of total costs for a CIP project. Therefore, it is practical to conservatively estimate minimum annual consultant costs would be approximately $2 million to the City for total CIP projects or $6 million within the next three (3) years. Water and engineering services are typically required for water related CIP projects. Therefore, these consultants were selected to meet projected workload over the next three years with a total contract limit of$4 million. Public Works Commission Action: Not applicable. Item 15. - 3 xB -21 6- PROFESSIONAL SERVICES CONTRACT BETWEEN THE CITY OF HUNTINGTON BEACH AND PACIFIC ADVANCED CIVIL ENGINEERING, INC. FOR ON CALL WATER AND ENGINEERING SERVICES THIS AGREEMENT ("Agreement") is made and entered into by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY," and PACIFIC ADVANCED CIVIL ENGINEERING, INC., a California corporation hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires to engage the services of a consultant to provide on call water and engineering services; and Pursuant to documentation on file in the office of the City Clerk, the provisions of the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional service contracts have been complied with; and CONSULTANT has been selected to perform these services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: 1. SCOPE OF SERVICES CONSULTANT shall provide all services as described in Exhibit "A," which is attached hereto and incorporated into this Agreement by this reference. These services shall sometimes hereinafter be referred to as the "PROJECT." CONSULTANT hereby designates Andrew Komor who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement. 2. CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. agree/surfnet/professional Svcs mayor 1 of 11 10/12 3. TERM; TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of CONSULTANT are to commence on May 21st , 2018 (the "Commencement Date"). This Agreement shall automatically terminate three (3) years from the Commencement Date, unless extended or sooner terminated as provided herein. All tasks specified in Exhibit "A" shall be completed no later than three (3) years from the Commencement Date. The time for performance of the tasks identified in Exhibit "A" are generally to be shown in Exhibit "A." This schedule may be amended to benefit the PROJECT if mutually agreed to in writing by CITY and CONSULTANT. In the event the Commencement Date precedes the Effective Date, CONSULTANT shall be bound by all terms and conditions as provided herein. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT on a time and materials basis at the rates specified in Exhibit "B," which is attached hereto and incorporated by reference into this Agreement, a fee, including all costs and expenses, not to exceed One Million Dollars ($1,000,000). 5. EXTRA WORK In the event CITY requires additional services not included in Exhibit "A" or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work only after receiving written authorization from CITY. Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 6. METHOD OF PAYMENT CONSULTANT shall be paid pursuant to the terms of Exhibit "B." agree/surfnet/professional Svcs mayor 2 of 11 10/12 7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that title to all materials prepared hereunder, including, without limitation, all original drawings, designs, reports, both field and office notices, calculations, computer code, language, data or programs, maps, memoranda, letters and other documents, shall belong to CITY, and CONSULTANT shall turn these materials over to CITY upon expiration or termination of this Agreement or upon PROJECT completion, whichever shall occur first. These materials may be used by CITY as it sees fit. 8. HOLD HARMLESS CONSULTANT hereby agrees to protect, defend, indemnify and hold harmless CITY, its officers, elected or appointed officials, employees, agents and volunteers from and against any and all claims, damages, losses, expenses, judgments, demands and defense costs (including, without limitation, costs and fees of litigation of every nature or liability of any kind or nature) arising out of or in connection with CONSULTANT's (or CONSULTANT's subcontractors, if any) negligent (or alleged negligent) performance of this Agreement or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees except such loss or damage which was caused by the sole negligence or willful misconduct of CITY. CONSULTANT will conduct all defense at its sole cost and expense and CITY shall approve selection of CONSULTANT's counsel. This indemnity shall apply to all claims and liability regardless of whether any insurance policies are applicable. The policy limits do not act as limitation upon the amount of indemnification to be provided by CONSULTANT. 9. PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall obtain and furnish to CITY a professional liability insurance policy covering the work performed by it hereunder. This policy shall provide coverage for CONSULTANT's professional liability in an amount not less than One Million Dollars agree/surfnet/professional svcs mayor 3 of 11 10/12 ($1,000,000.00) per occurrence and in the aggregate. The above-mentioned insurance shall not contain a self-insured retention without the express written consent of CITY; however an insurance policy "deductible" of Ten Thousand Dollars ($10,000.00) or less is permitted. A claims-made policy shall be acceptable if the policy further provides that: A. The policy retroactive date coincides with or precedes the initiation of the scope of work (including subsequent policies purchased as renewals or replacements). B. CONSULTANT shall notify CITY of circumstances or incidents that might give rise to future claims. CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following PROJECT completion. If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims arising from work performed in connection with this Agreement. If CONSULTANT fails or refuses to produce or maintain the insurance required by this section or fails or refuses to furnish the CITY with required proof that insurance has been procured and is in force and paid for, the CITY shall have the right, at the CITY's election, to forthwith terminate this Agreement. Such termination shall not effect Consultant's right to be paid for its time and materials expended prior to notification of termination. CONSULTANT waives the right to receive compensation and agrees to indemnify the CITY for any work performed prior to approval of insurance by the CITY. 10. CERTIFICATE OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY a certificate of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverage as required by this Agreement; the certificate shall: agree/surfnet/professional Svcs mayor 4 of 11 10/12 A. provide the name and policy number of each carrier and policy; B. state that the policy is currently in force; and C. shall promise that such policy shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice; however, ten (10) days' prior written notice in the event of cancellation for nonpayment of premium. CONSULTANT shall maintain the foregoing insurance coverage in force until the work under this Agreement is fully completed and accepted by CITY. The requirement for carrying the foregoing insurance coverage shall not derogate from CONSULTANT's defense, hold harmless and indemnification obligations as set forth in this Agreement. CITY or its representative shall at all times have the right to demand the original or a copy of the policy of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on the insurance hereinabove required. 11. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor herein and not as an employee of CITY. CONSULTANT shall secure at its own cost and expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the PROJECT and/or the services to be performed hereunder. 12. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not the PROJECT is fully complete. Any termination of this Agreement by CITY shall agree/surfnet/professional svcs mayor S of 11 10/12 be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. In the event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at the option of CITY, become its property and shall be promptly delivered to it by CONSULTANT. 13. ASSIGNMENT AND DELEGATION This Agreement is a personal service contract and the work hereunder shall not be assigned, delegated or subcontracted by CONSULTANT to any other person or entity without the prior express written consent of CITY. If an assignment, delegation or subcontract is approved, all approved assignees, delegates and subconsultants must satisfy the insurance requirements as set forth in Sections 9 and 10 hereinabove. 14. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 15. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code. 16. NOTICES Any notices, certificates, or other communications hereunder shall be given either by personal delivery to CONSULTANT's agent (as designated in Section 1 hereinabove) or to CITY as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service, to the addresses specified below. CONSENT When CITY's consent/approval is required under this Agreement, its consent/approval for one transaction or event shall not be deemed to be a consent/approval to any subsequent occurrence of the same or any other transaction or event. 18. MODIFICATION No waiver or modification of any language in this Agreement shall be valid unless in writing and duly executed by both parties. 19. SECTION HEADINGS The titles, captions, section, paragraph and subject headings, and descriptive phrases at the beginning of the various sections in this Agreement are merely descriptive and are included solely for convenience of reference only and are not representative of matters included or excluded from such provisions, and do not interpret, define, limit or describe, or construe the intent of the parties or affect the construction or interpretation of any provision of this Agreement. 20. INTERPRETATION OF THIS AGREEMENT The language of all parts of this Agreement shall in all cases be construed as a whole, according to its fair meaning, and not strictly for or against any of the parties. If any provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining agree/surfnet/professional Svcs mayor 7 of 11 10/12 covenants and provisions of this Agreement. No covenant or provision shall be deemed dependent upon any other unless so expressly provided here. As used in this Agreement, the masculine or neuter gender and singular or plural number shall be deemed to include the other whenever the context so indicates or requires. Nothing contained herein shall be construed so as to require the commission of any act contrary to law, and wherever there is any conflict between any provision contained herein and any present or future statute, law, ordinance or regulation contrary to which the parties have no right to contract, then the latter shall prevail, and the provision of this Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to bring it within the requirements of the law. 21. DUPLICATE ORIGINAL The original of this Agreement and one or more copies hereto have been prepared and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the date of its execution and delivery, be deemed an original. Each duplicate original shall be deemed an original instrument as against any party who has signed it. 22. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 23. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands that pursuant to Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for agree/surfneUprofessional Svcs mayor 8 of 11 10/12 CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. 24. ATTORNEY'S FEES In the event suit is brought by either party to construe, interpret and/or enforce the terms and/or provisions of this Agreement or to secure the performance hereof, each party shall bear its own attorney's fees, such that the prevailing party shall not be entitled to recover its attorney's fees from the nonprevailing party. 25. SURVIVAL Terms and conditions of this Agreement, which by their sense and context survive the expiration or termination of this Agreement, shall so survive. 26. GOVERNING LAW This Agreement shall be governed and construed in accordance with the laws of the State of California. 27. SIGNATORIES Each undersigned represents and warrants that its signature hereinbelow has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify CITY fully for any injuries or damages to CITY in the event that such authority or power is not, in fact, held by the signatory or is withdrawn. 28. ENTIRETY The parties acknowledge and agree that they are entering into this Agreement freely and voluntarily following extensive arm's length negotiation, and that each has had the opportunity to consult with legal counsel prior to executing this Agreement. The parties also acknowledge and agree that no representations, inducements, promises, agreements or warranties, oral or otherwise, have been made by that party or anyone acting on that party's behalf, which are not embodied in this a.oree/surfnet/professional svcs mayor 9 of 11 10/12 Agreement, and that that party has not executed this Agreement in reliance on any representation, inducement, promise, agreement, warranty, fact or circumstance not expressly set forth in this Agreement. This Agreement, and the attached exhibits, contain the entire agreement between the parties respecting the subject matter of this Agreement, and supersede all prior understandings and agreements whether oral or in writing between the parties respecting the subject matter hereof. 29. EFFECTIVE DATE This Agreement shall be effective on the date of its approval by the City Council. This Agreement shall expire when terminated as provided herein. During the term of the agreement, CITY may elect to solicit proposals from CONSULTANT. In the past decade and specifically the past few years, your Public Works Department has done an excellent job modernizing key facilities to improve reliability, function, and efficiency. We have enjoyed our working relationship with the competent and professional people in the different divisions of the City who are focused on what is important: maximizing value in the community one project at a time. Dateland Wellhead Treatment Systems and Automation — Dateland, AZ Mr. Komor served as Project Manager for this brackish groundwater potable water treatment project. PACE provided Dateland Public Service Company with several inland-desalination alternatives, engineering design, environmental permitting, and grant funding application services to improve and expand their existing groundwater Reverse Osmosis (RO) treatment system. The groundwater in the Dateland basin contains several trace contaminants including arsenic and fluoride, has irrigation inhibitors boron, chloride, and sodium, and overall contains high levels of TDS. The project scope included alternative analysis, funding through USDA-RD and WIFA, performance specifications, final design, permitting, bid services and construction services. Barona Resort and Casino 15 Production Wells, 5 Tanks, and Treatment Plant Automation System — Lakeside, CA Mr. Komor was a lead engineer for the design and installation of water system automation for the entire Barona Valley Ranch Resort and Casino and Barona Band of Mission Indians Water Systems including 15 wells, 5 tanks, and a new water treatment facility. The system covers over one hundred square miles and features a distributed control system such that communication loss between repeater stations does not cause interruption of desired well equipment operation. Mr. Komor also designed the highly automated water treatment facility to treat 99% of the water annually and removes Iron, Manganese, Arsenic and Uranium to meet EPA Primary and Secondary drinking water standards. Upper Oso Reservoir Emergency Water Quality Improvements and Super Oxygenation System — South Orange County, CA Mr. Komor served as project manager for the Upper Oso Reservoir Emergency Water Quality Improvements to reduce the odorous hydrogen sulfide emissions caused by high nutrient loads demanding high oxygen content. The odors were a result of oxygen depletion in the lower lake level, which created the sulfide emissions. With a unique specialization of lake systems in conjunction with an advanced understanding of nutrient loading, limnology, biological and mechanical processes, and specialization in wastewater treatment and recycled water storage and distribution, Mr. Komor diagnosed the magnitude of the odor and implemented a solution in less than two weeks. To prevent future outbreaks of hydrogen sulfide gas releases, Mr. Komor continued to monitor, test and model the reservoir to determine the future water quality management plan. It was determined that due to the reservoir's characteristics of being one of the largest recycled water reservoirs in the USA without nitrification, a large oxygen demand was present which required direct oxygen injection. The GAC filter system was designed and installed within three months to meet EPA compliance deadlines. The GAC system capacity is 300 gpm using two pressure vessels 84" in diameter and 96" high. Originally built to support the railroad boom over a century ago, Seligman's water supply system was in desperate need of repairs. The project involved replacing two groundwater wells, by-pass and demolition of an intermediate water transfer pump station and tank, replacing approximately 3,000 feet of one hundred year old lead-joint transmission pipeline, construction of a new 280,000 gallon water storage tank and 800 gpm variable speed distribution pumping station. In addition, Mr. Matthews provided the control and instrumentation integration which included a complete, radio networked, automation and data management system for the control of the two new wells, new water tank, new pre and post chlorination systems and new booster station. The pump station will be sized for an ultimate capacity of 3,500 GPM (5.0 MGD) to accommodate anticipated future City projects. The diversion pump station will be constructed, owned, operated and maintained by the City of Huntington Beach. The wet well will contain a pumping system equipped with four identical 1,000 gpm, 20 HP, solids-handling, submersible pumps. Two interlocking variable frequency drives (VFDs) will be incorporated into the system to minimize starts and stops over a wide range of flowrates. City of Huntington Beach Blufftop Retaining Wall — Huntington Beach, CA Mr. Song was the Lead Project Engineer responsible for the design a replacement of an 80-foot long by 10-feet high section of an existing retaining wall that had collapsed at the Blufftop Park along the beach. The project was reviewed and approved by the City of Lathrop in 2006. Mossdale Landing Booster Pump Station —Lathrop, CA Mr. Reid was the Project Engineer for a new welded steel water storage tank and potable/fire booster station which is designed for low-area land impact and operational flexibility. The station is designed to pump up to 2,500 gpm of potable water and also contains a 1,500 gpm NPFA certified fire protection pumping system. Ancillary systems include a backup power generator, overhead crane, flow metering, level monitoring, chlorine residual and feed, etc. The aesthetically pleasing site and tank with the City Logo imprinted on it are visible from Interstate 5 south of Louise Road in Lathrop, CA. Seligman Potable Water System Design —Seligman, AZ As the Project Engineer, Mr. Reid assisted in the design for the replacement and rehabilitation of the City of Seligman's water supply infrastructure. Originally built to support the railroad boom over a century ago, Seligman's water supply system was in desperate need of repairs. The project involved replacing two groundwater wells, by-pass and demolition of an intermediate water transfer pump station and tank, replacing approximately 3,000 feet of one hundred year old lead-joint transmission pipeline, construction of a new 280,000 gallon water storage tank and 800 gpm variable speed distribution pumping station. By understanding the extreme condition of the antiquated facilities and working together with our project team and the Aubrey Water Company operations staff, PACE was able to strategically implement state-of-the-art upgrades while maintaining a continuous water supply to the City. 11.4 MGD Ocean Desalination Intake System— Puerto Penasco, Mexico A new ocean desalination facility including a seafloor subsurface intake system was studied and preliminarily designed for the 100,000 population City of Puerto Penasco, Mexico. Mr. Reid was the Design Engineer for the intake system, consisting of an intake crib and Ranney well configuration, pump station, and treatment facility, and produced 30% design drawings and details used in the study. Mr. Reid also provided cost estimates and performance based specifications for the water quality and equipment. Westlake Lake Dredging, Westlake Village, CA Mr. Reid was on site as the Construction Engineer for an 80,000 cubic yard dredging operation for Westlake Lake's first major dredging operation since its construction in 1969. He was responsible for construction management and contract administration services for the project. He also coordinated laboratory testing of removed sediment for contamination and performed pre and post dredging hydrographic surveying of the lake to quantify removed sediment from the dredging operation. Wild Horse Pass Resort Pool, Gila River Indian Community, Sacaton, AZ Mr. Reid was on site as the Construction Engineer for the Wild Horse Pass Resort project. Mr. Peterson assisted in the design of the ozonation system including new piping, instruments, ozone generation skid, injection skid and pump from tank, liquid oxygen storage and controls. Canyon Lake Drinking Water Reservoir Oxygenation Design—Riverside, CA Mr. Peterson served as the Design Engineer for the field study, modeling, and design of a new deep water oxygenation system for this large 400 acre drinking water reservoir. Field study included acquiring sediment core samples and water grab samples for oxygen depletion tests performed in PACE's laboratory along with a bathymetric survey encompassing water depth and sediment deposit depths throughout the lake. Data attained during the field study was used to create water modeling for oxygen distribution in order to properly size oxygen supply equipment and pumping distribution throughout the lake. SMWD Copper Corrosion Booster Pump Station—San Juan Capistrano, CA As the Project Engineer, Mr. Peterson provided design services for a chemical treatment and booster pump system to inject chemically-treated water from a side stream back into the mainstream flow at a potable well site,which aims to prevent corrosion in the Santa Margarita Water District distribution system. Using a pressure reducing valve, PACE designed a 50 PSI side stream in order to inject phosphoric acid and sodium hypochlorite at a lower pressure. Low-pressure chemical dosing pumps provide more accurate and reliable chemical injection. HB -3 t 9- Item 15. - 106 JACOB PETERSON PE PACE MECHANICAL ENGINEE Gobernadora Multi-Purpose Basin Pump Station—Orange County, CA PACE worked with the Santa Margarita Water District to provide design services and construction administration for the Gobernadora multi-purpose basin and pump station. The pump station design includes two 100 horsepower vertical turbine pumps (one redundant) installed in the dry pit of the structure. Each pump has a capacity of 500 gpm at 550 feet of head (238 psi). The pumps have variable frequency drives (VFD) to provide control over the effluent flow rate from the pump station. Since the first and second wet wells are hydraulically linked, the use of VFDs provide greater control over the nappe height over the modulating weir. Mr. Peterson assisted in the design of the pump station, and is providing construction administration services. Los Angeles Country Club Irrigation System—Los Angeles, CA As the Project Engineer, Mr. Peterson assisted in developing the best approach to improve irrigation water quality for the Los Angeles Country Club(LACC), which led to the design-build of an ozonation water treatment system. Mr. Peterson assisted in the design of the ozonation system for oxidizing excess sulfide, installation of a third groundwater well, and rehabilitation of the existing 800,000 gallon water storage tank. Design included new piping, instrumentation,ozone generation skid, injection pump skid, liquid oxygen storage, and controls. West Pointe a la Hache Siphon Improvements—New Orleans, LA Mr. Peterson worked with the Louisiana Office of Coastal Protection and Restoration (OCPR) on a siphon improvement project for wetlands remediation in the Louisiana delta for Plaquemines Parish, LA.As the Project Engineer, Mr. Peterson assisted in the design for a permanent on-site vacuum priming system that is capable of priming all eight tubes simultaneously or individually, replacing the on-site vacuum storage tank with a more robust and simplified system, installing an on-site control building to house siphon mechanical equipment and associated equipment to protect from weather elements and vandalism, extending the siphon intake pipes to increase sediment transport and decrease the frequency that the tubes lose prime, and provide attachments to one or more intake pipes to be coupled with dredging operations in order to increase sediment intake. The Preserve at San Juan Water Master Plan—Orange County, CA As the Project Engineer, Mr. Peterson provided engineering support services for the water master plan for the Preserve at San Juan housing development. The water master plan evaluated the transmission of potable water for Elsinore Valley Municipal Water District to the site located along Highway 74 in unincorporated Orange County. Transmission of water will be provided through an existing force main up the mountain side through several pressure zones that will require improvements to existing booster pump stations and storage reservoirs. Mr. Peterson also projected potable water demand for the development, including potable indoor use, irrigation use, and fire storage demand based on EVMWD standards and Orange County Fire Authority requirements. Preliminary design of the water distribution system was provided for two phases of the development and includes two potable water storage reservoirs,two distribution loops, and four pressure zones. Joshua Ranch Water Supply Assessment—Palmdale, CA Mr. Peterson worked with the developer and Los Angeles County Waterworks District 40 to develop a Water Supply Assessment to meet Senate Bill 610 requirements. The Water Supply Assessment included calculations for a yearly potable water demand, a review of the local Urban Water Management Plan for local water demand and deficiencies, and an evaluation of potential water supplies to meet projected water demand that includes the new development. Rancho La Habra Urban Runoff Recycling and Water Supply Assessment—La Habra, CA PACE prepared an urban runoff recycling plan for the City of La Habra that gave the City the opportunity for its first"purple pipe"recycled water project by recycling urban runoff, or "dry weather flow," that runs through the City each day in the Coyote Creek channel. Mr. Peterson prepared a Water Supply Assessment for the City to provide a detailed understanding of water availability for future development and prepare the City for long-term water use reduction strategies. Mr. Carter provided the concrete structural design of the pump station structure, site weir, north and south dams, and intermediate spillway. Mr. Carter also provided services during construction. West Pointe a la Hache Siphon Improvements— New Orleans, LA Mr. Carter oversaw the design of an elevated mechanical building adjacent to the West Pointe A La Hache Diversion Siphons. The building is approximately 880 square feet and will house vacuum, pumps and other mechanical equipment. The vacuum pipes shall automatically prime and actuate the 8-72" diameter siphon pipes. The building has a deep foundation consisting of class B driven treated timber piles supporting 18" square concrete columns, a reinforced concrete elevated deck, and 8" reinforced CMU block walls. Attached to the building will be a steel framed catwalk that extends from the building over to the 8 existing 72" diameter siphon pipes at the Mississippi River Levee. The building is designed for all seismic and wind loads that may be imparted on the structure in addition to dead and live loads required by code. The Diversion Siphons are designed to divert a maximum 2000 cubic feet per second of freshwater from the Mississippi River into the westbank wetlands to restore and rebuild the wetlands. This will input lost nutrients into the soil, promote vegetation, and prevent erosion. The activated siphons will be monitored by sensors placed at siphon intake and outfall. Orleans Avenue Underground Box Culvert— New Orleans, LA Mr. Carter was the Civil/Structural Engineer and completed the extension of the Orleans Avenue underground box culvert. Back HB - - Item 15. - 120 1 i1i�ni R t E 'Unt •d• •g The City has a water system that is undergoing upgrades to modernize infrastructure, enhance efficiency, improve reliability and security, and create additional lower-cost water supply from groundwater that may require some minor treatment to become ideal aesthetically. In recent years, PACE has had the opportunity to work closely with the City to provide some important water system upgrades including project assessment services, planning for improvement projects, and implementing the projects from concept development, through design and engineering, and following with construction management, startup, and operations support and consulting. Specifically, PACE has improved the water supply by testing, piloting, recommending modifications to the well screen intervals, designing improvements at key sites such as well 9 and Peck Sites, and provided planning for additional improvements and expansions at well 8, Central Park, and reservoir disinfection residual management. PACE frequently uses performance based specifications to competitively bid and ultimately pre-select major equipment for the remaining design and contractor assignment, to ensure the City obtains the best equipment possible for the lowest price. Sophisticated designs are conducted in 3D to be able to better visualize maintenance access. Cost estimates are based on a combination of construction index pricing and also based real completed projects to ensure accurate estimate for project budgets. PACE conducts surveys to mark visible or identified utilities from USA Underground, and when necessary will subcontract surveying using ground-penetrating technologies and potholing. Potable Water Pipeline Engineerinq Increase in sizing, replacement, change in pipe material, or installation of new piping requires careful consideration of site conditions including poor soil and high groundwater and existing utilities in the City including dense and sometime undocumented pipelines from the oil industry. When necessary, it may be possible to hot-tap existing lines to expedite installation, or run new lines in parallel. Where smaller diameter piping is needed, in some cases directional drilling may be possible to avoid excavation and traffic control in high density areas. In some cases, there may be an opportunity to re-purpose existing abandoned piping into potable or other types of piping. It is important to minimize unintended low or high points, and instead design piping for consistent slope with intentional high points containing air-vacuum valves and intentional low points with blowoff valves. In areas with saline shallow groundwater it is important to install corrosion resistant piping and fittings including C900-905 or HDPE plastic and bagged flange kits. The soil bedding needs to be carefully managed to prevent unwanted settlement which could cause air pockets or sludge accumulation. Potable Water(Production). Wells. Reservoirs, and Pressure Regulating Facilities Similar to the recent upgrade design at Well 1, comparable improvements may be needed at other well sites, reservoirs, and PRV stations. Other wells within the City including wells 3, 6, and 8 are seeking to increase capacity by using other portions of the well screen that are currently blinded due to poor water quality. Using the knowledge gained from the 13 Item 15. - 121 HB -334- PACE unique treatment process at Well 9 for treating hydrogen sulfide and other reduced compounds including ammonia, potentially Wells 3, 6, and 8 can increase their production in previously unused portions of the well column. The continued development of reliable, clean, non-corrosive, and aesthetic groundwater supply is vital to the City's supply portfolio. PACE will subcontract to well drilling/cleaning contractors or hydrogeologists in the quantity versus quality evaluation at each well. The well sites need to have proper security with new security protocols, and also have visual monitoring of flow and pressure, and good maintenance access including well lay-down area. Alternative sources of power and dual power fed sites may also be considered, as well as alternative chlorine forms and storage. Tank turnover including mechanical mixing or re-injection may be helpful if chlorine residuals tend to dissipate, and tank inlets/outlets may be adjusted to improve turnover and decrease the precipitation of minerals in the tank bottom. It is important for pressure regulating facilities to provide parallel valves of different size when space is available to allow for good pressure control at various flows and redundancy during valve repair or replacement. Newer CLA-VAL models offer insertion type flowmeters that are an inexpensive means of monitoring flow to better understand the distribution system profiling. #B324 1?
