[ ] Yes [ ] Now Policy cr Exception Statement of Issue, Rerommendation,Analysis, Funding Source,Alternative Actions,Attachments: STATEMENT OF ISSUE: L'ue to current City liability insurance requirements (ResolutiLin #S83S) C&C Cleaners will be required to purchase an additional one million dollar liability insurance policy if this _ompany is to provide a dry cleaning service to the police department employees. RECOMNITMATIONS: Waive the City liability insurance requirement and accept W Cleaners exic,t:i.ng one million dollar liability policy. ANALYSIS: From approximately 197S to 1980 a dry cleaning company utilized an area located wi.thin -1-e police department building to drop off and pick-up cleaned and soiled uniforms. C&C is offering to re-establish such a service to the employees of the police department. Police uniforms will be dry cleaned for $2.00 and this is drastically lower than ether companies which normally charge $3.S0 to $4.00. All busi.nesi� transactions are done strictly between the individual employee and C&C Cleaners. The City of I-Iurtington Beach aas no contractual agreement or financial liability with C&C Cleaners. If C&C Cleaners is required to provide the two million dollar umbrella policy then the mentioned low cost service could not be provided. Police officers flake pride in their job and in their appearance. By allowing CSC Cleaners to establish this service, officers would be able to better maintain t:.eir uniforms thus elevating their professional image. C&C is only asking for a pick-up/drop-off location Athin the police department. FINDING S�ObRCE: No cost to the City. ALTERNATIVES: 1) Require CB,C Cl—ners to provide an additional one million dollar liability policy, in conjunction to their current one million dollar policy, thus causing their P.I O 5/85 9 Page 2 insurance premiums to be so outrageous that they would be unable to provide the dry cleaning service at such a ra;?uced rate. 2) Leave the dry cleaning responsibilities to each employee outside the police den2rtment facility thus not allowing the employee to take advantage to such a economical and convenient service. Royce with a proposal to use C$C Cleaners for the purpose of dry cleaning police uniforms and detectives suits. The company only needs a pick-up and drop-off location within the police department facility. The procedure would be similar to the one used years ago with Fifth Stree Cleaners. C&C Cleaners would pick-up and drop-off on Mondays, Tuesdays and Wednesdays, between the hours of. 1400 and 1600. C&C Cleaners deals with other Orange County Police Departments and has established guidelines for payment. These guidelines will be )rovided to the employee when this service has been initiated. Due to increasing high costs of dry cleaning, I -Zeel this type of accomodation would make it very affordable and accessible for the police department employees. The Beard of Directors are only requesting permission for CFTC Cleaners to utilize one location within the police department builcling, for the purpose of pick-ups, drop-offs and temporary storage of soiledd and cleaned articles of clothing. I have reviewed the guidelines of C&C Cleaners and believe it is a very reputable company. Please review the attached letter of recommendation by Sam J. Martin Subject: Uniform Cleaning Date: Nov. 10, 1988 In September, I met with the Chief, Lt. Parker and L•t. Gildea regarding the cleaners proposal. The Chief said that he had no problems with the idea, but he did not want the Dept . involved in any disputes or .complaints .from either parties. The Chief wants tixe Dept. free from any liability. Lt. Parker said the "air handler" room could be used as in the past. Parker requested that it be kept clean and policed. Lt. Gildea found the only problem to be the insurance carried by the vender. The City will require a 2 million dollar insurance policy carried by the render. A reduction in the amount carried may be reduced by the City Counsel. I related that I agreed to the requirements and did not want the P.O.K. exposed to any liability from any party. I recommended that the cleaners deal with each officer directly so far as billing etc. Each officer will be advised that the P.O.A. or the Dept. will 7.ot be respon- sible for any theft, loss, damage etc. , to the uniforms. Cleaners Insurance Date 1-20-89 Risk Management has reviewed the RCA and attachments (including the insurance certificate.) Considering the minimal risk to the City generated by C. & C. Cleaners in picking up and leaving off dry cleaning for police officers, Risk Management would recommend that we accept the $1,000,000 per occurence General Liability insurance tendered by C. & C. on the attached Certificate of Insurance dated 1/16/69. Risk Management would also request that a Hold Harmless agreement acceptable to the City Attorney also be required.
