Funding Source: $20,000 from the General Fund Unappropriated, Undesignated Fund Balance. The city will be reimbursed per student contact hour for teaching and training classes; TOTAL REVENUE . TO CITY $23,900. Recommended Action: Motion to: 1. Authorize the Mayor and City Clerk to sign the attached agreement between Rancho Santia o Community College District and the City of Huntington Beach for Education Instructional pur o es, and 2. Authorize the Director of Administrative Services to appropriate $15,000 from the General Fund Unappropriated, Undesignated Fund Balance into Marine Safety Overtime Account 10045207.53020 and $5,000 into Marine Safety Tuition Account 10045207.68575. Alternative Action(s): Do not enter into an agreement with Rancho Santiago Community College District at this time for a training partnership for Marine Safety. Analysis: The City of Huntington Beach currently sends Marine Safety personnel to Santa Ana College, as part of the Rancho Santiago Community College District, to participate in training classes. These classes provide the necessary skills and certifications required for Marine Safety Officers. The city, by entering into this agreement, will receive $23,900 from the college district. There are several advantages to an association with Rancho Santiago Community College District. The city would receive money from the college for each employee participating in these classes. The college would reimburse the city $2.50 per student contact hour. Based on the scheduled training, this would amount to $23,900 in revenue to the city for the remainder of this fiscal year. The projected income to the city from this program is as follows: IS QUEST FOR COUNCIL ACON MEETING DATE: March 19, 2001 DEPARTMENT ID NUMBER: APPROVE AGREEMENT WITH RANCHO SANTIAGO COLLEGE DISTRICT FOR MARINE SAFETY TRAINING Type of Training Income Marine Safety Officer Weekly Training $3,300 Requalification (130 Lifeguards) 2,600 Lifeguard Cadet Training 1 9,000 Lifeguard Cadet Training 2 9,000 Total Income $23,900 In order to facilitate this program, there will be tuition costs to the city of$5,000 and overtime costs for staff of $15,000. Marine Safety employees receive college credit for attending training courses, and Marine Safety trainers will be recognized as college instructors. Training curriculum will be approved as college courses. The city's obligation for entering into this partnership would include: provide approved training instructors, submit accurate attendance records with invoices to the college, maintain safe, teacher- student ratios, pay a registration fee for each student for each class, and use reimbursement for college for training expenses only. The city's Marine Safety employees are required to have multiple certifications and extensive training. By partnering with Rancho Santiago Community College District, the city would improve its level of training while receiving payment from the district at a rate of $2.50 per student contact hour. This is similar to fire employees who participate at Rancho Santiago Community College Fire Academy. The overall goals with this partnership are to improve existing training, increase the amount of training, and add to the professionalism of the Marine Safety Operation. The result of this is more highly trained Marine Safety Officers that will, in turn, provide a better safety-service to the public. Council Policy Regarding Request for an Appropriation of Funds: As adopted by the City Council on March, 1998, all requests for appropriation of funds must meet one of the following criteria: (1) The request is an unanticipated emergency, (2) the request is required to implement labor negotiations, or (3) the request will be offset by related new revenues. The new appropriation being requested is offset by new revenues. The funding that is being requested for the program is $20,000. The revenue that will be generated as payment back from the Rancho Santiago Community College District is $23,900. This is net revenue to the city, after expenses, of$3,900.
